July 29, 1991
Commissioners Daggett, Lyke, Cornell and Richards were present;
Commissioner Beatty was absent; also present were Mgr. Kadrmas and
Counsel Prochnow.
President Daggett called the meeting to order at 1:00 p.m.
The minutes of July 1, 1991 regular meeting were reviewed. A motion
was made by Commissioner Cornell, seconded by Commissioner Richards
to accept the minutes with the noted change as discussed. (Page 14,
third paragraph - change to Commissioner Richards will investigate the
purchasing of a treasury bill for Hutchinson Utilities.) Motion was
unanimously carried.
The June payables were discussed. A motion was made by Commissioner
Richards, seconded by Commissioner Cornell to accept the June payables
in the amount of $1,251,759.08 (detailed listing in payables book).
Motion was unanimously carried.
Mayor Paul Ackland was welcomed to the meeting. Mayor Ackland informed
the Commission that land will not be purchased in Shopko development
for a new city hall therefore the $500,000 one time contribution from
Hutch Utilities for public purposes will not be needed at this time
(see April 1, 1991 minutes). He also discussed Hutch Utilities
contribution to City of Hutchinson for 1992. Mayor Ackland requested
an additional contribution of $75,000, which would bring Hutch c�,an ed S,00 v
Utilities contribution to the General Fund to $375,000 and capital
improvement would remain at $275,000 (total contribution for 1992 iO� �' "���
would be $625,000). The Commission will decide on the contribution See 19 9�
amount at its next meeting and will inform the City what the amount es
will be.
The 1991 year -to -date (thru June) financial and budget reports were
reviewed. A motion was made by Commissioner Lyke, seconded by
Commissioner Cornell to accept the financial and budget reports.
Motion was unanimously carried.
Mgr. Kadrmas presented a resolution on government securities. After
discussion, a motion was made by Commissioner Lyke, seconded by
Commissioner Cornell to adopt the resolution with the following changes:
correct titles for Thomas Lyke and Gerald P. Cornell and to include all
wire transfers (copy attached). Motion was unanimously carried.
Don Swanson of Associated Consultants and Wally Hombach were welcomed
to the meeting. Don Swanson reviewed bid specifications for gas
turbine generating set. After discussion, a motion was made by
Commissioner Lyke, seconded by Commissioner Cornell to advertise
for bids, to open the bids on August 29, 1991 and to award the bid
within 60 days. Motion was unanimously carried. Hutch Utilities
can reject any and all bids.
Manager's Report:
1. Discussed lettering and overhang on power plant entrance. After
discussion, a motion was made by Commissioner Lyke, seconded by
Commissioner Cornell to approve the expenditure. Motion was
unanimously carried.
2. Effective October 25, 1991, Harriet Burich will be retiring.
3. Requested that the August meeting date be changed. A motion was
made by Commissioner Lyke, seconded by Commissioner Cornell to
change the August meeting date to September 3, 1991 at 1:00 p.m.
Motion was unanimously carried.
4. Discussed cost of Hutchinson Utilities' lawn care.

New Business:
Discussed credit card meters. After discussion, it was suggested to
have credit card customers sign an agreement stating that cards can
be purchased during Hutch Utilities' working hours.
There being no further business, the meeting was adjourned at 3:30 p.m.

I, Eugene "Bud" Daggett, duly elected and acting
President of the Hutchinson Utilities Commission hereby certify
that:
At a meeting of the Commission for the Hutchinson
Utilities held on the 29th day of July, 1991 at which a quorum
was present and acting throughout, the following resolutions were
adopted:
RESOLVED, that any two of the persons listed below are
authorized on behalf of the Hutchinson Utilities Commission to
exercise the following powers:
A. To buy and sell government securities (treasury
notes, bills, and bonds) owned by the Hutchinson
Utilities Commission;
B. To wire transfer funds of the Hutchinson Utilities
Commission in furtherance of the powers enumerated
in paragraph A above;
C. To wire transfer funds for any legitimate business
of Hutchinson Utilities Commission; and,
D. To execute all documents and take all actions
necessary or appropriate to perform the powers
enumerated above.
FURTHER, RESOLVED, that the Hutchinson Utilities
Commission shall certify in writing any changes in the powers,
office or identity of those persons authorized to perform the
powers enumerated above. All individuals and entities assisting
in the purchase and sale of the above stated government
securities on behalf of the Hutchinson Utilities Commission may
rely upon such certificate of authority furnished by the
Hutchinson Utilities Commission until written certification or
any change in authority is received. Any past action in
accordance with this Resolution is hereby ratified and confirmed.
Any two officers of the Hutchinson Utilities Commission are
hereby authorized to certify these resolutions to whom it may
concern.
Each of the following are authorized to perform the
powers enumerated in the foregoing resolutions:

The Hutchinson Utilities Commission is duly organized
and authorized under the Charter of the City of Hutchinson, State
of Minnesota, and has the power to take the actions authorized by
the resolutions certified herein.
No action has been taken to rescind or amend said
resolutions, and they are now in full force and effect.
No one other than the Hutchinson Utilities Commission
shall have any interest in any government securities purchased or
sold in the name of the Hutchinson Utilities Commission.
IN WITNESS WHERE-Or, we have hereunto affixed our hands

Notice is hereby given that the Hutchinson Utilities Commission of the
City of Hutchinson, Hutchinson, Minnesota, will receive sealed Bids at the
Hutchinson Utilities office until 2:00 o'clock P.M. on the 29th day of August,
1991, and will publicly open and read aloud such Bids on the following items.

Furnish, deliver, and place on an Owner furnished foundation .a simple
cycle gas turbine generating set (GTG) having an approximate base load rating
of 35,000 kilowatts to 45,000 kilowatts, at 80 degrees F ambient air
temperature and 1,000 feet elevation. The turbine shall be capable of burning
both natural gas and No. 2 fuel oil. The bid shall include piping and wiring
of base mounted auxiliary equipment and certain other work as called for on
the plans and in the specifications. The installation, fuel oil storage
capacity, external piping, and certain electrical work will be accomplished by
the Owner under separate contract.
Proposals shall be properly endorsed and delivered in an envelope marked,
"BIDS FOR FURNISHING A GAS TURBINE GENERATING SET FOR THE HUTCHINSON UTILITIES
COMMISSION, CITY OF HUTCHINSON, MINNESOTA, PROJECT NO. 91475, 1991 ". All bids
shall be addressed to: President, Hutchinson Utilities Commission of the City
of Hutchinson, Hutchinson, Minnesota 55350.
All proposals shall be submitted in triplicate on the Bidder's own
letterhead in facsimile of the Proposal Form enclosed in the Specifications,
or by utilizing the Proposal Form enclosed with the Specifications by typing
the official name of the Bidder at the top of the form.
Each proposal shall be accompanied by a bidder's bond, certified check or
cashier's check, made payable to the Secretary of the Hutchinson Utilities
Commission of the City of Hutchinson, Hutchinson, Minnesota, in the amount of
five per cent (5 %) of the Bid, as a guarantee that the Bidder will enter into
the proposed Contract and provide a Performance Bond after his Bid shall have
been accepted.
The successful Bidder shall furnish a Performance or Construction and
Maintenance Bond in an amount equal to one hundred per cent (100 %) of the
Contract Price to the Utilities Commission prior to the approval of the
Contract.
No Bidder may withdraw his Bid or Proposal for a Period of Sixty (60)
days after date of opening of Bids.
At the aforementioned time and place, or at such later time and Place as
the Owner then may fix, the Commission will act upon Proposals received and
with its sole discretion may award a Contract for the construction of said
Improvements.
Payment for said Improvements will be made in cash to be derived from
available cash on hand and from the proceeds of the sale of revenue bonds,
which said bonds will be payable solely and only out of the future net
earnings of the Municipal Electric Utility of said City.
The City of Hutchinson, Minnesota shall not incur any general obligation
for said Improvements and neither the Contract for the furnishing of said
Improvements nor said revenue bonds shall constitute a general obligation of
the City of Hutchinson, Minnesota, or be payable in any manner by taxation,
and under no circumstances shall the City of Hutchinson, Minnesota be in any
manner liable by reason of the failure of said net earnings to be sufficient
for the payment thereof.
Work shall be started immediately after the award of Contract. The work
shall be completed within 600 calendar days after the award of contract, or
within the time specified in the Contractor's Proposal, whichever of the two
is earlier.
Plans and Specifications are on file at the Office of Mr. Clarence
Kadrmas, General Manager of Utilities, 225 Michigan Street, Hutchinson,
Minnesota 55350, and Associated Consultants Engineers, Inc., 3131 Fernbrook
Lane North, Minneapolis, Minnesota 55447, where they are available for
examination. Copies thereof may be obtained from Associated Consultants
Engineers, Inc., upon payment of Forty Dollars ($40.00) for each set. A
refund of Twenty Dollars ($20.00) will be issued for all complete sets of
plans and specifications returned in good condition to Associated Consultants
Engineers, Inc. within 60 days after award of contract. Only those who
submitted bona fide bids shall be issued a refund.
The Hutchinson Utilities Commission of the City of Hutchinson,
Hutchinson, Minnesota, reserves the right to reject any and all bids.

printer of the newspaper known as the Hutchinson Leader and has full knowledge of the facts herein stated as follows:
(1) Said newspaper is printed in the English language in newspaper format and in column and sheet form equivalent in
printed space to at least 1,200 square inches; (2) Said newspaper is a semi- weekly and is distributed at least twice each
week; (3) Said newspaper has 25% of its news columns devoted to news of local interest to the community which it pur-
