02-19-1962 PCM cHUTCHINSON PLANNIIG COMMISSION Minutes February 192 1962 The regular meeting of the Hutchinson Planning commission was held on Mondays FeDruary 19, at 7:30 P.M. in the City Hall. Absent were Hoel and Dr. Thomson. Mayor Svendsen, Falconer, and Rolfe of the City Council were present and Engwall, Powers and Keefe. Mr. Carlson explained the new Corrections and Changes in the proposed Zoning ordinance. All related to adding a "General Business District" zone, which includes all uses permitted in the Central Business District, plus six additions. Points made concerning the Zoning Map included: 1. It will present a minimum change in existing zones to be accom- panied by an overlay map outlining proposed expansion of these zones for the future. 2. The fact that residences are included in the Central Business District outline might not necessarily commercialize the property now, so the outlines of the C.B.D. might be expanded to include present residences. The Mayor, and all others present, agreed that the major difficulty with any provision of any ordinance was ENFORCEMENT. Mr. Keefe questioned the advisability of including two-family dwellings in a zone with single-family residential. In annexing subdivisions, could or should single-family dwelling zone be specified? Members of the Cite Counoil left at 8:309 and there was further discussion of the Zoning Map. What had beer_ designated at the meeting of January 29 as multiple -dwelling zone to buffer the C.B.D. was returned for the most part to residential, with changes in the outline of the C.B.D. conforming mainly to the existing pattern. All members were asked to consider an area suitable for relocating the bulk oil companies now located on the city's Jefferson St. property. After further discussion, Carlson moved that the Pluming Commission reem- mend the proposed Zoning Ordinance with all corrections and changes, together wit] the Zoning Map, to the City Council for its inspection and approval. Torgrimson seconded. Approved. The map of proposed highway bypasses, as approved by the representatives of the four townships, was reviewed. PETI'T'ION - The petition of Putney, Olson, Nybergs and conquest to rezone to multiple dwelling a comlete block of lyberg's Fourth Addition, bounded by Griffin, Maple, Northwoods, and Ash Sts., was discussed. The secretary was directed to write the petitioners to the effect that there is no "multiple -dwelling zone" in the existing Zoning Ordinanbe. If tre proposed Zoning Ordinance becomes law, their re-application will be considered. There being no further busine ar, the :Weting Vas adjourned.
