M*4 rUTCIiINSON PLANNING COMMISSION Minutes November 18, 1963 The regular meeting of the Hutchinson Planning Commission was held on Monday, November -18, at 7:30 P.M. in the City Hall. Truett was absent. Mr. Elmer Slar•le, assistant director of the division of hospital serv- ices, State Department of Health, was present at our request to answer questions about Hutchinson's hospital situation. He referred first to the Hill -Burton program which provides funds towards hospital buildings. 1. It will nay 45% of the cost of the building, excluding site. 2. The only condition is that the building be used as a hospital for twenty years. 3. Hutchinson in 1963 was No. 8 on a :priority list of ten. fit. It is likely to be No. 3 or 4 in 1961. 5. The priority is based partly on a consideration of obsoles- cence (existing conditions compared to today's standards); and partly on need for beds. Hutchinson has 38 beds. State surveys indicate need for 43. Comparative building cost of other new hospitals of a size Hutchinson would need are Tdaconia - 45 -bed, $1, 042,000; Tracy, 42 -bed, $629,000. The average fif,ure per bed is $20,000. Ways of financing a hos-;ital are by donations; a non-profit group's taking a mort -age loan of 113 of the cost of the total facility; a city bond issue; or a district hospital financed by a rmznicipality and four contiguous townships. lir. Slagle left at 8:30. Mr, Charles Wilson, city engineer, then presented a plan of the pro- posed nm theast park and adjacent roads. The area shown as park was 6 acres with a -proposed road on the east boundary. There was discussion of the area's beim; a possible elementary school site for the future. Carlson :roved that the Planning Commission recommend to the City Council than, the plan and ,:urchase of Leers property be approved, except- ing that-, the Purchase should include the property from Maple St. to its eastern limits, m-iking a park area of 8 3/4 acres. Dr. Schafer seconded.
