04-15-1993 HUCMSpecial Meeting April 15, 1993 Commissioners Lyke, Beatty, Cornell and Gilmer were present; Commissioner Ward and Counsel Prochnow were absent; also present was Mgr. Kadrmas. President Lyke called the meeting to order at 7:00 a.m. Mgr. Kadrmas presented recommendation on bids for the construction of a control building for unit #1 (bid tabulation attached). After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to award the bid for the construction of a control building to Jay Brothers, Inc. in the amount of $764,860. Motion was unanimously carried. Mgr. Kadrmas presented recommendation on bids for furnishing and delivering five cooling water pumps (bid tabulation attached). After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Beatty to award the bid for furnishing and delivering five cooling water pumps to PSI in the amount of $76,565. Motion was unanimously carried. Mgr. Kadrmas presented recommendation on bids for generator rotor rewind (bid tabulation attached). After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to award the bid for generator rotor rewind (unit #1) to General Electric in the amount of $168,000. Motion was unanimously carried. Mgr. Kadrmas presented recommendation on quotations for generator power cable for unit #1 (quotation tabulation attached). After discussion, a motion was made by Commissioner Cornell, seconded by Commissioner Beatty to award the quotation for generator power cable to WESCO in the amount of $15,741. Motion was unanimously carried. Mgr. Kadrmas presented a request for bids for furnishing and installing a cooling tower (unit #1). After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to advertise for bids, to open the bids on May 18, 1993 and to award the bid on May 24, 1993. Motion was unanimously carried. There being no further business, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to adjourn the meeting at 7:32 a.m. Motion was unanimously carried. G. P. The total minimum capacity of the three cells shall be the capability to cool 19,200 GPM water from 102° F to 85° F at 78° F WB. Construction of the concrete basin, piping, and wiring will be accomplished by the Owner, under separate Contracts. Proposals shall be properly endorsed and delivered in an envelope marked, "BIDS FOR FURNISHING AND INSTALLING A COOLING TOWER FOR THE HUTCHINSON UTILITIES COMMISSION, CITY OF HUTCHINSON, MINNESOTA, PROJECT NO.91522, 1993 ". All bids shall be addressed to: President, Hutchinson Utilities Commission of the . City of Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350. All Proposals shall be submitted in triplicate on the Bidder's own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Each Proposal shall be accompanied by a bidder's bond, certified check or cashier's check, made payable to the Secretary of the Hutchinson Utilities Commission, of the City of Hutchinson, Hutchinson, Minnesota, in the amount of five percent (5 %) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract and provide a Performance Bond after his Bid shall have been accepted. The successful Bidder shall furnish a Performance or Construction and Maintenance Bond in an amount equal to one hundred percent (100 %) of the Contract Price to the Hutchinson Utilities Commission prior to the approval of the Contract. 1-4 No Bidder may withdraw his Bid or Proposal for a Period of Sixty (60) days after date of opening of Bids. At the aforementioned time and place, or at such later time and Place as the Owner then may fix, the Commission will act upon Proposals received and within its sole discretion will award a Contract for the construction of said Improvements. Payment for said Improvements will be made in cash to be derived from available cash on hand and from the proceeds of the sale of revenue bonds, which said bonds will be payable solely and only out of the future net earnings of the Municipal Electric Utility of said City. The City of Hutchinson, Minnesota shall not incur any general obligation for said Improvements and neither the Contract for the furnishing of said Improvements nor said revenue bonds shall constitute a general obligation of the City of Hutchinson, Minnesota, or be payable in any manner by taxation, and under no circumstances shall the City of Hutchinson, Minnesota be in any manner liable by reason of the failure of said net earnings to be sufficient for the payment thereof. Work shall be started immediately after the award of Contract. The work shall be completed within the time specified in the Contractor's Proposal.
