03-21-1966 PCM c01 HUTCHINSON PLANNING COMMISSION March 21, 1966 The regular meeting of the Hutchinson Planning Commission was called to order by Chairman Charles Carlson at 7:30 P.M. Monday, March 21, 1966, in the Council Chambers at City Hall. ,Present were Charles Carlson, Floyd Hoel, Dr. Curt Schafer, Clinton Tracy, Dr. A. J. Thompson, Harry Hanson and Engineer Charles Wilson. Absent was Lloyd Torgrimson. Minutes of the meeting of February 21 were read and approved. REQUEST FOR VARIANCE NO. 504 - Ross Heilman - in floor -area ratio to .44 - and lot size of 5700 square feet. Motion was made by Harry Hanson, seconded by Clinton Tracy, that the Planning Commission recommends to the City Council that this application for variance be approved. Motion carried. ELMER MERICKEL - Parks and Playgrounds - Lots 95, 96, portion 94, Lynn Addition. Motion was made by Floyd Hoel, seconded by Clinton Tracy, that the Planning Commission recommends to the City Council a price of $1105.00 for parks and playgrounds on the subject property, which is in line with the donations for Roberts First Addition and Woodhill Subdivision properties in the same area. Motion carried. (17 lots f.� $1300.00 x 5% _ $1105.00.) 10 ELECTION OF OFFICERS CHAIRMAN - Harry Hanson nominated Dr. Thompson. Dr. Thompson declined the nomination and nominated Dr. Schafer; seconded by Harry Hanson. VICE-CHAIRMAN - Floyd Hoel nominated Clinton Tracy; seconded by Dr. Schafer. SECRETARY - Dr. Thompson nominated Floyd Hoel; seconded by Clinton Tracy. Upon motion duly made, seconded and carried, the officers as nominated were elected. The Commission thanked Mr. Carlson for his work with the Commission and com- mended him for the work done. Mr. Carlson thanked the Commission and Engineer Wilson for their cooperation. The meeting was turned over to Dr. Schafer, Chairman. PETITION FOR REZONING - H. Theo. & James Hanson - Part of Lot 91, Lynn Addi- tion, from R-1 to R-2. Present were Ted and James Hanson, property owners. Their purpose in the proposed rezoning is to provide a buffer zone between residential and commercial properties in the southwest part of town, west of Highway 15, with the construction of 12 -unit apartment buildings with garages and off-street parking space. There would be 6 building.�,or 72 units in all, similar to those constructed by Don Peterson on Jefferson St. They would be 2-1;2 stories in height. The Planning Commission recommends to the City Council that they proceed with rezoning of part of Lot 91, Lynn Addition, from R-1 to R-2 and set a date for the hearing theron. Hutchinson Planning Commission -2- March 21, 1966 PETITION FOR ANNEXATION - Robert R. & Harriet Roberts. Motion was made by Charles Carlson, seconded Dr. Thompson, that the Planning Commission recommends to the City Council that they proceed with annexation of the NW 1/11 of' NE 1/4 of SW 1/4 Sec. 1-116-30 except that portion now known as Roberts' First Addition, with a non -conforming permit to Robert Roberts Lor his business. Motion carried. PETITION FOR ANNEXATION - Dr. Carl Bretzke and Dr. Dan Huebert. Motion was made by Floyd Hoel, seconded by Clinton Tracy, that the Planning Commission recommends to the City Council_ that they proceed with annexation of Lots 74 and 7i1-1/2, Lynn Addition. Motion carried. RECOMMENDATLON OF APPOINTMENT to fill term of Charles Carlson, which expires March 31, 1966. Members of the Commission are to bring recommendat7:»l:� to the April meeting, at which time action will be taken. PROPOSED BUDGET. Inasmuch as the budget for the fiscal year 1966-1967 has been set by the City Council, the Commission will consider recommendations for the 1967-1968 fiscal- year at the August, 1966, meeting. Motion was made by Dr. Thompson, seconded by Clinton Tracy, that Mrs. Monge's salary as Commission Clerk be raised to $15.00 per month, effective April 1, 1966. Motion carried. METHODIST CHURCH PROPERTY - 2nd Avenue S.W. and Glen St. Floyd Hoel stated that he understood it would now be possible fur the ;Methodist Church to re- ceive a clear title to this property. He, would suggest that the Planning Commission discusses the advisability of converting this property to a park area. Discussion. Motion by Charles Carlson, seconded by Dr. Thompson, that the Planning Commis- sion recommends to the City Council that it make an effort to retain the Methodist Church property to maintain it for a historical and park area, with a plaque or monument on the spot to designate the property as the first community church in Hutchinson. Motion carried. Larry Notman asked if the Planning Commission could aid in development of Second Avenue for the Hutch Growth Industrial_ Site. Discussion. Meeting adjourned at 9:10 P.M. T111 J.
