BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON, MINNESOTA:
THAT the following named banks, which are authorized to do a banking business
in Minnesota, be and they hereby are designated depositories of the Public Funds of
the City of Hutchinson in the County of McLeod, State of Minnesota, by the City
Council of said City, for the term commencing January 4, 1982 for one year:

APPOINTING LEGAL COUNSEL
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON, MINNESOTA:
THAT James Schaefer be appointed as City Attorney at a retainer fee for a
six -month period, with reviewal and determination of an additional six -month ap-
pointment. Services to be included within the retainer fee are: prosecution of
Police Department cases; attendance at City Council, Planning Commission, and
Downtown Development Board meetings; preparation of Resolutions and Ordinances;
negotiating property acquisition and counseling property owners on relocation law
and benefits; legal services for all bond issues, except legal services for indus-
trial revenue bond issues; and other customary legal services in the normal cause
of City business.
Matters such as appearance in county, state district, or federal district
court will be billed separately, with an annual ceiling for such legal expendi-
tures as determined by the City Council. State Supreme Court Appeals will be
billed as extra legal services outside of the retainer fee and aforementioned
ceiling.

SUBJECT: public Employees Retirement Association - Milton D. Schantzen
It is our understanding that Jim Schaefer will be appointed as City Attorney
effective January 1, 1982. In view of this anticipated change, Milton Schant-
zen has requested a "leave of absence" to qualify him to receive 10 years of
invested employment with the City of Hutchinson for PERA benefits.
Milton Schantzen has agreed to be responsible for any payments towards PERA
along with all payments for all City insurances and social security.
At the time Jim Schaefer is appointed January 1, 1982 the City will be respon-
sible for his insurances and PERA.
This Resolution only clarifies the status of Milton Schantzen for PERA pur-
poses. There is no financial cost to the City for approving the Resolution.

WHEREAS, the City of Hutchinson will grant a leave of absence to Milton D.

THAT the City of Hutchinson does hereby grant a leave of absence effective
January 1, 1982 for one (1) year, to Milton D. Schantzen as City Attorney.

RE: Project 82 -40
Monroe Street
Due to improper notice, it will be necessary to hold another public hearing
before any further action on this project. The improvement being considered is
curb and gutter, bituminous surfacing and appurtenances. The estimated cost
benefit is $36.00 per front foot. Most lots have a 66 foot frontage and the
cost benefit per lot would be $2,376.00
An alternate proposal would be to consider the improvement in two projects.
One being curb and gutter and the other being surfacing. Should this proposal
be acceptable the curb and gutter project is estimated at $15.60 per front foot
or $27.65 per front foot. The lower cost would be curb and gutter only, with
minor grading of street surface to conform to gutter grade, gravel and oil as
needed on graded portion of surface and topsoil. The higher cost would be
curb and gutter with full roadway graded, gravel base, temporary oil surface
and topsoil. The surfacing project would consist of a bituminous base course
and a bituminous wearing course for an estimated cost of $14.16 per front foot.
The surfacing project could only be completed with the higher cost curb and
gutter project. However, if the surfacing project is approved, the curb and
gutter project would reduce in cost.
If these proposals are acceptable, a hearing could be held on January 26, 1982.

RE: Hutchinson Fire Station
In accordance with our discussion regarding the duct work
revisions, we are proceeding as follows due to project
schedule requirements.
Chief Schlueter has arranged to have the mechanical contractor
install the main duct above the suspended ceiling. The Fire
Department Personnel will then be required to extend branch
ducts of the. same number and capacity, install appropriate
ceiling air supply and exhaust grilles adequate to heat, cool
and exhaust the spaces.
We have been informed by Chief Schlueter that there will be n*o
additional cost to the City for this change.
We should point out that the ceiling in the meeting room will-
now be lower than desireable for the size of -the room and that
the heating, cooling, ventilating may not perform as originally
designed.
Please contact our office if this does not meet your approval.

RE: Hutchinson Fire Station
We wish to inform you of a option that could be added
to the Fire Station if you so wish.
There is a possibility that by increasing the number of
sprinkler heads in the barn area, a lower insurance rate
could be obtained. The cost proposal for this change is
approximately $2700.00.
We have discussed this possibility with your insurance
carrier and our engineers and have submitted plans to the
insurance rating office for a rate decision. When this ,
information is received we will be able to establish if the
pay back will justify the additional cost.
