She minutes of the regular meeting of December 199 1972 were accepted as submitted. Chairman Black inquired whether anyone knew of the disposition of the Detoxification Center as discussed at the last meeting. Administrative Assistant Mealey reported that it had been decided to lease the old Hardware Hank store on Main Street, and that this location precluded any problems of 'zoning. Acting Chairman Black called to order public hearing as duly advertised for proposed vacation -of Glen Street North. Mr'. and Mrs. T. J. Hemon were present for the hearing. Upon question from the Chair, Mr. Hemon stated that he did not think the street would ever be constructed as platted and could see no."reason for retain~ Ing the vacation. C. Tracy inquired whether theme-vlere nota building in the street right of way. Engineer Priebe said that there is a garage on the East side. D. J. Black stated that in his opinion a dedicated street should not be vacated unlesskbenefit accrues to the people of the City. T. Come stated that it no longer appears feasible to retain the vacation of this property since the plans for access to Maplewood Academy ,have changed. Acting Chairman %..aek called -for a motion to close the hearing. K. Peterson so moved, C. Tracy seconded, there_ being no objection, -.the hearing was declared closed at7:44-p.mt. Further discussion was held and it was the eoncensus that there appeared to be no forseeable use for. the dedicated pr%mrty - and that it would best suit .the needs of the City, if it were_ rid to the tax rolls. -Discussion completed, K.' Peterson moved that a recommendation for vacation be forwarded to the City Conseil. T. Cone seconded the motion and it was carried. P1G COMMISSICN REGULAR MEETING - 2 - JANUM 161 1973 .Chairman Jensen inquired whether anyone had anything else to present to the Cjmnission before reviewing the recommendations for .planning consultant. Administrative Assistant Mealey presented the map of proposed annexations as agreed upon by the City Council. A discussion of the long-range orderly annexation procedures followed as well as on the current annexations. Reports were received on inquiries rade by members of.the Commission concerning references provided by responding consultants. After review and discussion, it was.detersined that the firms of Rieke, Carroll, Muller Associates, Inc., Orban Planning and Design, Im., Beckman -Yoder and Shea, and Nason, Wheman and Chapman were the best qualified for the needs of the City of Hutchinson. It was further the consensus that after a consultant is selected, and the zoning and subdivision ordinances are revised, that it would be advisable to' retain the consultant for further study of the Comprehensive Plan in order that it may finally be adopted. Chairman Jensen volunteered to contact the four selected firms by telephone and arrange luncheon meetings with thein for final selection prior to the next regular meeting. Tentative agreeable dates were selected, D. J. Black reported that the City Council had tabled action an a request by the Safety Council for stop signs on Prospect Avenue at the intersection with 5th Avenue NE, and referred a -study of stop signs and traffic patterns to the Planning . Engineer -Priebe rebowaendaed that collector streets be established in the downtown business district, particularly, and throughout the City in Seneral, thereby possibly__ eliminating or replacing, many of the stop signs now existing. iquestion beim possd� Engineer Priebe stated that the traffic counts would be resumed in the spting, and he would soon have the results of the Highway Department Counts available. - Chairman Jensen inquired whether there is'any further business to come before the Commission. Administrative Assistant Mealey - reported that Senator Kvam will be in City Hall on Saturday. January 20 to meet with all who are interested in the legislative proceedings. The meeting was adjourned at 8:50 p.m.
