03-29-1993 HUCMRegular Meeting March 29, 1993 Commissioners Lyke, Beatty, Cornell and Gilmer were present; Commissioner Ward was absent; also present were Mgr. Kadrmas and Counsel Prochnow. President Lyke called the meeting to order at 1:00 p.m. The minutes of February 22, 1993 regular meeting were reviewed. A motion was made by Commissioner Gilmer, seconded by Commissioner Beatty to approve the minutes as written. Motion was unanimously carried. The minutes of March 15, 1993 special meeting were reviewed. A motion was made by Commissioner Beatty, seconded by Commissioner Lyke to approve the minutes as written. Motion was unanimously carried. The February payables were discussed. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the February payables in the amount of $1,296,458.69 (detailed listing in payables book). Motion was unanimously carried. John Rodeberg, city engineer for City of Hutchinson, was welcomed to the meeting. Highway 7 proposal was discussed. Proposal would split the highway by the power plant. After discussion, the Commission did not object to the concept of the Minnesota Department of Transportation's proposal. January and February 1993 financial and budget reports were reviewed. A motion was made by Commissioner Beatty, seconded by Commissioner Cornell to accept the financial and budget reports. Motion was unanimously carried. Mgr. Kadrmas presented a request for bids for furnishing and delivering five cooling water pumps. After discussion, a motion was made by Commissioner Beatty, seconded by Commissioner Gilmer to advertise for bids and to open the bids on April 13, 1993. Motion was unanimously carried. Manager's Report: 1. Update on unit #1 (new generating unit). Tentatively set groundbreaking date to be April 26, 1993. Will write letter to Hutchinson City Council requesting building permit to be waived. D-a-- o 2. Was contacted by Crime Prevention Program to contribute to advertising. After discussion, the Commission decided not to contribute. Old Business: Counsel Prochnow discussed service territory issue. Mgr. Kadrmas, Counsel Prochnow and McLeod Co- operative will meet on March 30, 1993 to discuss the service territory issue. New Business: None There being no further business, a motion was made by Commissioner Beatty, seconded by Commissioner Cornell to adjourn the meeting at 2:13 p.m. Motion was unanimously carried. Cornell, Vice President ADVERTISEMENT FOR BIDS FOR FURNISHING AND DELIVERING FIVE COOLING WATER PUMPS FOR HUTCHINSON UTILITIES COMMISSION HUTCHINSON, MINNESOTA Notice is hereby given that the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, will receive sealed Bids at the Hutchinson Utilities office until 2:30 P.M. on the 13th day of April, 1993, and will publicly open and read aloud such Bids on the following items: BID ITEM 1 Furnish, deliver and unload at the job site, in Hutchinson, Minnesota, five cooling water pumps. All pumps shall be end suction top discharge. Three of the pumps shall be identical, each capable of delivering 6216 GPM 85 degrees F cooling tower water at 72 feet TDH. One pump shall be capable of delivering 6768 GPM 85 degrees F cooling tower water at 92 feet TDH. One pump shall be capable of delivering 4000 GPM 70/30 water /glycol at 42 degrees F, and at 132 feet TDH. Proposals shall be properly endorsed and delivered in an envelope marked, "BIDS FOR FURNISHING AND DELIVERING FIVE COOLING WATER PUMPS FOR THE HUTCHINSON UTILITIES COMMISSION, CITY OF HUTCHINSON, MINNESOTA, PROJECT NO 91522, 1993 ". All bids shall be addressed to: President, Hutchinson Utilities Commission of the City of Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350. All proposals shall be submitted in triplicate on the Bidder's own letterhead in facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal Form enclosed with the Specifications by typing the official name of the Bidder at the top of the form. Each Proposal shall be accompanied by a bidder's bond, certified check or cashier's check, made payable to the Secretary of the Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson, Minnesota, in the amount of five percent (5%) of the Bid, as a guarantee that the Bidder will enter into the proposed Contract and provide a Performance Bond after his Bid shall have been accepted. The successful Bidder shall furnish a Performance or Construction and Maintenance Bond in an amount equal to one hundred percent (100 %) of the Contract price to the Hutchinson Utilities Commission prior to the approval of the Contract. No Bidder may withdraw his Bid or Proposal for a period of sixty (60) days after date of opening of Bids. At the aforementioned time and place, or at such later time and Place as the Owner then may fix, the Commission will act upon Proposals received and within its sole discretion will award a Contract for the construction of said Improvements. Payment for said Improvements will be made in cash to be derived from available cash on hand and from the proceeds of the sale of revenue bonds, which said bonds will be payable solely and only out of the future net earnings of the Municipal Electric Utility of said City. The City of Hutchinson, Minnesota shall not incur any general obligation for said Improvements and neither the Contract for the furnishing of said Improvements nor said revenue bonds shall constitute a general obligation of the City of Hutchinson, Minnesota, or be payable in any manner by taxation, and under no circumstances shall the City of Hutchinson, Minnesota be in any manner liable by reason of the failure of said net earnings to be sufficient for the payment thereof. The work shall be started immediately after the award of Contract. The work shall be completed within the time specified in the Contractor's Proposal. Plans and Specifications are on file at the office of the Hutchinson Utilities Commission of the City of Hutchinson, Minnesota, 225 Michigan Street, Hutchinson, Minnesota and Associated Consultants Engineers, Inc., 3131 Fernbrook Lane North, Minneapolis, Minnesota 55447, telephone 612/559 -5511, where they are available for examination. Copies thereof may be obtained from Associated Consultants Engineers, Inc., upon payment of Ten Dollars ($10.00) for each set, non - refundable.
