UPDATE
AUGUST 9, 1977 CITY OF HUTCHINSON ISSUE NO. 11
RECEPTIONIST/CASHIER RECOMMENDED
Forty-eight people applied and were interviewed by Hazel Sitz for the position of Recep-
tionist/Cashier. Eight of the top candidates were later interviewed by Hazel and myself.
These candidates were narrowed down to the top two, and were later interviewed by Ralph
Westlund, Rufus Alexander, Hazel Sitz and myself.
There was unanimous agreement on recommending employment of Janell Swanson, as she appears
to have the poise, friendliness, and outgoing personality that is advantageous for this
position.
PUBLIC OFFICIALS' LIABILITY COVERAGE RECEIVED
We are in receipt of the Public Officials' Liability Policy for the City Council, pursuant
to the bid provided by the Madsen Agency.
The limits of liability are $1,000,000 per loss or aggregate claim, with a $1,000 deduc-
tible provision. The premium as bid, $3,176, is for a period of one year.
BUDGET PREPARATION AND REVIEW
Kenneth Merrill, City Accountant, and I have received the majority of the proposed budgets
from department heads. We are now meeting with the individual department heads in evalu-
ating their requests.
MEETING WITH.OUR AUDITORS
Kenneth Merrill and I have reviewed the audit ending December 31, 1976, and will be meet-
ing with Roger Ocel of Anderson, Lieser b Thorsen later this week.
HUTCHINSON UNANIMOUSLY APPROVED AS MEMBER OF LOGIS
Administrators and finance directors of 15 municipalities unanimously voted to approve the
City of Hutchinson's request for membership to LOGIS.
Kenneth Merrill and I will be attending a meeting in St. Paul this Thursday morning to ob-
tain state funding for the telephone and membership expenses.

NO OBJECTIONS VOICED TO MUNSELL ANNEXATION
On Wednesday, August 4, 1977, the State Municipal Board held a hearing on the Jeff Mun-
sell annexation, involving the annexation of a number of feet on his back property line
to facilitate four buildable lots.
Marlow Priebe made a brief presentation, and no objections were raised to the annexation.

TUESDAY, JULY 26, 1977
1. CALL TO ORDER
Mayor Black called the meeting to order at 7:30 P.M. with the following
members present: Aldermen B. Peterson, Haag, and K. Peterson in addition
to Mayor Black. Absent: Alderman Westlund. Also present were: Adminis-
trative Assistant Plotz, City Engineer/Public Works Director Priebe, Com-
munity Development Director Pauley, and City Attorney Schantzen.
2. INVOCATION
The invocation was given by the Reverend James Leschensky of the Faith Luth-
eran Church.
3. MINUTES
On motion by Alderman K. Peterson, seconded by Alderman Haag, the minutes of
the Special Meeting of July 12, 1977, Regular Meeting of July 12, 1977 and
Special Meeting of July 25, 1977 were approved unanimously.

Alderman Haag reported that the new addition on the hospital is almost
finished, and the driveway and parking area is to be blacktopped this
week. The completion date is set for August 15, and no later than Sep-
tember 1, 1977.
The Hospital received an excellent review from the Board of Review dur-
ing their recent inspection, especially on an area in the kitchen which
received outstanding mention.
Alderman Haag commented that the new ambulance is supposed to be de-
livered Thursday or Friday of this week. Also, a decision was made
not to include a pharmacy in the new addition of the hospital.
8. UNFINISHED BUSINESS
(a) CONSIDERATION OF PARKING METER STUDY
A parking meter study revealed that the parking meter revenue and fines
have been declining over the past three years while the costs have been
increasing. After considerable discussion, it was the consensus of the
Council that the fine schedule be revised as follows: if paid within
48 hours, $1.00; if not paid within 48 hour period, $3.00; if not paid
within five days after reminder letter is sent from Police Department,
$6.00. Revenue from the parking meter fund goes toward paying off the
bonds for the two off-street parking lots on Franklin Street South, and
at present the revenue received is not adequate to serve this purpose.
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to
waive first reading of Ordinance No. 23/77 entitled Ordinance Amending
Section 720:60 of the 1974 Ordinance Code of the City of Hutchinson,
Entitled Parking Meters - Violations, and set second reading for Aug-
ust 9, 1977. Motion carried unanimously.
(b) CONSIDERATION OF REQUEST FOR REZONING FROM R-2 TO C-4 THE 40 ACRE
PROPERTY ACROSS FROM PLAZA 15 SHOPPING CENTER WITH FAVORABLE RECOMMEN-
DATION OF PLANNING COMMISSION (DEFERRED JULY 12, 1977)
After discussion, it was moved by Alderman K. Peterson, seconded by
Alderman Haag, to waive first reading of Ordinance No. 18/77 entitled
An Ordinance Amending Ordinance No. 464 Concerning Zoning Regulations
in the City of Hutchinson and the Official Zoning Map and set second
reading for August 9, 1977. Motion carried unanimously.
(c) CONSIDERATION OF PROPOSED CHANGES IN SCHOOL SIGNS AROUND ELEMENTARY
SCHOOL
Chief of Police O'Borsky presented a follow-up report to the Council
on the prices of signs as proposed for Step I of the school safety
survey. He further recommended the Scotchlite sign over the beaded-
reflectorized sign inasmuch as it is more visible. The cost of the

signs, approximately $692.90, would be split three ways between the
City, school and county. The signs would read "25 M.P.H. When Child-
ren Are Present in School Zone."
After discussion, it was moved by Alderman Haag, seconded by Alderman
B. Peterson, to approve the proposed changes in school signs around
the Elementary School. Motion carried unanimously.
(d) CONSIDERATION OF BIDS FOR INTEREST ON "1977 BONDS", CLOSING, AND
PLEDGED SECURITIES
Administrative Assistant Plotz reported that the Citizens Bank & Trust
of Hutchinson bid the same interest rate as the two Twin Cities banks.
He and City Attorney Schantzen made the closing for the 1977 bonds on
July 14, 1977.
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to waive reading and adopt Resolution No. 5989 entitled
Resolution Approving Securities for Collateral from Citizens Bank &
Trust Co. of Hutchinson, Minnesota. Motion carried unanimously.
(e) CONSIDERATION OF LIQUOR LIABILITY INSURANCE SURVEY
Administrative Assistant Plotz presented the results of a liquor lia-
bility insurance survey that was taken of 12 towns in Minnesota. Hutch-
inson was considerably higher in its requirements.
After due deliberation, it was moved by Alderman Haag, seconded by
Alderman K. Peterson, to amend the City's liquor ordinance by reducing
the liability insurance policy coverage requirements to $100,000 per
injured person and $300,000 per accident or occurrence, and waive first
reading of Ordinance No. 21/77 entitled Ordinance Amending Section 806:15
of the 1974 Ordinance Code of the City of Hutchinson, Entitled Intoxi-
cating Liquor, Administration. The second reading will be set for Aug-
ust 95, 1977. Motion carried unanimously.
9. NEW BUSINESS
(a) CONSIDERATION OF AMENDING DOG ORDINANCE
Chief of Police O'Borsky requested the dog ordinance be amended to in-
clude a statement that the owner produce proof of vaccination, includ-
ing rabies and distemper, at time dog license is purchased. Also, he
thought a statement should be added about impounding biting dogs at
owner's expense for a period of not less than 10 days.
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to approve the amendment of the dog ordinance and waive
first reading of Ordinance No. 22/77 entitled Ordinance Amending Sec-
tion 1015 of the 1974 Ordinance Code of the City of Hutchinson, Entitled
Dogs. The second reading was set for August 9, 1977. Motion carried
unanimously.

(b) CONSIDERATION OF STATE AID FOR AIRPORT MAINTENANCE AND OPERATION WITH
FAVORABLE RECOMMENDATION OF AIRPORT COMMISSION
Community Development Director Pauley reported that the Airport Com-
mission recommends adoption of the agreement and resolution for state
aid for airport maintenance and operations for fiscal year 1978 and
1979.
After discussion, it was moved by Alderman Haag, seconded by Alderman
B. Peterson, to approve the recommendation of the Airport Commission
and waive reading of Resolution No. 5993 entitled Resolution for State
Aid for Maintenance and Operation of Airport and enter into agreement.
Motion carried unanimously.
(c) CONSIDERATION OF CITY WELLS
City Engineer/Public Works Director Priebe reported that every five
years the City's wells are inspected due to the high iron content, and
well No. 4 is due for an inspection. Funds are available in the budget
that could be used for this purpose. He requested the Council's author-
ization to proceed with the inspection at a cost of approximately $6,500.
Mayor Black recommended that the well inspections be made a part of the
budget for expenses and budgeted every year on a regular basis.
It was moved by Alderman K. Peterson, seconded by Alderman Haag, to ap-
prove the request for inspection of well No. 4. Motion carried unani-
mously.
(d) CONSIDERATION OF REMODELING IN POLICE DEPARTMENT
Chief of Police O'Borsky expressed a need for more space and privacy
in the Police Department. He then presented a remodeling proposal
which would add three private office spaces with doors to the Police
Department. An estimate of $2,700 for the work had been received from
Clyde Gregor of Hutchinson, and the remodeling would begin September 1,
1977.
Mayor Black commented that the City Council had approved remodeling
in the Police Department at a meeting in May, 1976, but the work was
never started.
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to
grant approval to the remodeling of the Police Department at an esti-
mated cost of $2,700. Motion carried unanimously.
(e) CONSIDERATION OF REQUEST FOR CONDITIONAL USE PERMIT SUBMITTED BY
J. L. SELLE, CONTINUED FROM JUNE 21, 1977 PUBLIC HEARING, WITH FAVOR-
ABLE RECOMMENDATION OF PLANNING COMMISSION

Community Development Director Pauley reported that inasmuch as Mr.
Selle had not met with the staff yet as instructed by the Planning
Commission, the request for a Conditional Use Permit will be deferred
at this time.
It was moved by Alderman Haag, seconded by Alderman K. Peterson, to
defer the above stated request for a Conditional Use Permit to the
next Council meeting. Motion carried unanimously.
(f) CONSIDERATION OF REQUEST FOR VARIANCE SUBMITTED BY HUTCHINSON CHAMBER
OF COMMERCE WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to waive reading and adopt Resolution No. 5994 entitled
Resolution Granting Variance from Section 7.09 of Zoning Ordinance to
Install a Canopy on Front of Chamber of Commerce Building. Motion car-
ried unanimously.
(g) CONSIDERATION OF REQUEST FOR REVISED FINAL PLAT - STONEY POINT SECOND
ADDITION WITH FAVORABLE RECOMMENDATION OF PLANNING COMMISSION
After discussion, it was moved by Alderman B. Peterson, seconded by
Alderman K. Peterson, to waive reading and adopt Resolution No. 5995
entitled Resolution Giving Approval of Final Plat of Stoney Point
Second Addition. Motion carried unanimously.
(h) CONSIDERATION OF REQUEST FOR CONDITIONAL USE PERMIT SUBMITTED BY INDE-
PENDENT SCHOOL DISTRICT NO. 423 WITH FAVORABLE RECOMMENDATION OF PLAN-
NING COMMISSION
The Independent School District No. 423 has purchased the old Utilities
garage on Highway No. 7 to be used for educational purposes.
After discussion, it was moved by Alderman Haag, seconded by Alderman
B. Peterson, to waive reading and adopt Resolution No. 5996 entitled
Resolution Granting Conditional Use Permit under Section 6.07B of 1975
Zoning Ordinance to Allow Independent School District No. 423 to Use
Old Utilities Commission Garage on Hwy. 7 for Educational Purposes.
Motion carried unanimously.
(i) CONSIDERATION OF REQUEST FOR PRELIMINARY AND FINAL PLAT FOR LUND'S
FIRST ADDITION SUBMITTED BY ORVILLE LUND ET AL WITH FAVORABLE RECOM-
MENDATION OF PLANNING COMMISSION
Community Development Director Pauley presented a drawing of the plat
under consideration.
Mayor Black objected to the screening berm being considered as a parks
and playgrounds contribution. The developers then agreed to provide
the berg in addition to the full contribution.

ing Approval of Preliminary and Final Plat for Lund's First Addition.
Motion carried unanimously.
(j) CONSIDERATION OF REPLACEMENT PUMPS AT STONEY POINT LIFT STATION
City Engineer/Public Works Director Priebe reported that when the orig-
inal pumps were installed at Stoney Point eight years ago, it was anti-
cipated they would have to be replaced with larger pumps as development
progressed in that area. The replacement pumps will cost $4,571.85,
and Mr. Priebe recommends they be installed this year before develop-
ment is completed.
It was moved by Alderman K. Peterson, seconded by Alderman B. Peterson,
to approve the installation of replacement pumps at the Stoney Point
lift station. Motion carried unanimously.
(k) CONSIDERATION OF REQUEST FOR APPLICATION FOR LICENSE TO SELL CIGARETTES
AT RETAIL SUBMITTED BY MCLEOD COUNTY AGRICULTURE SOCIETY
After discussion, it was moved by Alderman Haag, seconded by Alderman
K. Peterson, to approve the application and issue a cigarette license.
Motion carried unanimously.

Administrative Assistant Plotz reported that the State of Minnesota
has raised the motor vehicle license fees from $1.00 to $1.50. This

Another employee will be added to the City Clerk's office to fill the
vacancy created when Lillian Michaels transferred to water billing clerk
and will have the responsibility of receptionist/cashier.
Mr. Plotz commented that Kenneth Merrill, City Accountant/Controller,
began his duties on Monday, July 25, 1977.
On Wednesday, July 27, 1977, Mr. Plotz and Kenneth Merrill will be
attending a meeting in Crystal of the LOGIS Board of Directors, at
which time they will be voting on Hutchinson's membership in the com-
puter system.

The budget worksheets have been distributed to all of the department
heads, and they are to be completed by Wednesday, August 3.
Mr. Plotz reported that a log of refuse complaints is being kept, and
30 complaints have been received since June 29.
A special City Council meeting will need to be called for Thursday
morning, July 29, at 9:00 A.M. to discuss the bids recently received
for employee group insurance.
(b) VISIT OF JAPANESE STUDENTS
A delegation of Japanese students from Kimitsu, Japan, visited the
Council meeting. While one student read a greeting from their mayor
in Japanese, another student read an English translation. Mayor Black
was presented with a gift of a Japanese fan and several booklets on
their city.
(c) COMMUNICATION FROM MAYOR
Mayor Black commented on the emphasis being placed on facilities for
the handicapped and addressed City Engineer/Public Works Director
Priebe on his findings regarding the cost of curbs for handicapped.
Mr. Priebe responded that he didn't have figures yet but should have
them by the next meeting.
Discussion was given to a suitable location for marked parking spaces
for the handicapped. The parking space in front of the Hutchinson Hotel
which is marked for bus loading was considered as a possible site. Also,
consideration was given to space along Washington just off Main Street.
Mayor Black made reference to the memorandum written by City Engineer/
Public Works Director Priebe regarding storm sewer water problems dur-
ing the heavy rainfall on July 23. He commented that during the con-
struction season the City should consider working on the area of Fifth
Avenue S.E. and construct a larger trunk line.
Mention was made of the Coalition of Outstate Cities meeting on Aug-
ust 12, 1977, in Owatonna. The topic for discussion will cover tax
increment finance.
Mayor Black recommended the appointment of Paul W. Christen to the
Planning Commission to fill the unexpired term of Laurel Olson to
March 31, 1980.
It was moved by Alderman Haag, seconded by Alderman B. Peterson, to
ratify the appointment of Paul W. Christen to the Planning Commission
for the above stated unexpired term. Motion carried unanimously.

(d) COMMUNICATION FROM CITY ENGINEER/PUBLIC WORKS DIRECTOR
City Engineer/Public Works Director Priebe reported that th4 engineer -
Ing van has been delivered. However, the light for on top Of the van
has not come yet, but the company wants a release of the chock the City
is holding. Mr. Priebe asked for authorization to release said check.
It was the consensus of the Council that the check should be released.

Assistant Public Works Director Roberts has been test driving a used
1966 Chevrolet pick-up. The truck costs $750 from Myron Wigen Chev-
rolet and is in good condition. It is Mr. Priebe's recommendation that
the City purchase this truck for use in the cemetery.
It was moved by Alderman K. Peterson, seconded by Alderman Haag, to
approve the purchase of a 1966 Chevrolet pick-up at $750 from Myron
Wigen Chevrolet. Motion carried unanimously.
City Engineer/Public Works Director Priebe requested adoption of a
resolution to call for a report on improvement of School Road from
McDonald's Drive to T.H. #7 for construction of curb and gutter, bitum-
inous surfacing and sidewalk improvements.
It was moved by Alderman Haag, seconded by Alderman B. Peterson, to
waive reading and adopt Resolution No. 5992 entitled Resolution Ordering
Preparation of Report on Improvement. Motion carried unanimously.
11. CLAIMS, APPROPRIATIONS, AND CONTRACT PAYMENTS
(a) VERIFIED CLAIMS
A motion was made by Alderman K. Peterson, seconded by Alderman B.
Peterson, to approve the verified claims and authorize payment from

the necessary funds from the contingency fund. Motion carried unanimously.
Mayor Black made reference to the fact that an extension of two or three months
is being investigated for the Community Development grant.

What's It All About?
A major shift in American transportation
markets is predicted by the year 2000.
primarily because of energy conservation re-
quirements but also because of other needs
influencing the trend. Emphasis must shift
from automobiles to transit systems, with
greatly increased energy efficiency in all trans-
portation modes.
The forecast is bright for the transit field
where the new criteria will be efficiency as
well as convenience.
The Fourth Annual Minnesota Transit Confer-
ence will bring together operators of transit
systems, officials of local units of government
and private companies in the trrnsit field to
discuss transit issues and programs in Minne-
sota.
A major portion of the conference will be
devoted to discussion of the 1977 legislation
appropriating $33 million for public trans-
portation and how the Minnesota Department
of Transportation (Mn/DOT) will administer
the programs authorized by the law.
The first day will focus on regular -route tran-
sit and the second will be devoted to para -
transit concepts and programs. Small group
discussions and workshops will facilitate the
sharing of a wide range of information and
experiences.

Are you a state or local governmental official
or a city or county engineer increasingly
aware of the need for improved transporta-
tion systems in your community?
Are you an entrepreneur interested in deve-
loping your own commuter system as a viable
investment?
Are you an ecologist concerned with a trans-
portation alternative "when the gas runs

Are you a transportation planner who needs
to know how your community can benefit by
the newly enacted transit programs?
If you are any of these or if you are an inter-
ested citizen concerned about better programs
and policies, you should attend the Minnesota
Transit Conference.
The conference will be held at the Sunwood
Inn, 3031 Second Street South, St: Cioud. A
block of rooms is being held at the Sunwood
for the convenience of those wishing over-
night accommodations. Conference partici-
pants must make room arrangements directly
with the Sunwood Inn.

The fee for the conference is $15.00 and

AN ORDINANCE PROHIBITING THE CONSUMPTION OR
POSSESSION OF INTOXICATING LIQUOR OR NONINTOXICATING
MALT LIQUOR WITHIN OR UPON THE PUBLIC PARKS AND
PLAY GROUNDS OF THE CITY OF HUTCHINSON BETWEEN
CERTAIN HOURS WITHOUT WRITTEN PERMIT.
THE CITY OF HUTCHINSON DOES ORDAIN:
SECTION 1. No person shall drink or consume intoxicating liquor
or noni.ntoxicating malt liquor within or upon the public parks
and play grounds of the City of Hutchinson between the hours of
10:00 p.m. and 8:00 a.m. without a written permit as provided
by herein.
SECTION 2. No person shall have in his possession, on his person,
or under his control any bottle, can, keg or other receptacle
containing intoxicating liquor or nonintoxicating malt liquor which
has been opened or the seal broken or the contents of which have
been partially removed within or upon the public parks and plav grounds
of the City of Hutchinson between the hours of 10:00 p.m. and 8:00 a.m.
without a written permit as provided by herein.
SECTION 3. Every application for a permit as required herein shall
be made in writing in a form prescribed by the Clerk at least ten days
in advance of the effective date for said permit. The Clerk shall
refer said application to the Chief of Police who will make an
investigation to determine whether issuance of such permit would cause
a nuisance to any adjourning property owners, or will interfer with the
normal use and the enjoyment of said public parks and play grounds by
the public. Application for said permit shall be accompanied by permit
fee in the amount of $20.00.
SECTION 4. Whoever shall violate the provisions of this ordinance shall
be guilty of a petty misdemeanor.

ORDINANCE CODE OF THE CITY OF HUTCHINSON, ENTITLED
INTOXICATING LIQUOR, ADMINISTRATION
THE CITY OF HUTCHINSON DOES ORDAIN:
SECTION 1. Section 806:15 of the 1974 Ordinance Code of the City of
Hutchinson, entitled Application for License, is hereby amended to read as
follows:
Section 806:15. Application for License.
Subd. 2. Such application shall be accompanied by a surety bond
or cash or certified check in lieu of such bond, in the sum of not
less than $3,000.00, and by a liability insurance policy to insure
against damages under the Civil Damage Act, or any other act or law,
said policy limits to be not less than 42507000 $100,000 per injured
person, and 45007000 $300,000 per accident or occurrence.
SECTION 2. Penalty. Any person violating the provisions of this ordinance
shall be guilty of a penal offense and upon conviction shall be punished by a
fine of not more than three hundred dollars ($300) or by imprisonment for not
to exceed ninety (90) days, or both.
SECTION 3. Effective Date. This Ordinance shall take effect upon its
passage and publication.

CODE OF THE CITY OF HUTCHINSON, ENTITLED DOGS
THE CITY OF HUTCHINSON DOES ORDAIN:
SECTION 1. Section 1015:00 of the 1974 Ordinance Code of the City of
Hutchinson, entitled License Required, is hereby amended to read as follows:
Section 1015:00. License Required.
Every owner or keeper of a dog or animal of the dog kind within the
corporate limits of this municipality shall on or before the first
day of January of each succeeding year cause the same to be registered,
numbered, described and licensed for one year from said date in the
office of the Clerk and shall pay therefor to the Clerk the required
license fee as duly set by the Council from time to time. At the time
of purchase of a license the owner shall produce a copy of the animal's
current vaccination to include rabies and distemper. Proof of vaccina-
tion must be made before the owner will be allowed to purchase the
license for his dog.
SECTION 2. Section 1015:45 of the 1974 Ordinance Code of the City of
Hutchinson, entitled Impounding Biting Dog, shall be added to the Ordinance
to read as follows:
Section 1015:45. Impounding Biting Dogs.
In all cases where an animal bite is involved, the animal shall be
impounded by the Chief of Police at the owner's expense for a period
of not less than 10 days. If, at the time.there is no evidence of
rabies or other diseases, the dog shall thereby be returned to the
owner.
SECTION 3. Penalty. Any person violating the provisions of this ordinance
shall be guilty of a'penal offense and upon conviction shall be punished by a
fine of not more than three hundred dollars ($300) or by imprisonment for not
to exceed ninety (90) days, or both.
SECTION 4. Effective Date. This Ordinance shall take effect upon its

ENTITLED PARKING METERS - VIOLATIONS
THE CITY OF HUTCHINSON DOES ORDAIN:
SECTION 1. Section 720:60 of the 1974 Ordinance Code of the City of
Hutchinson, entitled Violations, is hereby amended to read as follows:
Section 720:60. Violations.
Any person who shall violate any of the provisions of this ordinance
and any person who aids, assists or abets therein, shall, upon con-
viction thereof be subject to a fine of any amount not exceeding three
hundred dollars ($300.00), for each offense or violation, or be im-
prisoned for not to exceed ninety (90) days, or be subject to both
the above fine and imprisonment, provided, however, that in case of
violation of Sections 720:30, 720:35 and 720:40 the Police Department
shall give to the offender or place in or on the offender's car a
traffic ticket for such violation; the fine shall be 390-4-f-pe#d-W#0k-
4n-€4ve-days $1.00 if paid within 48 hours from date of issuance. In
case a first notice is sent by mail, the amount shall be 42T99 $3.00
if paid within five days from the date of mailing, and in case a second
notice is mailed, the amount shall be $3T99 $6.00 if paid within five
days of the date of mailing of such second notice, provided, however,
that the Police Department of such municipality is under no obligation
of mailing tickets to violators of this ordinance but may on the con-
trary proceed against the violators irrespective of any provision in
this ordinance relating to the mailing or giving of tickets.
SECTION 2. Effective Date. This ordinance shall take effect upon its pas-
sage and publication.

Subsequent to review of the bids, I recommend awarding the Contract to Comm- Co.
The Contract should include the Second year maintenance coverage.
I do request that you approve an additional remote control unit be installed in
City Hall, this would cost an additional $248.28 for installation and $18.00 for
second year maintenance.
The contract cost subsequent to completion of the system, with the additional
remote unit would be $14,912.67. The second year maintenance cost, payable in
1978, would be $1,443.00. If paid in advance there is a 5% discount that would
amount to $72.15.

Plumbing Permit Fees for the years 1975. 1976 and thru June 30th, 1977 have
averaged approximately $15.00 for each permit issued by a fee schedule established
more than ten (10) years ago. Persons requiring inspections have had to provide
transportation for the inspector to and from the work to be inspected. This will
no longer be necessary with your appointment of a full time plumbing inspector,
which should result in convenience and save time for those persons requiring
Inspection.
Following are my recommendations for plumbing permit application fees and
Inspections beginning September 1, 1977.
Recommendation to discontinue Plumbing Permit Fees established by City Ordinance
Section 550:05 Subd. 1 thru 7 and establish the following Subd. to Plumbing Permit
Fee Schedule, Section 550:05
Subd. 1 The fee for all plumbing permit applications shall be computed on the
basis of $15.00 for each inspection and reinspection required to insure
compliance with all the requirements of Minnesota Plumbing Code MHD 134,
Inspections,jests and Maintenance.

We received a letter from the Minnesota State Planning Agency indicating
that our grant application was not of sufficient priority to be funded.
A telephone conversation with their office revealed that all funded
applications were able to identify all three problem areas, namely,
1. Major increase or decrease in population or economic
growth.
2. Addition or removal of State facility.
3. Development on environmentally sensitive site.
Unfortunately, we were able to identify only one problem (#1) and this
was not enough.
Gary and I will be investigating the possibility of another program for
funding this project.

In response to your invitation for input to the downtown
businessmen's proposal, I take this opportunity to share with
you some of my personal observations.
I strongly feel that this venture should be in the best
interests of the entire community, which may or may not be
those of the downtown community. The downtown of any community
belongs to all of its citizens, and respect should be shown in
any improvements to those traditions and planning concepts
established long ago by our forefathers before pure economic
requirements dictated the planning of downtowns.
I have studied the "Downtown Proposal" and find the
surveys excellent and the conclusions and recommendations well
presented. However, in examining the physical planning aspects
of the proposal,,there appear to be some areas that are question—
able and consideration should be given to modification.
The proposal is stated as hinging on the economic concept
that a large retail addition is needed downtown. Accepting this
fact as valid, I question the proposed location. The location on
First Avenue SW reinforces an already healthy retail area, cre—
ates additional parking and traffic in an already congested
area, destroys a beautiful approach to the school, and creates
the inappropriate environment of an elementary school and a
shopping center parking lot. Without going into detail, I visual—
ize other more desirable locations for this redevelopment.

The civic building location proposals would also benefit
from further study. At this point, the program requirements of
a City Hall expansion have not been establi§hed, and it is very
possible that the requirements may be met in retrofitting and
adding on to the present City Hall, armory, and fire hall build—
ings. The City Hall proposed location on Hassan Street in the
100 block north site might very well be utilized as one of the
possible commercial expansion locations.
The civic pool building would be better located next to
the present civic arena. The facility as now proposed would
also add to the parking and congestion problems downtown.
The library and public square are the most important
aesthetic features in downtown Hutchinson, and I feel warrant
more detailed study than given at present. May I suggest an
underground reading room expansion in front of the present
Carnegie Building, which would add needed space in an economi—
cal, unobtrusive, and energy efficient way and not detract from
the park space.
Another aspect of the proposal which should be carefully
considered is the ramifications of closing streets on the over—
all circulation pattern of the downtown.
Finally, I would strongly caution that we do not destroy
the fabric of our downtown community, that we not alter it
drastically with too many closed streets and out of scale civic
and retail structures. Development should not eliminate our
important historical landmarks, such as the Masonic Temple,
City Hall, armory, and other private buildings which can be
given new life through retrofitting.
These remarks are not intended as a negative response to
the downtown proposal, but as constructive input to a wonderful
idea which I am in full agreement with.
I would welcome the opportunity of discussing these thoughts
in more detail informally with you and the Council at your conven—
ience if you are interested.

The meeting was called to order by president Bea Thompson. Minutes of the June meeting
were distributed and read. Motion by Mrs. Reckdahl, second by Mrs. Gandrud, that the
minutes be approved and filed. Carried. Mr. Hoese moved, second by Mr. Sanders, that
the treasurer's report be accepted and filed.
Director's report was given. Current registration is now 22,973. Book rotation count
for the first six months was also given. The Willmar library will sponsor a trip to
the Chanhassen Dinner Theater in August and a trip to the Guthrie Theater in September.
Staff members and board members will be able to go to Minneapolis on July 19 to see
the Minneapolis Public Library, a book bindery, etc.
Bills were presented for payment. Mr. Fostervold stated that #2238 was a voided entry
instead of a voided check. He then moved that the bills be paid. Second by Mrs. Reckdahl.
Carried.
Committee reports: Mrs. Thompson reported on the progress of the Litchfield library with
regard to their new building. New London reported that they are discussing the problem
of the steps to the library.
Communications: The state Public Library Newsletter was passed around. The summer programs
at the Willmar library for children were mentioned in it. Federal Aid Legislation: Another
teletype message has been received regarding this. We have received a letter.from Senator
Anderson that he has our interests in mind. The results of any voting on this were not
known at this time. A workshop on performance measures for library operation will be held
August 11-12. It will also be beneficial to board members.
Unfinished Business: „
a. Location of a new branch -- Letters have been sent to the four towns under consideration
in McLeod County. A letter has been received from Mr. Robert Weber, City Clerk in Watkins,
stating that they are very interested in a branch there. Mr. Sundberg wrote him stating
that the commitment for the next branch is in McLeod County but Watkins could be con-
sidered in about 1979 or 1980.
b. Long Range Plan -- This will be filed with OPLIC and is necessary to continue obtaini:
state aid. This plan is not the final word on any project because the budget for each
year will be the determining point. The plan will always be open to revision. Mr. Sander
moved, second by Mr. Lund, that we accept the Long Range Plan, copies of which are
on file in the director's office. Carried. r
New Business:
a. Staff retirement policy to comply with PERA guidelines -- Our current policy is
that an employee at age 65 must retire from their full-time position, but can then work
10 to 15 hours per week if they so wish. This does not comply with the proportionate
annuity plan of PERA. These employees would not be able to work after that age to
receive this. This part of the program just applies to employees putting in more than
three years but less than ten years. It was felt the retirement policy should be placed
on the next agenda and Mr. Sundberg should prepare a statement giving our present policy
and also what the staff would suggest as a new policy. Also he will check with other
libraries on their retirement policy.
Unfinished Business contd:
c. Administration of Kandiyohi County Law Library -- Discussion was held on whether we
should become involved in this. It was felt that the other two counties in CRRL should
be asked if they would be interested in this type of service. Mr. Sundberg will check
with the county commissioners and the law library committee regarding this possibility.
He will also check with other library systems to see whether any of them are involved in
this type of service.
