HUTCHINSON PLANNING COMMISSION
Tuesday, September 15, 1992
1. CALL TO ORDER
The meeting was called to order by Chairman Clint Gruett at
8:00 p.m. with the following members present: Dean Wood, Craig
Lenz, Bill Craig, Roland Ebent and Chairman Gruett. Members
Absent: E1Roy Dobratz and Tom Lyke Also Present: Gary Plotz, City
Administrator and John Rodeberg, City Engineer.
2. MINUTES
Mr. Ebent made a motion to approve the minutes of the regular
meeting dated Tuesday, August 18, 1992. Seconded by Mr. Craig the
motion carried unanimously.
3. PUBLIC HEARINGS
(a) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY TOM
DAGGETT, HUTCHINSON MANUFACTURING
Chairman Gruett opened the hearing at 8:02 p.m. with the
reading of publication # 4434 as published in the
Hutchinson Leader on Thursday, September 3, 1992. The
request is for the purpose of considering a conditional
use permit requested by Tom Daggett, Hutchinson
Manufacturing, to allow him to construct a 40' x 80'
storage rack located at 720 Hwy 7 West.
City Administrator Gary Plotz commented on the request of
the storage building to be open on both ends.
Mr. Lenz moved to close the hearing, seconded by Mr. Wood
the hearing closed at 8:05 p.m. Mr. Lenz made a motion
to recommend approval of the request to City Council.
Seconded by Mr. Craig the motion carried unanimously.
(b) CONSIDERATION OF VACATION OF UTILITY EASEMENT IN CASA
ADDITION REQUESTED BY BARRY BARTON
Chairman Gruett opened the hearing at 8:06 p.m. with the
reading of publication #4435 as published in the
Hutchinson Leader on Thursday, September 3, 1992, and
Tuesday, September 8, 1992. The request is for the
purpose of considering a petition to vacate a utility
easement in Casa Addition.
City Administrator Plotz commented on the storage
buildings and explained the easements to be vacated. He

explained the staff recommendation to verify ownership of
the property.
Mr. Ebent moved to close the hearing, seconded by Mr.
Wood the hearing closed at 8:07 p.m. Mr. Ebent made a
motion to recommend approval provided the developer
verify ownership. Seconded by Mr. Wood the motion carried
unanimously.
(c) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY
ROGER STEARNS, STEARNSWOOD
Chairman Gruett opened the hearing at 8:08 p.m. with the
reading of publication #4436 as published in the
Hutchinson Leader on Thursday, September 3, 1992. The
request is for the purpose of considering a request for
a conditional use permit construct a 26' x 30' covered
staging area for outside storage located at Stearnswood.
City Administrator Gary Plotz commented on the request as
an attachment to the present building in and I/C
district.
Mr. Craig moved to close the hearing, seconded by Mr.
Lenz the hearing closed at 8:09 p.m. Mr. Craig moved to
recommend approval of the request to city council.
Seconded by Mr. Lenz the motion carried unanimously.
(d) CONSIDERATION OF VARIANCE REQUESTED BY PETER HOEGER, 215
WASHINGTON AVE WEST FOR NONCONFORMING DRIVEWAY AND TO
CONSTRUCT A GARAGE
Chairman Gruett opened the hearing at 8:10 p.m. with the
reading of publication #4437 as published in the
Hutchinson Leader on Thursday, September 3, 1992. The
request is for the purpose of considering a variance
requested by Peter Hoeger, 215 Washington for a
nonconforming driveway and to construct a 16' x 26'
garage.
Mr. Plotz explained the request and the hardship of the
narrow lot and the existing nonconforming driveway. The
planning staff recommends approval of the driveway
variance and the owner constructing a 14' garage to
maintain a 6' side yard setback.
Mr. Hoeger stated it is not possible to build a double
garage in the narrow lot. He explained 16' would give
extra storage space. City Engineer John Rodeberg
commented on the issue of drainage. Mr. Hoeger stated he
will work with the neicjhbors on the drainage. There was
discussion on the existing garage/shed and the age of the

building. Discussion followed on the narrow lots in
older parts of town and other possible options for the
garage.
Mr. Craig moved to close the hearing, seconded by Mr.
Wood the hearing closed at 8:23 p.m. Mr. Craig made a
motion to deny the garage variance due to lack of
hardship but to approve the driveway variance. Seconded
by Mr. Ebent the motion carried unanimously.
(e) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY
JEANETTE HARRIS TO MOVE A 1972 MOBILE HOME TO MCDONALDS
TRAILER COURT
Chairman Gruett opened the hearing at 8:24 p.m. with the
reading of publication #4438 as published in the
Hutchinson Leader on Thursday, September 3, 1992. The
request is for the purpose of considering a request to
move a 1972 Ritz Craft trailer home to McDonalds Trailer
Court.
City Administrator Gary Plotz explained the staff
recommendations to update to Life Safety Issues.
Ms Harris explained the house has been brought up to code
since a fire. She commented on the issues being addressed
except for smoke detectors. There was discussion on the
Safety Issues and the need for the interconnected smoke
detectors.
Mr. Lenz moved to close the hearing, seconded by Mr.
Craig the hearing closed at 8:28 p.m. Mr. Lenz made a
motion to approve the request subject to Life Safety
Issues being met. Seconded by Mr. Ebent the motion
carried unanimously.
4. NEW BUSINESS
(a) CONSIDERATION OF FINAL PLAT OF "SIOUX HILLS NO. 2"
SUBMITTED BY SKIP QUADE, ACOMA TWP, 2 MILE RADIUS
City Administrator Gary Plotz explained the history of
the previous preliminary plat submitted by Mr. Quade and
the platting.
City Engineer Rodeberg commented on concerns with
servicing the area in the event it is annexed into the
city. He also commented on his concerns with wet lands
and lot sizes. He stated Mr. Quade's proposal meets
county and state guidelines. Mr. Rodeberg explained the
city staff recommendat3ion of certified inspectors and
installers for the septic systems as required by the

Shoreland Ordinance.
Mr. Craig moved to recommend no objection to the final
plat noting city staff recommendations of certified
installer and inspector for the septic system. Seconded
by Mr. Lenz the motion carried unanimously.
(b) CONSIDERATION OF SKETCH PLAN SUBMITTED BY MICHAEL ROSE,
ACOMA TWP, 2 MILE RADIUS
Mr. Plotz commented on the sketch plan and city staff
recommendations regarding septic systems.
Mr. Rose commented on contacting Pellinen Surveying for
the topography and he is in the process of obtaining soil
boring and perk tests on each lot.
Mr. Ebent moved to recommend no objection to city council
subject to city staff recommendations regarding
certified installers and inspectors to review the septic
systems and the owner of the property must verify
finished floor elevations at 1,046.51. Seconded by Mr.
Craig the motion carried unanimously.
(c) CONSIDERATION OF PRELIMINARY PLAT OF "HUEBERT'S
SUBDIVISION" SUBMITTED BY DAN HUEBERT, ACOMA TWP, 2 MILE
RADIUS
Mr. Huebert explained the plat and location.
Mr. Craig moved no objection noting staff recommendations
regarding certified installers and inspectors to review
the septic systems and owner to review the need for
overhead power line easement. Seconded by Mr. Wood the
motion carried unanimously.
(d) CONSIDERATION OF PRELIMINARY PLAT OF "HUEBERT'S SECOND
SUBDIVISION" SUBMITTED BY DAN HUEBERT, ACOMA TWP, 2 MILE
RADIUS
City Engineer Rodeberg explained the location of
property. Mr. Huebert explained his intent to build the
house so the lot could be split in the future.
Mr. Craig moved no objection to the request subject to
staff recommendation of certifying the septic system.
Seconded by Mr. Lenz the motion carried unanimously.

(e) CONSIDERATION TO BEGIN ANNEXATION PROCEEDINGS REQUESTED
BY HUTCHINSON TECHNOLOGY INC.
Mr. Craig stepped down from the commission on this item.
City Administrator Gary Plotz explained the request and
the staff recommendation to annex all of Lot 6 which
would include Wigen property.
There was discussion on the sewer main owned by
Hutchinson Technology the in the future may serve some of
the city.
Mr. Lenz made a motion to begin annexation proceedings
for the entire lot 6, seconded by Mr. Wood the motion
carried unanimously.
(f) DISCUSSION OF REQUEST BY THE DOWNTOWN DESIGN REVIEW
COMMITTEE ON ORDINANCE CHANGE REGARDING BANNER SIGNS
Mr. Plotz commented on a memo from the Downtown Design
Review Committee requesting an ordinance change regarding
banner signs. There was discussion on the enforcement of
the ordinance. The Planning Commission directed staff to
draft and ordinance regarding banner signs.
(g) DISCUSSION OF MEETING TIME
Mr. Craig made a motion for the planning commission to
meet at 5:30 p.m. on the 3rd Tuesday of the month
beginning in October, seconded by Mr. Wood the motion
carried unanimously.
(h) COMMENTS ON PROPOSED COUNTY COMPREHENSIVE PLAN
There was discussion of the changes in the county
comprehensive plan.
(i) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY KURT
REINER FOR FEED LOT IN HUTCHINSON TWP, 2 MILE RADIUS
There was discussion of the size of the property to
justify a feed lot.
Mr. Craig made a motion for an unfavorable recommendation

of the request, seconded by Mr. Ebent the motion carried
unanimously.
(j) DISCUSSION OF REZONING REQUESTED BY LOUIS KING
Mr. Louis King, 116 Monroe, stated his property was
rezoned to I/C 12 years ago. City Administrator Plotz
commented on the proposal. Mr. King presented a sketch of
the proposal to the rear of the house to eliminate a flat
roof. The Planning Commission directed Mr. King to apply
for a rezoning to R-2.
(h) COMMUNICATION FROM STAFF
