THE HUTCHINSON PLANNING COMMISSION
TUESDAY, SEPTEMBER 19, 1972
Chairman Jensen called the meeting to order at 7:30 p.m. Members
present were: Mrs. Kay Peterson, D. J. Black, C. Tracy, D. Jensen
and M. Torgerson. Absent: T. Cone, J. Kiland. Also present:
Administrative Assistant Mealey and City Engineer Priebe.
Chairman Jensen called for a motion to accept the minutes of the
regular meeting of August 1S, 1972 as presented and enquired
whether there were any corrections or additions. There being
none, D. J. Black moved that the minutes be approved. C. Tracy
seconded the motion and it was carried.
Chairman Jensen inquired whether anyone from Midwest Planning were
present, bn being informed that such was not the case, he inquired
whether Administrative Assistant Mealey has-been contacted by the
firm. Administrative Assistant Mealey stated that Larry Jung had
called several weeks ago and indicated that he wished to make a
proposal, but that nothing more had been heard from him. Chairman
Jensen read a letter received from the firm which indicated their
interest in being considered as consultant. No further action was
taken.
at 7:45 p.m. Chairman Jensen called to order public hearing for
rezoning of a portion of Midwest Modules property on Highway 15 S.
as duly advertised. K. Born and one associate and one representative
of the League of Women Voters were present for the hearing. K. Born
presented to the Commissioners a map proposing that approximately four
acres of Midwest Modulest property abutting T. H. 15 be rezoned from
R-2 to B i3 to permit construction of a filling station and restaurant
intended to serve the planned development of the rest of his property
on the West side of T.H. 15. The possibility of a service road was
discussed and Engineer Priebe stated that it did not appear feasible'
to plan such access at this time.
D. J. Black presented opposition to the proposal on the basis that a
B-3 zoning would leave the door wide open to virtually any kind of
commercial enterprise which would potentially be highly objectionable
in'the area. Also, it was his opinion that there are an adequate number
of service stations in the City now.
Mr. Born replied that he intended to carefully on ntrol the number and
kind of businesses intended for the area and that it would be equally
disadvantageous to his plan to open the door wide. He inquired whether
there might be another zoning category to which he might go in order
to permit implementation of his development.

Mr. Born also offered to assist in any way possible to develop an
ordinance to control planned unit development, fie further stated'that
he had not yet presented the total plan for the area, but that it is
planned beyond the 14 single family units already presented.
Further discussion was held which covered the possibility of a shopping
center zening and desirability of a filling station. Mr. Born agreed
to return with the plan of the total 66 acre development.
The hearing was adjourned at 8:08 p.m.
D. J. Black moved that the rezoning request be denied as presented.
M. Torgerson seconded the motion and it was carried.
The subject of budget came under discussion. It was determined that
ordinances 235 and 245,are so badly outdated as to be nearly
altogether inapplicable to the present circumstances of the City.
D. J. Black moved that $2,500 be included in the budget request for
ordinance updating and that the balance of the budget be submitted
in the same amounts requested last year. C. Tracy seconded the
motion and it was carried.
Discussion was held on updating traffic flow information and factors
affecting city street use. Engineer Priebe was directed to take a
new count throughout the City and report as soon as practicable.
There being no further business before the commission, the meeting
was adjourned at 9:50 p.m.
