HUTCHINSON PLANNING COMMISSION
SPECIAL MEETING
Wednesday, April 14, 1993
1. CALL TO ORDER
The meeting was called to order by Chairman Clint Gruett at 7:30 p.m.
with the following members present: Roger Gilmer, Craig Lenz, Elroy
Dobratz and Chairman Gruett. Members absent: Dean Wood and Bill Craig.
Also Present: Jim Marka, Building Official, Gary Plotz, City Administrator,
John Rodeberg, Director of Engineering, Barry Anderson, City Attorney and
Ed Homan, McLeod County Zoning Administrator
2. NEW BUSINESS
(a) DISCUSSION OF ANNEXATION IN SW AREA OF HUTCHINSON, LYNN TWP
City Administrator Gary Plotz gave opening remarks.
City Engineer John Rodeberg presented the boundaries and proposed
annexation area. He also explained the sanitary sewer and lift station
improvement project schedule and assessment policy for Lakewood Drive and
South Grade Road.
Brad Emans distributed handouts showing "93" rates for values - Lynn
milrate vs. City of Hutchinson's milrate.
City Administrator Gary Plotz explained the phase in period of orderly
annexation going from township rate to city rate.
Building Official Jim Marka explained shortage of lots - City has spent
$30,000 to $40,000 on infrastructure engineering studies.
City Attorney Barry Anderson explained "Orderly Annexation Agreement"
between City and Township concerning taxes, municipal services and
utilities.
City Engineer John Rodeberg stated before the development of sanitary
sewer and water along Lakewood Drive there would be public hearings, and
interest rate of assessments would be estimated between 5.5 to 6$ spread
over a 10 year period, collectable on property taxes.
Lynn Township Official Bill Arndt questioned the proposed City limit
boundary lines on South Grade Road. City Engineer John Rodeberg
explained the boundary was on a State aid road and annexation needed to
include the complete road for State aid funding.
Mr. Barrick asked what will happen to Holm Avenue? No definite answer
was given.
Annexation proceedings are scheduled for May, 1993.
County Zoning Administrator Ed Homan explained DNR Shoreland mandates -
everyone on lakes within 1000 ft. of shoreline must update septic systems
if they don't comply prior to building permit approvals.
City Administrator Gary Plotz asked for a showing of persons not wanting
to be annexed. Russell Goldstein said he didn't want to annex because of
property tax increases.
Property owner Ava Schmidt said they would be selling their property,
and assume a buyer would want to be in the City.
Bill Arndt asked the range of assessment - John Rodeberg said $85 to $120
per foot per street side.
The property owner on the corner of Compton -Anderson development asked if
the City is going to tax to put in the street, and bring in gas, water
and sewer? John Rodeberg said assessments would not exceed the value of
assessable benefit per State Law. Barry Anderson said property owners
have rights and there will be public hearings.
Property owner asked if you put a street through on the west side of
Otter Lake, what will happen to the land on the west side? John Rodeberg
explained wetland preservation laws.
Bill Arndt asked would the sewer line on Lakewood Road handle all the
sewage when it is all developed? John Rodeberg explained the lift
station arrangements and the need for a lateral line down South Grade
Road in the future. He said the City will not assess property owners
twice unless benefit can be proved.
Property owner asked, If you put in sewer and water on South Grade Road
this fall will you resurface this fall? John Rodeberg replied there is a
50 - 50 chance it would be gravel over winter.
Bill Arndt asked what direction will storm sewers go. John Rodeberg said
they would create a pond to channel water - part to wetland to the east
and part west to the river.
Lowell B. asked what is meant by certify for Shoreland Management?
Ed Homan said there are aerial photos. Before you can get a building
permit you are required to do soil testing for perk rate and borings at a
cost of $165 to $300. If your septic system does'nt comply you have two
years to update your septic system.
Bill Arndt said the Lynn Town Board needs to know which way the City
wants them to move. Barry Anderson suggested joint planning boards and
follow "Orderly Annexation Agreement".
John Rodeberg said they plan to have sewer and water to the end of
Lakewood Drive by end of 1993•
Larry Fraser asked if there is crop damage is the farmer reimbursed by
the City? Barry Anderson said there usually is compensation for damage
to property of others, however- this will be assessed back.
John Rodeberg said when the land is platted funds or land is dedicated to
parks.
How long does annexation take? Jim Marka said a survey would be taken to
the Planning Commission in May and then to the Municipal Board. The
length of time will vary from three to nine months.
Selling these properties (lots) how will this affect values of
agricultural land? John Rodeberg said the value of property in the City
limits is greater. Barry Anderson said, we don't know. Consult with
Assessor Emans.
