August 30, 1993
Commissioners Lyke, Ward, Cornell and Beatty were present; Commissioner
Gilmer was absent; also present were Mgr. Kadrmas and Counsel Prochnow.
President Lyke called the meeting to order at 1:00 p.m.
The minutes of July 26, 1993 regular meeting were reviewed. A motion
was made by Commissioner Beatty, seconded by Commissioner Ward to
approve the minutes as written. Motion was unanimously carried.
Don Swanson of Associated Consultants and board members for Glencoe
Light and Power Commission were present. Discussion was held regarding
the construction of a 69 KV transmission line between Hutchinson and
Glencoe. The discussion was tabled for further study.
Don Swanson presented recommendation on bids for Mechanical Construction
for Unit #1 (bid tabulation attached). After discussion, a motion was
made by Commissioner Beatty, seconded by Commissioner Cornell to award
the bid for mechanical construction (subject to final determination of
questionnaire by Associated Consultants) to North Country Welding in
the amount of $594,000. Motion was unanimously carried.
Don Swanson presented recommendation on bids for Miscellaneous Civil
Work for Unit #1 (bid tabulation attached). After discussion, a motion
was made by Commissioner Cornell, seconded by Commissioner Beatty to
award the bid for miscellaneous civil work to Greystone Construction
Company in the amount of $200,371. Motion was unanimously carried.
The July payables were discussed. A motion was made by Commissioner
Beatty, seconded by Commissioner Ward to accept the July payables in
the amount of $2,657,293.47 (detailed listing in payables book).
Motion was unanimously carried.
The 1993 year -to -date (thru July) financial and budget reports were
reviewed. A motion was made by Commissioner Beatty, seconded by
Commissioner Cornell to accept the financial and budget reports.
Motion was unanimously carried.
Mgr. Kadrmas presented recommendation on bids for Electrical
Construction for Unit #1 (bid tabulation attached). After discussion,
a motion was made by Commissioner Cornell, seconded by Commissioner
Beatty to award the bid for electrical construction to Willmar
Electric Service in the amount of $173,900. Motion was unanimously
carried.
Mgr. Kadrmas presented recommendation on bids for 69 KV Circuit
Breaker for Unit #1 (bid tabulation attached). After discussion,
a motion was made by Commissioner Ward, seconded by Commissioner
Beatty to award the bid for 69 KV circuit breaker to Siemen's
Energy Corporation in the amount of $39,432. Motion was unanimously
carried.
Mgr. Kadrmas presented a request for bids for Water Treatment for
Unit #1. After discussion, a motion was made by Commissioner Cornell,
seconded by Commissioner Beatty to advertise for bids and to open
the bids on September 24, 1993. Motion was unanimously carried.
Mgr. Kadrmas presented recommendation on quotes for excavating and
lowering gas main on County Road #12 (quotation tabulation attached).
After discussion, a motion was made by Commissioner Beatty, seconded
by Commissioner Cornell to award the quote for excavating and
lowering gas main on County Road #12 to Minnesota Limited, Inc. in
the amount of $24,500. Motion was unanimously carried.
Mgr. Kadrmas presented recommendation on quotes for hot tapping gas
main on County Road #12 (quotation tabulation attached). After
discussion, a motion was made by Commissioner Beatty, seconded by
Commissioner Cornell to award the quote for hot tapping gas main on
County Road #12 to Minnesota Limited, Inc. in the amount of $21,300.
Motion was unanimously carried.
Manager's Report:
1. Update on unit #1 (new generating unit).
2. Presented quotation for RTU and software for unit #1 (quotation
attached). After discussion, a motion was made by Commissioner
Beatty, seconded by Commissioner Ward to purchase Ilex 8200 RTU
from Ilex Systems, Inc. in the amount of $16,202. Motion was
unanimously carried. A motion was made by Commissioner Beatty,
seconded by Commissioner Cornell to purchase Ilex software license
and IBM custom engraved keyboards from Ilex Systems, Inc. in the
amount of $11,932. Motion was unanimously carried.
3. Presented a quote for two (2) 13.8 KV circuit breakers for Unit
#1. After discussion, a motion was made by Commissioner Beatty,
seconded by Commissioner Cornell to purchase two (2) 13.8 KV
circuit breakers from Harold K. Scholz Company in the amount of
$25,000. Motion was unanimously carried.

Counsel Prochnow updated the Commission on conciliation claim for
$3,200 for water damage to rental property (landlord filed the claim).
Judge ruled that Hutchinson Utilities Commission pay $3,200.
Counsel Prochnow has appealed matter to district court.
Commissioner Cornell will attend the union negotiating meeting on
September 1, 1993.
An open house will be held on September 15, 1993 for Thomas Lyke,
whose appointed term expires August 31, 1993.
There being no further business, a motion was made by Commissioner
Beatty, seconded by Commissioner Cornell to adjourn the meeting at
3:35 p.m. Motion was unanimously carried.

WATER TREATMENT FOR UNIT #1
FOR
HUTCHINSON UTILITIES COMMISSION
HUTCHINSON, MINNESOTA
Notice is hereby given that the Hutchinson Utilities
Commission of the City of Hutchinson, Minnesota, hereinafter
referred to as the Owner, will receive sealed Bids at the Utility
Office, 225 Michigan Street in Hutchinson, Minnesota until 10:00
A.M. on the 24th day of September, 1993, and will publicly open and
read aloud such Bids on the following improvement(s):
"FURNISHING AND /OR LEASING AND INSTALLATION OF WATER TREATMENT
EQUIPMENT AND ASSOCIATED WORK"
Proposals shall be properly endorsed and delivered in an
envelope marked, "BIDS FOR WATER TREATMENT FOR UNIT #1 FOR THE
HUTCHINSON UTILITIES COMMISSION, HUTCHINSON, MINNESOTA, PROJECT NO.
91522 ", and shall be addressed to the Owner at the address shown on
the Proposal.
All proposals shall be submitted in triplicate on the Bidder's
own letterhead in facsimile of the Proposal Form enclosed in the
Specifications, or by utilizing the Proposal Form enclosed with the
Specifications by typing the official name of the Bidder at the top
of the form.
Each Proposal shall be accompanied by a bid bond, cashier's
check, or a certified check made payable to the Owner in the amount
of five percent (5%) of the Bid, as a guarantee that the Bidder
will enter into the proposed Contract and provide a performance and
maintenance bond after their Bid shall have been accepted.
No Bidder may withdraw their Bid or Proposal for a Period of
Thirty (30) days after date of opening of Bids.
At the aforementioned time and place, or at such later time
and place as the Owner then may fix, the Owner will act upon
Proposals received and within its sole discretion may award
Contract (s) for the furnishing /construction of said improvement(s).
Payment for said improvements will be made in cash derived
from available cash on hand for revenue and such other sources as
may be available to the municipal electric utility. The city shall
not incur any general obligation for said improvements. The

Contract for the furnishing of said improvements shall not
constitute a general obligation of said city nor be payable in any
manner by taxation.
The successful Bidder will be required to furnish a Bond in an
amount equal to 100% of the Contract price, said bond to be issued
by a responsible surety approved by the Owner, and shall guarantee
the faithful performance of the Contract and the terms and
conditions therein contained, and save harmless the Owner from
claims and damages of any kind caused by the operation of the
Contractor and shall also guarantee the maintenance of the
improvement for a period of one year from and after final
acceptance by the Owner.
Work shall be started and completed within the time stated in
the Specifications /Contractor's Proposal.
Specifications and Plans are on file at Office of the Owner
and Associated Consultants Engineers, inc., 3131 Fernbrook Lane
North, Minneapolis, Minnesota 55447, upon payment of Twenty Dollars
($20.00) per set (non - refundable) to defray handling costs.
The Owner reserves the right to reject any or all Proposals
and to waive informalities. Published upon order of the Owner.
