September 21, 1959
The Hutchinson Planning Commission met in regular session at 700 P.M., Monday,
Soo tember 21, 1959, 1n the City Hatt. The following were present: Dr. C. Brezke,
D. Comer, F. Hoel, J. Powers, Dr. A. Thompson, John Keefe, City Attorney, and
E. Stearns. Absent, Hegdel and Torgrimson.
Minutes of the meeting of August 17 were formally approved.
Mr. Comer reported for the toning Ordinance committee. He recommended the
material sent by the League of Municipalities for the study of all members of
the Planning Commission. There are two points of view dividing the Planning
Commission with respect to the Zoning Ordinance presented by Mr. Hawks:
to It is too elaborate, specific, and restrictive and should be more
flexible to accommodate change as well as existing conditions.
20 It should be detailed and restrictive to eliminate constant, time-
consuming discussion of non -conforming permits by the Planning
Commission and the City Council.
There was a discussion of the problem of off-street parking in the central busi-
ness district, with the immediate solution seeming to involve diagonal parking
around the Library Square. Pr. Hoel was instructed to bring the matter up to
the Civic and Commerce Association, and with their approval, possibly to send
the Library Square parking suggestion to the City Council as a recommendation
of the Planning Commission and the C. and Co
In view )f uncertainty with respect to the merits of the proposed Zoning Ordi-
nance, it was suggested that we seek the opinions of former city officials,
and when they have become familiar with the contents of the Ordinance and the
map for the Comprehensive City Plan that we meet with them and discuss the mattero

The members of the Planning Commission are to turn their copies of the Zoning
Ordinance over to these gentlemen for their study - as indicated above.
There was discussion of the report on Community Facilities and Recreation. It
was decided in accordance with Ordinance 209, Section IV,8, CAPITAL IMPROVEMENT
PROGRAM, that the following organizations should be contacted by the secretary
requesting them to submit, for consideration by the Planning Commission, a report
of their capital Improvement plans for the next five year periods City Council,
School Board, Park and Recreation Boards, Utilities Commission, County Commissioners,
J.Co9s, Civic and Commerce Association, and Hutchinson Foundation.

New business consisted of consideration of a non -conforming permit from Aire
and Mrs. Darrell Strand for the purpose of operating a motor vehicle radiatbr
shop on Highway f7, west of Hoelts. After discussion, Dr. Thompson moved that
the Planning Commission recommend to the City Council acceptance of this non-
conforming permit, provided the business be completely housed. Mr. Hoel
seconded the motion. It was approved with one dissenting vote.
The request of F. Noel to commercialize the lots directly to the west of the
present Hoel operation was explained, and Mr. Comer made a motion that the
Planning Commission recommend to the City Council that Mr. Hoelts petition
be approved. Dr. Thompson seconded the motion which received unanimous approval.
Mr. Powers then presented the plat for Don Peterson's sub -division. The chair-
man referred the final plat for inspection to the committee which studied the
preliminary plat, Dr. Thompson and L. Torgrimsen.
There being no further business, the meeting was adjournedo
