BIDDING OF GROUP MEDICAL, DENTAL, AND LIFE, including DEATH AND DISMEMBERMENT COVERAGES
Our group insurance coverages expire August 1, 1977.
The Minnesota League of Municipalities has informed our city that a new law passed the
State Legislature in the First Session of 1973 that now requires municipalities to ad-
vertise every five years for a bid before contracting (or renewing a contract) for group
coverages.
Buzz and I had a meeting on the specifications and would like to bid dental coverages
at the same time we bid other existing coverage.
We have also made an effort to solicit employees' suggestions to update existing medi-
cal and life insurance coverages. A copy of the survey is attached and the results
are as follows:

RENTING MOVABLE RESTROOMS FOR WATER CARNIVAL ACTIVITIES
Last year the City rented four movable restrooms for an approximate cost of $375 for
the three day period of Water Carnival activities. The Elks contributed $112, Arm-
strong Shows $50, and the Jaycees $60 respectively.
I have consulted with Fred Roberts and Dean O'Borsky, and the feeling is that this is
a good arrangement to continue. If there are no objections, we will again rent the
toilets and request financial assistance from the appropriate organizations.
CETA PLANS VACATING OLD ARMORY
Today, Gary Erickson of the CETA Manpower Office has advised me that Governor Rudy
Perpich has issued an edict that all State office space shall be "barrier free" to
facilitate movement of the handicapped.
The State Department of Administration, Real Estate Division, has stated they will
not be renewing the contract for space, and will be sending the City 45 -day notice
for vacating office space by August 1, 1977. If they are unable to find alternative
office space, they would like to continue to rent on a month-to-month basis until a
new location is found.
BOOKING A BAND FOR THE CITY PICNIC
Hazel Sitz has been coordinating a summer party for Wednesday evening, August 24, 1977.
It will be necessary to secure a band very soon. She has suggested the group "Polk
County Highway Department," as they play all types of music. The approximate cost
is $150 to $180 (3-4 hours). If there are no objections, we will proceed with secur-
ing the band. Last year the band and catering were paid through our contingency ac-
count.
ESTABLISHING A DATE FOR CONSIDERING THE CITY'S COMPUTER OPERATION
Phil Graves, Rufus Alexander, and I suggest that there be a meeting of the governing
bodies (Hospital Board, Utilities Commission, and City Council) for the purpose of
coming to a decision on the computer system, as our three (3) year lease is coming
due.
An informal meeting for Tuesday afternoon, June 28, at 4:00 P.M. has been suggested.
We should also establish a date and time to hear Ted Willard make his presentation on
the LOGIS System. Perhaps, following the bid opening on Wednesday, June 22, at 3:00
P.M.

TUESDAY, MAY 24, 1977
1. CALL TO ORDER
Mayor Black called the meeting to order at 7:35 P.M. with the following mem-
bers present: Aldermen Westlund, Haag, and K. Peterson in addition to Mayor
Black. Absent: Alderman B. Peterson. Also present were: Administrative
Assistant Plotz, City Engineer/Public Works Director Priebe, Community Develop-
ment Director Pauley, and City Attorney Schantzen.
2. INVOCATION
Due to the absence of a pastor to give the invocation, Mayor Black called for
a time of silent prayer.
3. MINUTES
On motion by Alderman Westlund, seconded by Alderman Haag, the minutes of the
Regular Meeting of May 10, 1977 were approved as amended.

5. COMMUNICATIONS, REQUESTS AND PETITIONS
(a) CONSIDERATION OF TRANSFER OF CITY EMPLOYEE FROM PARK DEPARTMENT TO
CEMETERY DEPARTMENT
Alderman Westlund questioned if Jim Brodd would still be working with
the Dutch Elm disease, to which City Engineer/Public Works Director
Priebe responded that he would be.
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to
approve the transfer of Jim Brodd from the Park Department to the Ceme-
tery Department effective June 1, 1977 with the recommendation of City
Engineer/Public Works Director. Motion carried unanimously.
(b) CONSIDERATION OF REQUEST TO MOVE BUILDING INTO CITY SUBMITTED BY FRED
ALBERTS, JR.
After discussion, it was moved by Alderman Westlund, seconded by Alder-
man Haag, with the recommendation of City Engineer and Building Offi-
cial, to approve the request of Fred Alberts, Jr. to move a 10' x 15-1/2'
new wood frame utility building into the west side yard of his property
at Lot 30, Lynn Addition, 934 Second Avenue S.W. Motion carried unani-
mously.

(c) CONSIDERATION OF REQUEST TO ACQUIRE ONE -CHANNEL 3M TAPE RECORDER FROM
MC LEOD COUNTY SHERIFF'S OFFICE FOR HUTCHINSON POLICE DEPARTMENT
Mayor Black commented that Chief of Police O'Borsky had discussed this
opportunity with him, and they both feel the 3M tape recorder is worth
acquiring for the cost of installation, which will be minimal. The tape
recorder would be used to record incoming messages and dispatches in
the Police Department.
It was moved by Alderman Westlund, seconded by Alderman Haag, to auth-
orize Chief of Police O'Borsky to notify the McLeod County Sheriff's
Office of the Hutchinson Police Department's interest in acquiring the
one -channel 3M tape recorder. Motion carried unanimously.
6. RESOLUTIONS AND ORDINANCES
(a) ORDINANCE NO. 9/77 - ORDINANCE AMENDING SECTION 520:15 - PLAN -CHECKING
FEES
After discussion, it was moved by Alderman Haag, seconded by Alderman
Westlund, to waive second reading and adopt Ordinance No. 530 entitled
Ordinance Amending Section 520:00 of the 1974 Ordinance Code of the City
of Hutchinson, Entitled Building Permit Fees Relating to Building Permit
Fees and Plan -Checking Fees. Motion carried unanimously.
(b) ORDINANCE NO. 10/77 - AN ORDINANCE AMENDING ORDINANCE NO. 464 CONCERNING
ZONING REGULATIONS IN THE CITY OF HUTCHINSON AND THE OFFICIAL ZONING MAP
City Engineer/Public Works Director Priebe requested that the second
reading of Ordinance No. 10/77 be deferred until he had received in
his office the easement on the property to be rezoned.
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to defer
the second reading of Ordinance No. 10/77 entitled An Ordinance Amending
Ordinance No 464 Concerning Zoning Regulations in the City of Hutchinson
and the Official Zoning Map until the next Council meeting. Motion car-
ried unanimously.
(c) ORDINANCE NO. 11/77 - ORDINANCE AMENDING SECTION 6.09 OF ORDINANCE NO.

After discussion, it was moved by Alderman Westlund, seconded by Alder-
man K. Peterson, to waive second reading and adopt Ordinance No. 533
entitled Ordinance Amending Section 535:05 of the 1974 Ordinance Code
of the City of Hutchinson, Entitled Hospital Board Relating to Appoint-
ments and Terms. Motion carried unanimously.
(e) ORDINANCE NO. 13/77 - AN ORDINANCE REQUIRING A PERMIT FOR THE DEMOLITION
OF BUILDINGS AND STRUCTURES
Mayor Black pointed out that Ordinance No. 534 will establish a Demoli-
tion Permit, but the required deposits, penalties and permit fees will
be listed in a Resolution.
It was moved by Alderman Westlund, seconded by Alderman Haag, to waive
second reading and adopt Ordinance No. 534 entitled An Ordinance Requiring
A Permit for the Demolition of Buildings and Structures. Motion carried
unanimously.
It was moved by Alderman Westlund, seconded by Alderman Haag, to waive
reading and adopt Resolution No. 5964 entitled Resolution Establishing
Deposit, Penalty, and Permit Fees for Ordinance No. 534 Entitled An Or-

8. UNFINISHED BUSINESS
(a) CONSIDERATION OF 1976 FAU PROJECTS (DEFERRED FROM MAY 10, 1977)
City Engineer/Public Works Director Priebe commented on the memorandum
that had been submitted to the Council and stated that he needs the
assistance from these two agencies.
After discussion, it was moved by Alderman Westlund, seconded by Alder-
man Haag, to authorize the City Engineer/Public Works Director to enter
into contract with Rieke Carroll & Muller for general supervision and
record keeping services in the amount of $7,200.00 and with Instant
Testing Co. for testing services in the amount of $5,200.00 for the
FAU Projects. Motion carried unanimously.
(b) CONSIDERATION OF APPROVAL OF FIRE DEPARTMENT'S RECOMMENDATION OF BIDS
FOR PURCHASE OF RURAL PUMPER FIRE TRUCK BY FIRE CHIEF SMITH (DEFERRED
MAY 10, 1977)
Fire Chief Smith presented a report on the bids received for a rural
pumper fire truck and reported the Townships approved the following
recommendations:
Plowman's - Truck Chassis $11,372.00
FMC Corporation (Mid -Central Fire & Safety) -
Body and Pump 30,000.00
Change Order for Second Pump 4,000.00
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to
approve the recommended bids of Fire Chief Smith and award contracts
to Plowman's for a truck chassis in the amount of $11,372.00 and to
FMC Corporation for a body and pump in the amount of $30,000.00 and
for a Change Order for a second pump in the amount of $4,000.00.
Motion carried unanimously.

LIQUOR LICENSES BY HUTCHINSON ELKS N0. 2427:

(b) CONSIDERATION OF REQUEST FOR RETAIL "ON -SALE" NON -INTOXICATING MALT
LIQUOR LICENSE BY VERNON HAGEN FOR SIX SUNDAY AFTERNOONS
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to approve the request and authorize the issuance of
license. Motion carried unanimously.
(c) CONSIDERATION OF DELINQUENT WATER AND SEWER ACCOUNTS
Mayor Black read a copy of the letter mailed to delinquent account
holders and asked if there was anyone present wishing to be heard.
Mr. Deforest Wagner of Minneapolis appeared before the Council regard-
ing the delinquent account in the name of Darryle Krussow for 750 Dale
Street. He pointed out that an error had been made in the amount billed
to the account and also wondered if a payment had been received from Mr.
Krussow.
City Engineer/Public Works Director Priebe informed Mr. Wagner that the
billing error had been corrected and that a new statement will be sent.
He further pointed out that a copy of the same letter mailed to the de-
linquent account holder is also mailed to the property owner to keep the
owner informed of the status of the delinquent account.
Alderman K. Peterson commented.on delinquent account No. 8-0840-0-00,
which is now her property. She further questioned if service is given
an individual who moves from one address to another and has a delinquent
account.
Alderman Westlund asked City Engineer/Public Works Director Priebe what
procedure would be followed where the account holder no longer lives at
the address where the bill is owing.
City Engineer/Public Works Director Priebe commented on the problems of
rental property and stated that water is not turned off if a new tenant
is living at that address. The Mayor then stated that service should
not be given when a delinquent account exists at a former address, but
the City has not been following this practice.
City Attorney Schantzen commented that the City needs to adopt a new
policy on the procedures to be followed in dealing with delinquent ac-
counts. The landlord is responsible for the bill, and the water will
either be turned off or the amount owing added to the tax assessment
roll. There are too many exceptions, and the City is presently acting
as a collection bureau on the delinquent accounts. The property owner
can protect himself by requiring a deposit from the tenant.
Alderman Haag concurred that the City is in need of such a policy.

City Attorney Schantzen suggested that Administrative Assistant Plotz,
City Engineer/Public Works Director Priebe, and he get together to pre-
pare a recommendation for the City Council on a new policy for delin-
quent water accounts.
It was moved by Alderman Westlund, seconded by Alderman Haag, to take
the necessary action to collect delinquent accounts. Motion carried
unanimously.
It was moved by Alderman Westlund, seconded by Alderman Haag, to auth-
orize Administrative Assistant Plotz, City Engineer/Public Works Direc-
tor Priebe, and City Attorney Schantzen to prepare a policy for water
and sewer delinquent accounts. Motion carried unanimously.
(d) CONSIDERATION OF REQUEST FOR CONDITIONAL USE PERMIT SUBMITTED BY DR.
HERBERT BILLMAN WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
After discussion, it was moved by Alderman K. Peterson, seconded by
Alderman Haag, to waive reading and adopt Resolution No. 5965 entitled
A Resolution Granting Conditional Use Permit Under Section 5.01 of the
1975 Zoning Ordinance to Allow for Construction of a Combination Office -
Apartment Building. Motion carried unanimously.
(e) CONSIDERATION OF REQUEST FOR CONDITIONAL USE PERMIT SUBMITTED BY JAMES
WENDORFF WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to waive reading and adopt Resolution No. 5966 entitled
A Resolution Granting Conditional Use Permit Under Section 5.01 of the
1975 Zoning Ordinance to Allow for Residential Use In a Commercial
Structure. Motion carried unanimously.
(f) CONSIDERATION OF AMENDMENT TO ZONING ORDINANCE - SECTION 8.02 (HOME
OCCUPATIONS) WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
Mayor Black commented on the inconsistencies which exist in the present
Zoning Ordinance and felt they need to be amended.
It was moved by Alderman Westlund, seconded by Alderman K. Peterson, to
waive first reading of Ordinance No. 14/77 entitled Ordinance Amending
Ordinance No. 464 of the City of Hutchinson and set second reading for
June 14, 1977. Motion carried unanimously.
(g) CONSIDERATION OF AMENDMENT TO ZONING ORDINANCE - SECTION 10.05 (WALL
SIGNS) WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION

Community Development Director Pauley pointed out that there is a con-
tradiction in the Ordinance that needs to be amended.
It was moved by Alderman K. Peterson, seconded by Alderman Westlund,
to waive first reading of Ordinance No. 15/77 entitled Ordinance Amend-
ing Ordinance No. 464 of the City of Hutchinson and set second reading
for June 14, 1977. Motion carried unanimously.
(h) CONSIDERATION OF REQUEST FOR ANNEXATION SUBMITTED BY JEFF MUNSELL WITH
FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
City Engineer/Public Works Director Priebe reported that Mr. Jeff Munsell
has submitted a petition for annexation for property West of Kouwe Street
and South of Fifth Avenue Northwest. The property owner's plan is to
sub -divide it into four lots.
It was moved by Alderman Westlund, seconded by Alderman Haag, to waive
reading and adopt Resolution No. 5967 entitled Request for Annexation.
Motion carried unanimously.
(i) CONSIDERATION OF REQUEST FOR APPLICATION FOR LICENSE TO SELL CIGARETTES
AT RETAIL SUBMITTED BY R. C. HORNICK
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to approve the request and authorize the issuance of a
cigarette license. Motion carried unanimously.
(j) CONSIDERATION OF APPLICATION FOR COMMUNITY DEVELOPMENT BLOCK GRANT
Community Development Director Pauley reported that the application for
a Community Development Block Grant is a continuation of the present
grant.

(1) CONSIDERATION OF PROPERTY ACQUISITION
Alderman Haag requested more details of the property to be appraised for
acquisition. Community Development Director Pauley responded by report-
ing the lots are Lots 3, 4, 5 and 10 in Block 29 near Park Towers. It
is his recommendation that the -City enter into a contract with Roy Frentz
and Company to appraise the properties at $175.00 each. Mr. Pauley
further commented that HUD has an interest in helping to finance addi-
tional housing in Hutchinson to meet a shortage.
It was moved by Alderman K. Peterson, seconded by Alderman Haag, to ap-
prove the appraisals for property acquisition of Lots 3, 4, 5 and 10 in
Block 29 and to authorize the Community Development Director to enter
into a contract with Roy Frentz and Company to appraise the properties
at $175.00 each. Motion carried unanimously.
10. MISCELLANEOUS
(a) COMMUNICATIONS FROM CLERK -ADMINISTRATIVE ASSISTANT
Administrative Assistant Plotz reported that the Financial Statements
and Accountants' Report for the Nine Months Ended December 31, 1976
from the City's auditors, Anderson, Lieser & Thorsen of Minneapolis,
were now available. Copies had been distributed to the Council mem-
bers, and the auditor had offered to come and answer any questions
on the report.
Attention was called to the Ordinance, Section 410:00, regarding Auc-
tioneers. Mr. Plotz pointed out that there is a limitation of only

one license for the first 10,000 or less population. This could pre-
sent a problem in having any auctions in the new Civic Arena or Armory.
A change in the Ordinance could free up more opportunities for sched-
uling and increases in revenue for the City. One license has already
been secured by Marinus Frank Kauffmann of Minneapolis. An alternative
solution to an annual license would be to issue a one -day temporary
permit for auctioneers.
Mayor Black speculated that the original Ordinance was adopted in tact
from one provided from an outside source. He doesn't see any reason why
the City has to limit itself in this area. The one sentence could be
eliminated and a one -day license be made available at a lesser fee.
City Attorney Schantzen commented that he thought the Ordinance was
written up in this manner because at the time there was a question about
a request.
Alderman Westlund remarked that Ralph Neumann, Civic Arena Coordinator,
has a concern in this matter since he is interested in scheduling var-
ious activities for the Arena.
Mayor Black commented that there has to be a control on auctions. He,
therefore, recommended that the Auctioneer Ordinance be reviewed and
written to offer a short-term license.
Administrative Assistant Plotz passed out a drawing of the proposed
changes at the front counter of City Hall which was prepared by Don
Peterson Constructionfor an estimated cost of $1,087.87. Some suggested
changes have been made since the drawing was presented.
After due deliberation, the Council instructed the Administrative Assis-
tant to request a new quotation on the basis of the proposed changes
in the drawings for the front counter.
(b) COMMUNICATIONS FROM THE MAYOR
Mayor Black reported that he had received a letter of resignation from
Rev. Thor Skeie from the Planning Commission and Hutchinson Redevelop-
ment Authority.
It was moved by Alderman Westlund, seconded by Alderman Haag, to accept
the resignation of Rev. Thor Skeie from the Planning Commission and the
Hutchinson Redevelopment Authority. Motion carried unanimously.
Mayor Black appointed Donald E. Erickson to the Planning Commission to
fill the unexpired term of Rev. Thor Skeie to March 31, 1981, and asked
for suggestions for the HRA Board.

It was moved by Alderman Westlund, seconded by Alderman K. Peterson,
to ratify the appointment of Donald E. Erickson to the Planning Commis-
sion for the unexpired term of March 31, 1981. Motion carried unani-
mously.
Mayor Black reported that he had surveyed the scene of the recent acci-
dent of the Hutchmobile and a motorcycle. He commented that he thought
the 50 M.P.H. speed limit in that area was too high and should be re-
duced to 40 M.P.H. out to Shady Ridge Road.
Alderman Westlund pointed out that this same request has been made be-
fore, to no avail.
City Engineer/Public Works Director Priebe commented that he had dis-
cussed the matter with district highway officials, but they are more
concerned with moving the traffic. The first step toward getting action
would be a formal request for a speed study, and he thought it should
include all state highways in the City. Mr. Priebe, therefore, recom-
mended a resolution requesting a traffic study by the Minnesota Depart-
ment of Transportation.
It was moved by Alderman Westlund, seconded by Alderman Haag, to waive
reading and adopt Resolution No. 5968 entitled Resolution Requesting
Traffic Study by Minnesota Department of Transportation. Motion car-
ried unanimously.
Mayor Black commented on the recent annexation of the Clifton Heights
area on Highway 7 East and stated it will be effective May 31, 1977.
(c) COMMUNICATIONS FROM ALDERMAN WESTLUND
Alderman Westlund referred to the Airport Master Plan, Alternative 5
(4,000 feet) which was adopted at the May 10, 1977 Council meeting.
He then re -opened the discussion on the airport and commented on Johnson
Bros. Corporation's interest in bringing the company jet into the Hutch-
inson airport or else going to Willmar. He felt this would help bring
in other businesses. Alderman Westlund wondered if the City should
meet the needs of Johnson Bros. He felt that if the City had accommo-
dations, perhaps 3M and other businesses would use the facilities as
well. Mr. Westlund suggested that the planners be consulted before we
proceed.
Community Development Director Pauley responded that the planners were
aware of the interest Johnson Bros. Corporation of Litchfield had in
the airport plans and had taken this into consideration when the study
was done. 3M was also surveyed, and they indicated no need for a run-
way longer than that proposed (4,000 feet). A longer runway (5,000 feet)
would present problems with the Vineyard Methodist Church and other
properties in the area and would require relocating the present one.

Then easements would have to be purchased, which would not be reim-
bursed by state or federal funds. Mr. Pauley felt there was no jus-
tification for the additional 1,000 feet and the additional acquisition
of property. He further pointed out that the adopted Master Plan and
crosswind runway met the requirements for securing funding for the air-
port.
Mayor Black commented that St. Paul is too close to Hutchinson to make
it feasible for 3M to use the Hutchinson airport for their corporate
jet.
Alderman Westlund commented that he had asked Administrative Assistant
Plotz to write Johnson Bros. Corporation and ask what their needs are.
He stated that several people have told him that the City Council should
consider this request as it could mean a lot to the community.
(d) COMMUNICATIONS FROM ALERMAN HAAG
Alderman Haag reported that the appointment of the seventh member to
the Hospital Board was not part of the business at the last Hospital
Board meeting, but a member will be appointed soon.
Mr. Haag commented on the report prepared showing parking revenue and
expenses. He pointed out that there is not enough money coming in to
repair the parking meters and felt that a study should be done on this
matter.
Alderman Haag inquired about the Annual Employees Picnic and wondered
if the City planned to have one this year. It was the general consen-
sus of the Council members that there should be a picnic again this
year.
(e) COMMUNICATIONS FROM ALDERMAN K. PETERSON
Alderman K. Peterson announced that the Minnesota News carried an article
on the new Hutchinson West River Park Campground.
Mayor Black then asked if there would be signs posted in West River Park
directing campers to the camping grounds. Community Development Direc-
tor Pauley reported that the signs are in the process of being prepared.
He further commented that about $30 a weekend has come in since the camp
site was opened, and campers are from all over the state as well as out-
of-state.
Alderman K. Peterson said she has received some comments about the new
City Directory being prepared and wondered if it is a legitimate book.
She was informed that the Polk Directory is put out by a reputable firm,
and the City has purchased previous copies.

(f) COMMUNICATIONS FROM CITY ENGINEER/PUBLIC WORKS DIRECTOR PRIEBE
City Engineer/Public Works Director Priebe presented a bill which had
been presented by the Vietnamese renters of the City -owned house. They
had requested a discount of $18.71 on their rent for the next month to
cover the cost of the statement for repairs.
Mayor Black felt that since the statement covered service for normal
maintenance, it should not be reimbursed.
Mr. Priebe made reference to the two lots for sale in the flood fringe
which the Council had authorized him to purchase at the May 10, 1977
meeting if funds were available. He reported that funds are on hand
for the two lots at $1,500 per lot, and that the abstract has been ,
received for drawing up a deed.
Mr. Priebe further reported that one property owner has not been cooper-
ative in allowing the installation of an outside water meter. A letter
has been sent requesting a designated time and date for installation,
but no response has been received to date.
Several calls have been received regarding Dutch Elm disease on trees.
Actually the trees are going through a heavy seeding cycle and in most
cases do not have the disease, but samples are being sent in for test-
ing. Mayor Black commented that Legislature recently passed a Dutch Elm
Disease Bill for grants, and the City should find out about getting funds
through this program.

Following the opening of all the bids, it was moved by Alderman Westlund, seconded
by Alderman K. Peterson, to refer the bids to the City Engineer for review and
recommendation. Motion carried unanimously.
The City Engineer/Public Works Director Priebe remarked that the bids will have
to be submitted to the State for approval. The length of time it takes to re-
ceive their reply will determine when a final recommendation will be made for
awarding contracts.
City Engineer/Public Works Director Priebe further commented on a piece of property
owned by Lydia Huesgin, Parcel No. 1596.00, located on Madson Avenue. He has re-
ceived reports that there are large rodents in the area which are believed to be
coming out of this house. An exterminator has been contacted to go into the house
and fumigate. Mr. Priebe has talked to Dr. George Smith, City Health Officer,
as well as several others regarding the necessary steps to be taken regarding
this property. The owner is in a nursing home, and she has agreed to an adjusted
lot value of $4,000.00 on the property. Mr. Priebe feels the county assessed valu-
ation is too high.

Section 1. Ordinance 464 entitled Zoning Ordinance, City of Hutchinson,
is hereby amended to read as follows:
1. 8.02 R-1 Single Family Residence District Conditional Permitted Uses
The following uses are permitted only subject to the issuance of a
Conditional Use Permit as stipulated in Section 6.07.
Farm and truck gardens, excluding any retail sales facilities.
Two family dwelling, attached.

LAND USE PLANNING GRANT
WHEREAS, the City of Hutchinson wishes to improve its land use decision
making capability, and

for the management of problems resulting from rapid population and
economic growth, and
WHEREAS, the Minnesota State Planning Agency is making grants available

There is a possibility we will receive an additional $20,000 in MHFA grant

Dear Mr. Brown:
I observed that a wall sign placed on the front of the building and store
front formerly the Country Store, 2nd Avenue S.W., Hutchinson, -Minnesota,
was removed, lettering changed and reinstalled.
Lettering on the sign would indicate you are operating a business from
this location and as required by the Sign Ordinance of the City of
Hutchinson, no permanent business or advertising signs shall be erected
in the City of Hutchinson until a permit to do so has been issued by the
office of the Zoning Enforcement Officer. No permit shall be granted
until the necessary fee has been paid -and until the Zoning Enforcement
Officer, or staff representative, has made a preliminary inspection of
the sign before hanging and has ascertained that the sign and method
of hanging comply with all requirements of this ordinance.
Don Pauley, Zoning and Planning Administrator, advises me you had called
this office asking if a sign permit would be required for this work and
you were advised by him that a sign permit was required.
This matter has been put on the agenda for the City Council meeting on
Tuesday, June 14, 1977 at 7:30 p.m. You are requested to attend and
explain why you did not apply for a permit.

APPROVING PLANS AND SPECIFICATIONS AND ORDERING ADVERTISEMENT FOR BIDS
Project 77-35
WHEREAS, pursuant to a Resolution passed by the City Council on April 26th,
1977, the City Engineer has prepared plans and specifications for the improvement of:
STREET FROM TO
Lift Station for area North of County Road No. 76 and West of T.H. 15
by construction of Lift Station and Force Main
and has presented such plans and specifications to the Council for approval;
NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON, MINNESOTA:
1. Such plans and specifications, a copy of which is attached.hereto and
made a part hereof, and hereby approved.
2. The City Clerk shall prepare and cause to be inserted in the official
paper, and in the Construction Bulletin, an advertisement for bids upon the
making of such improvement under such approved plans and specifications. The
advertisement shall be published for three (3) days, shall specify the work done,
shall state the bids will be opened and considered by the Council at 2:00 P.M.,
Tuesday, July 12th, 1977, in the Council Chambers of the City Hall, and that no bids
will be considered unless sealed and filed with the Clerk and accompanied by a cash deposit
cashier's check, bid bond or certified check made payable to the Clerk for ten percent
(10%) of the amount of such bid.

SUBJECT: Hiring of additional reserve police officers
I have attached for you reserve applications from two individuals
who I wish to request to be appointed as part-time employees for purposes
of being made members of our police reserve. They are Brian Jay Klawitter,
725 Dale Street, Hutchinson, and Bradley Joseph Knutson of Route 4, Hutchin-
son. Both of these young men have had a long-time interest in law enforce-
ment and have been patient in waiting for an opportunity to become members
of our reserve force.
I have interviewed both of these men and am satisfied that their
background and education is such that would -Make them qualified members of
our police reserve.
We have not replaced several members of the rese#ves who, for one
reason or another, have either not been able to continue or who have had
their relationship terminated. I feel at this time we should begin to con-
sider replenishing those numbers.
The cost involved here should be reasonably small in that uniforms
must be purchased for both these individuals. Vie have revolvers here that
they may use but should purchase two extra revolvers for use also as all
regulars carry .357 magnum and the extras are .38 specials. I do not in-
tend to arm either one of these men until they have had both classroom in-
struction and range time with the revolver as well as riding along and
developing some experience with a regular officer.

PRELIMINARY NOTICE OF CLAIM FOR DAMAGES CONFIDENTIAL
TO: GARY PLATG, CITY CLERK, CITY OF HUTCHINSON, STATE OF MINNESOTA
YOU WILL PLEASE TAKE NOTICE THAT: In accordance with the
provisions of Minnesota. Statutes Annotated 466.05 (Notice of Claim),
a claim for damages will be made by and on behalf of Steven Herman
Ulrich against the City of Hutchinson, McLeod County, Minnesota,
for damages incurred by him as a result of the negligence of the
City of Hutchinson and its agents, servants and employees.
Said damages were incurred on the 12th day of May, 1977 as the
result of a collision between said Steven Herman Ulrich!s motorcycle
and a Hutchmobile bus owned by the City of Hutchinson and being
operated by one of its agents, servants or employees. The above
mentioned accident occured on Minnesota State A ghway #7 and occured
as a direct and proximate result of the negligence of said City, its
agents, servants and/or employees. As a result of said collision
said Steven Herman Ulrich sustained serious injuries of mind and
body, the extent of which have not been determined at this time.
Said Steven Herman Ulrich also received serious damage to -:he motor-
cycle which he was operating at the time of the accident.

1. Memorandum dated May 16, 1977 to Hutchinson City Council and Airport
Advisory Commission regarding City Council decision of May 10 relative
to airport development.

DISCUSSION
1. The meeting was opened by Chairman Oleson at 7:30 P. M. and turned over
to the consultant for a brief review and update on the airport study.

requirements at the Hutchinson Municipal Airport. Aviation activity and
based aircraft forecasts developed to date demonstrate the need for a
General Utility Airport (mainwind runway 40001 x 751) during the 20 year
planning period.
2. As mentioned, the Minnesota Aviation System Plan depicted Hutchinson
Municipal Airport as a "Key System" airport by the year 2000; a "Key
System" airport having a paved and lighted runway over 5000 feet in
length, capable of accommodating heavy, multi. -engine aircraft as well
as most of the corporate jet fleet. Although beginning with this premise,
realizing, of course, that the State Aviation System Plan is based on a
broad brush approach, we were not able in our detailed forecasting to
prove out the need for a "Key System" airport (5000+ feet in length) during
the 20 year planning period.
3. Everyone at the meeting agreed that ideally maximum flexibility should be
maintained in an airport development program and planning only for the
short term future should be avoided. In the Hutchinson Municipal Airport
situation, the City can plan and develop a IIKeV System" airport. How-
ever, unless forecast can document the need for this facility, the City would
have to cover the cost of the additional land needed for the larger facility
as well as the added cost for the longer (5,0001 .. 5, 5000, wider (1009 and
stronger mainwind runway: Unless need is documented through forecasts,
State and -Federal participation could not be expected for any cost exceeding
that of development or land acquisition necessary for a General Utility
Airport.
4. According to Mr. Smitb, Aviation Department Manager, Johnson Brothers Cor-
poration, their corporation intends to purchase a jet aircraft and would like
to base it at Hutchinson. Mr. Smith indicated that he would write a letter to
the City of Hutchinson setting forth their time table relative to purchase of
the aircraft etc. and the names of suppliers calling on their company who
use corporate jet aircraft.
5. The Airport Advisory Commission requested the consultant to review the
forecast taking into consideration the condition of the Litchfield Airports,
the - Johnson Brotherst proposal which will be further documented in the
above referenced letter and any other potential corporate jet users in the
Area.
6. FAA criteria qualifying an airport for a runway of 5000+ feet are indicated
on the attached memorandum dated June 2, 1977 to Wes' Hendrickson from
Ray Strege. As you'll note, 500 annual operations by typical corporate
jets are required.
7. It was pointed out that the schedule of airport development and land
acquisition is critical to the over all process and the front end cost of land
acquisition would have to be covered early in the development program.

Preconstruction Section Director, were contacted reg}rding federal and
state reaction to planning for a S. 000 foot runway at Hutchinson Municipal
A irport.
Mr. Burckhardt mentioned that the National Airports System Plan which
has been revised within the previous two months classifies Hutchinson as
an existing basic utility airport, a basic utility airport In the 1 to 5 year
planning period and a general utility airport (4, 000 foot runway) in the 6 to
10 year planning period. To qualify as a basic transport airport (5, 000
foot + runway) in the National Airport System Plan for the 0-5 year planning
period, an airport must have an existing 500 annual operations by aircraft
listed in AC 150/5300-6 (Lear Jet, Sabreliner, Falcon, Hawker Siddeley,
Gulfstream II, Jet Star, etc. ) or 500 annual operations for such aircraft
forecasted for the 6 to 10 year period.
Mr. Fortman said that state participation in land acquisition to support a
business jet airport would need to be based upon a demonstrated need for
such a facility in the forseeable future. State funding participation would
likely be 50%. ,

8. The meeting ended at 9:30 P.M. A special meeting was scheduled for
June 21, 1977 12:00 Noon, City Hall to further discuss the forecasts and
determine if any changes should be made which may affect the Council's
decision of May 10, 19.77.

dated December 31, 1976, prepared by Anderson, Lieser &
Thorsen, the city's public accountants, contains at page
2e, subdivision G. Miscellaneous,a reference to possible
conflict of interest.
My opinion on this matter at the present time is
unchanged from the opinion which I expressed in my letter
of April 23, 1976. A copy of which is attached hereto.
My opinion is that the mere fact that a family
member or relative of a City Official doing business with
the city does not create a conflict of interest in and by
itself. In order for a conflict of interest to exist, a
City Official must have a direct or indirect financial
interest in a contract or any other transaction with the
city. It is my understanding from Paul Haag that he has
neither a direct or indirect financial interest in a business
known as, "Jeff's Cleaning Service" and that this business
is owned and operated solely by Jeff Haag a son of Councilman,
Paul Haag.

In response to our meeting of last week, I would like to
reiterate that Johnson Bros. is searching for a location
to relocate its Aviation Department, and by no means should
it be construed that we are dictating our runway require-
ments to your community.
We do, however, place the City of Hutchinson in high regard
and would find it therefore to be our first choice should
future construction plans become a reality. At such time
it becomes evident that our number one choice, i.e.,
Hutchinson, is not able to provide a sufficiently long run-
way, we will relocate elsewhere.
As far as enumerating those companies aside from Johnson
Bros. who would base aircraft on a longer Hutchinson run-
way, I an unable to think of any at the present time in the
immediate Litchfield -Hutchinson area.

Hutchinson Area Voctti.onal-Technical Institute.
There were 9 members and 1 west present.
The meeting opened with a silent prayer.
The minutes of the previous meeting were approved. The bilis were approved.
A discussion on the Hutchinson Water Carni.vn.l float was held. A sipecisal
meeting for final plans will be held on Tuesday May 31, 1977 at 12:00 noon
at the Prairie House,
Hike safety was again discussed.
The June meeting will be on Mondays June 20, 1977, at 1.2:00 noon at the
Prairie House.
Larry Ladd presented a documented report on the Rutchinsson Elementety
School Crossings and Recommeuded Improvements. This was prepared by BrIA
C. Buchueayer, of the Hutchlos3on School District #423, and Dean 019orsky,
Chief -of -Police of Nutehinson.'
President Myron Johnson stated we will receive the same spot, at no .obese, .
for our safety booth at the McLeod County Fair. A discussion was held re-
garding remodeling armi improving the booth. A motion was made and seconded

FOR YOUR INFORMATION
The first recorded meeting of the Hutchinson Area Bicentennial Committee was
March 20, 1975, with Alderman Paul Ackland, who had been appointed by Mayor
D. J. Black to coordinate the Bicentennial in Hutchinson, conducting the ses-
sion.
Mr. Ackland was elected Chairman of the committee and served in that capacity
until employment in another community prompted his resignation in June, 1975.
Bill Davenport, Executive Director of the Hutchinson Area Chamber of Commerce,
was elected Chairman June 26, 1975, and was forced to resign in September, 1975
because of illness.
Jan Cumming of The Hutchinson Leader was named Chairman October 23, 1975. Some
30 organizations sent representatives to all or most meetings.
The committee requested of Hutchinson City Council a budget of $1,500 which was
granted.
The committee applied for a grant from the Minnesota American Revolution Bi-
centennial Committee and received $3001for use in producing a musical -drama
presentation which was written and produced by Hutchinson residents.
Mayor Black joined school officials in planting trees on Arbor Day.
The committee arranged a luncheon for December 15, 1975, when Lt. Gov. Rudy Per-
pich, Chairman of the Minnesota American Revolution Bicentennial Committee, pre-
sented the City with its official flag and framed certificate for having been
designated a Bicentennial community.
With arrangements made by Hutchinson Elks Lodge, St. John's Council of Knights
of Columbus and Crok River Shrine Club, a costumed President's Ball was held in
the Old Armory February 21, 1976, for the public. A loss of $220.94 from the
Ball was shared by the three organizations and this committee.
A Bicentennial Weekend was held May 9 and 10, 1976. The Community Education
Department of School District 423 produced "The Hutchinson Legacy", a slide -
sound presentation, which was premiered Sunday afternoon in the Little Theatre
of the public elementary school where the Hutchinson Welcome Wagon Club con-
ducted an ice cream social. A book, "The Hutchinson Legacy," for which this
committee contributed $325 for its writing, was released. Historic pictures
were displayed, the Hutchinson Ambassadors had coloring books featuring his-
toric drawings of the community available and the McLeod County Historical So-
ciety offered commemorative coins and note paper. A time capsule, constructed

by students at Hutchinson Area Vocational -Technical Institute under sponsor-
ship of the Institute's Student Senate, was on display, along with contents
from present-day Hutchinson which had been collected by the Hutchinson Business
and Professional Women's Club. The vocal music department of Hutchinson High
School and adult singers and actors of the community gave Sunday and Monday
evening performances of "A Concert of The Hutchinson Family!" The re-creation
of an 1800's concert by The Singing Hutchinsons featured a special appearance
each evening by Mrs. F. H. Fournie of Minneapolis, the former Elizabeth Hutch-
inson or "Little Bess," granddaughter of the founding Asa Hutchinson.
From proceeds of the concert, $624.38 was given to the McLeod County Historical
Society to go toward a special display of the Hutchinson Family and its music
in the new museum in Hutchinson.

From proceeds of the ice cream social, the Welcome Wagon Club gave $100 for the
museum to the McLeod County Historical Society, $100 to Aveyron Homes Inc., a
residential facility in Hutchinson for mentally retarded, and $100 to Hutchinson
Area Hot Meals -on -Wheels, a home -delivered volunteer meal program.
A ceremony to bury the time capsule in Library Square was held Monday, May 10,
with city, school and state officials taking part. The capsule's inscription
instructing that it be opened in 2026 is visible above ground.
The committee gave an appreciation luncheon following the Memorial Day parade
and program on May 31 at a cost of $162.45. Plaques and certificates were pre-
sented to those who had contributed to Bicentennial events.
During the June Hutchinson Jaycee Water Carnival, the committee prepared a float
for the Sunday parade and provided funds for the Sunday evening fireworks.
Numerous organizations in the community conducted special club programs during
the year with emphasis on the Bicentennial.
On November 6, 1976, Miss Cumming and Mayor and Mrs. Black responded to an invi-
tation from the Minnesota American Revolution Bicentennial Committee to attend
a dinner at Minneapolis. Miss Cumming recorded a statement about Hutchinson's
Bicentennial events for placing in the state's time capsule, and submitted printed
materials and pictures for the filming of a television documentary. The materials
have been returned.
All materials of the committee, including the reports of Ruthann Hedin, committee
secretary, and Alderman Ralph Westlund, committee treasurer, have been given to
the McLeod County Historical Society for preservation.
Because of the response of residents of the community in volunteering their time
and monetary contributions, the committee used $1,049.02 of the $1,500 granted
by City Council.

Due to the absence of President Bea Thompson, vice-president Aleda Swanson called the
meeting to order. Mr. Chr:_zce,nsen moved, second by Mr. Sanders, that the minutes be
approved. Carried. Mr. Ho -sr :.loved, second by Mr. Bergstrom, that the treasurer's
report be accepted and filed. Carried. The auditor's report was distributed and
adopted.
Librarian's monthly reper-s were given. Comment was made on the bookmobile going
around Green Lake'lmaking -aquest stops this summer. Bookmobile #2 will also be used
for storyhours in'fou.: :.aces in Kandiyohi County one day a week for four weeks this
summer. A pla-que has been .received from the Glacial Ridge Vocational Center in appre-
ciation for C'.RL's par -__-citation in their program this past school year. A workshop
for 27 staff members off: '^ow to mend books will be held May 10. State hospital and
college librarians will also attend.
Bills were presented for payment. Mr. Fostervold moved, second by Mrs. Reckdahl, that
they be paid. Carr:_ed.
Library Building i;pdates: Rev. Grage indicated that the hearing on the use of revenue-
sharing funds for the Litchfield Library will be coming up next week. Mr. Sundberg
showed the proposed plans for the Litchfield Library. Mr. Bergstrom reported that
the papers have been sent to the Department of the Interior in Washington D.C. for
final approval on the Hutchinson Library becoming a national historical building..
He indicated they should know by June if it is approved. If so, there will be matching
funds up to approximately 50% for improvements, etc.
1978 Budget: As of this date, the state action on funding for libraries was still in
question as to amounts, etc. Therefore, the State Aid and Federal Aid under the Income
section is an estimated figure. The entire budget was discussed with rates of increases
in the various categories noted. There was one change under Salaries (footnote #2) --

Mr. Bergstrom moved, second by Mrs. Reckdahl, that the 1978 budget be adopted. Carried.

COMMUNICATIONS:
• The Public Library Newsletter was passed around. Mr. Sundberg has been appointed
to a Community Education Advisory Committee in Willmar. The next library director's
meeting will be held in July at Grand Portage. Mr. Sundberg reported that he will
not be attending the seminar in Los Angeles as he was notified by ALA that a similar
workshop will be held in Chicago November 3-5.
UNFINISHED BUSINESS:
All changes are to the original Bylaws effective January 1, 1972:
a. Bylaws Revision: Moved by Jeanette Buchanan, second by Mr. Hoese, that on page 2
of bylaws, Line 2 after "necessary funds" should read: "Require governing units to
provide and maintain adequate buildings and grounds." Carried. Moved by Mrs. Buchanan,
second by Mr. Hoese, that on page 2, "limitations,": "No member of the board or
immediate relative of a board member or of the library director shall be considered
for full-time staff employment." Carried. Motion made by Mrs. Buchanan, second by
Mrs. P.eckdahl, that the following be added to the Bylaws: "In the event of unexcused
absence of any trustee for three (3) consecutive meetings of the Board, the Board shall
declare his/her position vacant." Carried.
b. The Spring Regional Meeting will be held at 6:00 p.m. on Wednesday, May 11, in
Litchfield.
NEW BUSINESS:
Consideration of location of a new branch in McLeod County: Material was handed out
regarding statistics on the four towns under consideration. This will be placed on
the June agenda for further consideration.
