October 16, 1961
The regular meeting of the Hutchinson Planning Commission was held on
Monday, October 16, at 7:30 P.M. in the City Hall. Present were Dr. Thompson,
who presided until Dr. Bretzke arrived, and Torgrimson, Hoel, Corson, Carlson,
Stearns, Engwall, and Powers. Tupa and Duesterhoeft represented Hutchinson
and Lynn townships.
The Recreation board was represented by Ivan. Hurt, Don Falconer, and
Milt Altmeyer. Lars Lerberg, Sen. Popp, and Iry Burich of the park board
were present.
Mr. Hurt reviewed the five-year projection of Recreation Board proposals
submitted to the Planning Commission in March, 1960. The Recreation Board
would recommend neighborhood playgrounds of not less than four (4) lots in
preference to scattered single or double lots.
It was agreed that the Dinds provided by the subdivision ordinance
for acquisition of parks and playgrounds be allocated only to that one of
the four sections of town from which the money is received.
Mr. Torgrimson referred to a Planning Commission committee report sug-
gesting possible merging of the Park and Recreation Boards. The question of
correlating activities of the boards, their powers and duties was raised.
This involves who has the res,onsibility for:
1. Recommending acquisition of land
2. Acquisition of land
3. Maintenance, improvement, and use of land
Mr. Powers brought a map with all proposed hij7hwav bypass and road
changes marked. Hutchinson and Lynn townshin representatives approved the
map. Hassam Valley and Acoma will be contacted for their approval.
Mr. Duesterhoeft said that the membersof the Pl&: ning Commission will
be invited to a meeting with Mr. McDonald and a trailer court planner on
Monday, October 23, at 8 P.M. at the Lynn town hall.
Mr. Carlson outlined specific changes in the pronosed Zoning Ordinance
which he and Dr. Bretzke had discussed. Most changesconcerned cutting down
or giving a greater measure of flexibility to the numuer of residential or
commercial and industrial districts. The interpolation of a paragraph in the
section on Parking which will serve to preserve the present central business
district wasa major change wnich gained unanimous approval.
Further discussion of the Zoning Ordinance will take place at a special
meeting on Monday, October 30, at 7 P.M. in the City Hall.
IMERGIS FOURTH ADDITIO:, - Ona motion of Torgrimson, seconded by Hoel, and
approved, the Planning Commission recommended to the City Council final ap-
proval of Nyberg's Fourth Addition.
There being no further business, the meeting was adjourned.
