03-17-1968 PCM cA HUTCHINSON PLANNING COMMISSION March 17, 1969 The Regular Meeting of the Hutchinson Planning Commission was called to order by Chairman Clint Tracy at 7:00 P.M. on Monday, March 17, 1969, in the Council Chambers of City Hall. Members present: Clint Tracy, Les Linder, Tom Cone, Ethne Stearns, Arne Heil, Dr. Thompson; Engineer Marlow Priebe, Adm. Asst. Tom Mealey. Members absent: Gordon Bublitz, John Povolny Also present: Jim Hawks, Midwest Research JIM HAWKS, COMPREHENSIVE PLANNING Jim Hawks presented his views on past growth and future growth and planning for the City of Hutchinson, especially as pertains to updating the present Comprehensive Plan and qualifications for 1170111 program. He stated that if application were filed today for 11701", the earliest approval could be received would be between January and June of 1970, or later. He emphasized that all plans have to be approved by the State Highway Dept., the State Planning Agency and the local School Board so their needs will be considered in comprehensive plans. Engineer Priebe stated that the city's plan now needs updating because it is old, should qualify for "70111, zoning is outdated, street patterns need updating, and the city has installed new water, sewer and storm sewer lines which should be included and considered in future planning. Mr. Hawks agreed to present cost estimates for updating of the present Com- prehensive Plan , including qualification for 1170111 program. (Also see note at end of minutes.) HEARING ON PUBLICATION NO. 1159 PREZONING OF 3 PROPOSED ANNEXATIONS Chairman Tracy called the hearing on Publication No. 1159 at 8:00 P.M. Parcel No. 1 - Christ the King Church - proposed T1R-111 zoning. Eight (8) persons were present for the hearing, asking questions concerning assessments for improvements. They were told assessments would not be made until such time as they annexed to the city. Parcel No. 2 - Carl Moerhing (residential lot north of Lewis Avenue and Larson Street, and Lewis Avenue from Lake Street to west city limits.) Propozed "R-111 zoning. Three (3) persons were present for the hearing, asking about assessments for improvements and land which would be required for eventual full width of Lewis Avenue. They were told assessments would not be made until properties are annexed to the city, and that the city will request land to make Lewis Avenue a full street. North side apartment site - George Herbert Jr. - proposed zoning 11R-211 and "B-31; Mr. Herbert was present representing Maplewood Academy, and Mr. Koehler and Mr. Sopezyk from the developers. Mr. Herbert stated he has no objections to Hutchinson Planning Commission - 2 - March 17, 1969 the zoning as proposed. Chairman Tracy declared the hearing closed. (For action, see later part of minutes.) PETITION FOR ANNEXATION - Carl E. and Joyce K. Moehring. Motion by Leslie Linder, seconded by Ethne Stearns, that the Planning Commission approves the annexation as petitioned, as follows: East 90 feet of West 170 feet Lot 5 Auditor's Plat of that part of the NW 1/4 of Section 1 Township 116 North Range 30 West, lying South of the Mill Pond, McLeod County, Minn. All of lots 11, 12, 13 and 14 of Auditor's Plat of that part of the NW 1/4 of Section 1, Township 116 North, Range 30 West, lying South of the Mill Pond, McLeod County, Minnesota. Motion carried unanimously. PETITION FOR ANNEXATION -,George Herbert Jr. and Irene Herbert. Motion by Dr. Thompson, seconded by Leslie Linder, that the Planning Commission approves annexation as per petition filed with the City Clerk on March 6, 1969 and with the City Council on March 10, 1969. Motion carried unanimously. PREZONING OF ANNEXATIONS - Publication No. 1159. Motion by Leslie Finder, seconded by Arne Heil, that the Planning Commission recommends that the property to be annexed by Christ the King Church be prezoned "R-1" as petitioned. Motion carried unanimously. Motion by Tom Cone, seconded by Leslie Linder, that the Planning Commission recommends that the property to be annexed by Carl E. and Joyce K. Moerhing be prezoned "R-1" as petitioned. Motion carried unanimously. Motion by Dr. Thompson, seconded by Leslie Linder, that the property to be annexed by George and Irene Herbert be prezoned "R-2" and "B-3" as petitioned and per map on file in the office of the City Clerk. Motion carried unanimously ZONING FOR UPHOLSTERY SHOP Discussion of zoning for upholstery shop. The Commissinn expressed the opinion that an upholstery shop should not be allowed in the Residential District. ed ORDINANCES 208 and 245. Adm. Asst. Tom Mealey present recommendations on changes in Ordinance No. 208 to include a member of the School Board as a voting member of the Commission, to provide for election of officers at the April meeting, and to provide for a Board of Zoning Adjustments. Members were asked to study the recommendation for future action. MINUTES APPROVED. Minutes of the meeting of February 17, 1969 were approved on motion. JHutchinson Planning Commission- - 3 - March 17, 1969 APPLICATION FOR SPECIAL PERMIT NO. 970 - Sign for Hutch Creamery. (Fee paid). Motion was made, seconded and carried that the Planning Commission recommends to the City Council that the application be approved and permit issued, as recommended by the City Engineer. ELECTION OF OFFICERS After nominations were closed for each office, the Secretary was instructed by motion made, seconded and carried, to cast a unanimous ballot for the following officers for the 1969-1970 year. Mealey stated his belief the two points to be stressed in updating the present plan are 1) Capital improvements program, which would include thoroughfare and transportation study, master plan for water and sewer, storm sewer, and which would aid the city in applying for Federal grants. 2) Land use study - updating of zoning map.
