07-23-1991 PCM cMINUTES HUTCHINSON PLANNING COMMISSION SPECIAL MEETING Tuesday, July 23, 1991 1. CALL TO ORDER The meeting was called to order by Chairman Bill Craig at 5:00 P.m. with the following members present: Roland Ebent, E1Roy Dobratz, Tom Lyke, Dean Wood, Clint Gruett, Craig Lenz (530 p.m.) and Chairman Bill Craig. Absent: None Also Present: Gary Plotz, City Administrator, John Rodeberg, Director of Engineering, Jim Marka, Building Official and City Attorney Barry Anderson 2. PUBLIC HEARINGS (a) CONSIDERATION OF CONTINUATION OF PRELIMINARY AND FINAL OF "HUTCHINSON DOWNTOWN REDEVELOPMENT PLAT" SUBMITTED BY CITY STAFF FOR SHOPKO PROJECT Chairman Craig reopened the hearing at 5:05 p.m. with the reading of publication #4267 as published in the Hutchinson Leader on Thursday, July 4, 1991. The request is for the purpose of considering a preliminary and final plat requested by city staff to be known as "Hutchinson Downtown Redevelopment Plat". City Administrator Gary Plotz explained the property is in the City of Hutchinson's name and the city is required to plat the property. He stated the DNR it favorable to the development and introduced Mr. Jim Oskey of the ShopKo Real Estate Department. Mr. Oskey commented on the project and the time line of the project. He stated the city staff has been helpful and they will be closing on the property on August 2nd. Ms. Cindy Bessett, ShopKo office, explained the construction and size of the proposed building. She stated they are working with city staff on the accesses. Mr. Terry Wotska, Engineer from RCM, commented on the site plan and access for trucks to the loading docks. He presented the site grading regarding storm drainage and water main construction and service line for hydrant. There was also discussion on plantings and types of trees. Mr. Oskey stated the signage and placement of signs will be presented to the Downtown Design Review Committee. 1 HUTCHINSON PLANNING COMMISSION JULY 23, 1991 Discussion followed on the building height and DNR comments on drainage. City Engineer John Rodeberg explained the possibilities of drainage and the development agreement. Mr. Wood moved to close the hearing, seconded by Mr. Lyke the hearing closed at 5:30 p.m. Mr. Lyke made a motion to recommend approval of the preliminary and final plat subject to the staff recommendation of July 22, 1991. Seconded by Mr. Wood the motion carried unanimously. (b) CONSIDERATION OF CONDITIONAL USE PERMIT REQUESTED BY CITY STAFF FOR SHOPKO PROJECT Chairman Craig opened the hearing at 5:31 p.m. with the reading of publication #4268 as published in the Hutchinson Leader on Thursday, July 11, 1991. The request is for the purpose of considering a conditional use permit requested by City Staff to allow for the moving in of more than 1000 yards of fill located at the ShopKo project site. City Administrator Plotz explained the conditional use request for the fill and that the city is to obtain the necessary permits to get the site ready for the project. He noted correspondence from Mr. Jim DeMeyer and asked for comments from City Attorney Anderson. Mr. Dobratz moved to close the hearing, seconded by Mr. Gruett the hearing closed at 5:35 p.m. Mr. DeMeyer commented on his letter to the Planning Commission and City Council dated July 18, 1991. City Attorney Anderson stated the publication referenced to the city staff constructing the building and in that respect the notice was incorrect but assured Mr. DeMeyer that was only a grammatical error and the city would not be constructing the building. He stated the notice would not legally need to be republished. Mr. Wood moved to recommend approval to the City Council based on the amendment of request. Seconded by Mr. Gruett the motion carried unanimously. (c) CONSIDERATION OF REZONING TO C-3 REQUESTED BY CITY STAFF IN THE SHOPKO PROJECT 2 HUTCHINSON PLANNING COMMISSION JULY 23, 1991 Chairman Craig opened the hearing at 5:36 p.m. with the reading of publication #4269 as published in the Hutchinson Leader on Thursday, July 11, 1991. The request is for the purpose of considering a request by the City Staff to rezone property to C-3 (Central Commercial district) located in the ShopKo project. City Administrator Plotz commented on the present zoning in the area and stated the staff would recommend one zone throughout the entire site. C-3 would be the most appropriate. Mr. Ebent moved to close the hearing, seconded by Mr. Dobratz the hearing closed at 5:40 p.m. Mr. Ebent moved to recommend approval to City Council. Seconded by Mr. Gruett the motion carried unanimously. 3. NEW BUSINESS (a) SET WORKSHOP DATE WITH GTS ON VARIANCES City Administrator Plotz explained that Mr. Bob Lockyear working with Government Training Services will be available to present a 2 hour workshop relating to variances. The cost to the city would be $300.00. It was the consensus of the Planning Commission is to hold the workshop at 5:30 p.m. on July 31st at the Fire Station. 4.
