March 30, 1992
Commissioners Daggett, Lyke, Beatty and Cornell were present;
Commissioner Richards was absent; also present were Mgr. Kadrmas
and Counsel Prochnow.
President Daggett called the meeting to order at 1:00 p.m.
The minutes of February 24, 1992 regular meeting and March 4, 1992
special meeting were reviewed. A motion was made by Commissioner
Lyke, seconded by Commissioner Beatty to approve the minutes as
written. Motion was unanimously carried.

The Nsf-chi payables were discussed. A motion was made by Commissioner
Beatty, seconded by Commissioner Cornell to accept the P9a�e`� payables
in the amount of $940,768.78 (detailed listing in payables book).
Motion was unanimously carried.
Jeff Holmquist, a Hutch Utilities customer, was at the meeting regarding
a letter he received which stated his meter readings had been changed
in error. He also received a corrected utility bill (He had been
underbilled $320.28). After discussion, it was decided to test his
gas meter and to contact him with the results of the test.
Paul Harvego of Fawcett, Young and Associates was welcomed to the
meeting. He reviewed the audit for year ended December 31, 1991.
The 1992 year -to -date (thru February) financial and budget reports
were reviewed.
Mgr. Kadrmas presented an update for outside charges - equipment
rental charges (copy attached). A motion was made by Commissioner
Cornell, seconded by Commissioner Beatty to approve the outside
charges as presented. Motion was unanimously carried.
Mgr. Kadrmas presented a request for bids for Unit #1 heat recovery
boiler. After discussion, a motion was made by Commissioner Beatty,
seconded by Commissioner Cornell to advertise for bids. Motion was
unanimously carried.
Mgr. Kadrmas presented a request for bids for addition to cold
storage. After discussion, a motion was made by Commissioner
Beatty, seconded by Commissioner Lyke to advertise for bids, to
open the bids on April 23, 1992 and to award the bid on April 27,
1992. Motion was unanimously carried.

Manager's Report:
1. Received letter from Glencoe Light and Power Commission regarding
interest to participate in the proposed Bell substation.
2. Update on unit #1 (new generating unit).
3. Proposal for City mapping - base maps and plats would be about
$22,500. Base maps are needed for distribution systems. After
discussion, a motion was made by Commissioner Beatty, seconded
by Commissioner Lyke to authorize Mgr. Kadrmas to have City
mapping done. Motion was unanimously carried.
4. There will be a joint City Council /Utility Commission meeting
on April 13, 1992.

Notice is hereby given that the Hutchinson Utilities
Commission of the City of Hutchinson, Minnesota will receive sealed Bids
at the Hutchinson Utilities office until 2 o'clock P M. on the
15 day of dune , 1992, and will publicly open and read aloud such
Bids on the following items:

Furnish, delivery and install, on an Owner- furnished
foundation, a two - stage, unfired, heat recovery steam generator (HRSG)
having the capability to produce approximately 84,000 lb /hour high
pressure steam at 615 PSIG and 750 degrees F from the high pressure
stage; and 29,000 lb /hour saturated steam, plus the quantity of
saturated steam required for the deaerator, both at 15 psig and 241
degrees F, from the low pressure stage. The Owner has purchased an LM
6000 General Electric gas turbine, rated 41,170 KW. The Contractor
shall connect to the exhaust of the gas turbine, and shall furnish,
deliver and install piping of the HRSG, and piping to an Owner- furnished
steam turbine, and to a steam - absorption chiller. The Contractor shall
provide wiring of HRSG equipment and lighting, and shall accomplish
related incidental work, as specified herein. The Owner will accomplish
the following work, under separate Contracts: sitework and foundations;
electric utility interconnect, including wiring of switchgear and
transformer; wiring of non -HRSG motors; cooling tower, cooling tower
pumps and piping; chiller, chilled water pumps and chilled water piping;
fuel oil piping; fuel gas piping; control building; grading and paving.
Proposals shall be properly endorsed and delivered in an
envelope marked, "BIDS FOR FURNISHING AND INSTALLING A HEAT RECOVERY
STEAM GENERATOR FOR THE HUTCHINSON UTILITIES COMMISSION, CITY OF
HUTCHINSON, MINNESOTA, PROJECT NO. 91522, 1992 ". All bids shall be
addressed to: President, Hutchinson Utilities Commission of the City of
Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350.
All proposals shall be submitted in triplicate on the Bidder's
own letterhead in facsimile of the Proposal Form enclosed in the
Specifications, or by utilizing the Proposal Form enclosed with the
Specifications by typing the official name of the Bidder at the top of
the form.
East Proposal shall be accompanied by a bidder's bond,
certified check or cashier's check, made payable to the Secretary of the
Hutchinson Utilities Commission, of the City of Hutchinson, Hutchinson,
Minnesota, in the amount of five percent (5%) of the Bid, as a guarantee
that the Bidder will enter into the proposed Contract and provide a
Performance Bond after his Bid shall have been accepted.
The successful Bidder shall furnish a Performance or
Construction and Maintenance Bond in an amount equal to one hundred
percent (100 %) of the Contract Price to the Utilities Commission prior
to the approval of the Contract.
No Bidder may withdraw his Bid or Proposal for a Period of
Sixty (60) days after date of opening of Bids.
At the aforementioned time and place, or at such later time
and Place as the Owner then may fix, the Commission will act upon
Proposals received and within its sole discretion will award a Contract
for the construction of said Improvements.
Payment for said Improvements will be made in cash to be
derived from available cash on hand and from the proceeds of the sale of
revenue bonds, which said bonds will be payable solely and only out of
the future net earnings of the Municipal Electric Utility of said City.
The City of Hutchinson, Minnesota shall not incur any general
obligation for said Improvements and neither the Contract for the
furnishing of said Improvements nor said revenue bonds shall constitute
a general obligation of the City of Hutchinson, Minnesota, or be payable
in any manner by taxation, and under no circumstances shall the City of
Hutchinson, Minnesota be in any manner liable by reason of the failure
of said net earnings to be sufficient for the payment thereof.
Work shall be started immediately after the award of Contract.
The work shall be completed within the time specified in the
Contractor's Proposal.
Plans and Specifications are on file at the office of the
Hutchinson Utilities Commission of the City of Hutchinson, Minnesota,
225 Michigan Street, Hutchinson, Minnesota and Associated Consultants
Engineers, Inc., 3131 Fernbrook Lane North, Minneapolis, Minnesota
55447, where they are available for examination. Copies thereof may be
obtained from Associated Consultants Engineers, Inc., upon payment of
Twenty Dollars ($20.00) for each set, non - refunds

Notice is hereby given that the Hutchinson Utilities
Commission of the City of Hutchinson, Hutchinson, Minnesota, hereinafter
referred to as the Owner, will receive sealed Bids at the Hutchinson
Utilities office until 2:00 P.M. on the 23rd day of April, 1992, and
will publicly open and read aloud such Bids on the following work and
equipment:
ADDITION TO COLD STORAGE
Proposals shall be properly endorsed and delivered in an
envelope marked, "ADDITION TO COLD STORAGE" and shall be addressed to:
Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson,
Minnesota 55350.
All proposals shall be submitted in duplicate on the Bidder's
own letterhead in facsimile of the Proposal Form enclosed in the
Specifications, or by utilizing the Proposal Form enclosed with the
Specifications by typing the official name of the Bidder at the top of
the form.
