Regular Meeting
May 30, 1989
Commissioners Daggett, Lyke, Cornell and Richards were present,
Commissioner Beatty was absent; also present were Mgr. Kadrmas
and Counsel Prochnow.
President Daggett called the meeting to order at 1:05 p.m.
The minute$ of April 24, 1989 regular meeting were reviewed. A
motion waslmade by Commissioner Cornell, seconded by Commissioner
Lyke to accept the minutes as written. Motion was unanimously
carried.
The April Payables for both entities were discussed. Mgr.
Kadrmas was instructed to contact Charles Bailly & Company
for an itemized bill. A motion was made by Commissioner
Cornell, seconded by Commissioner Richards to accept electric
payables i the amount of $1,137,619.61 and gas payables in
the amountjof $282,244.86 (detailed listing in payables book).
Motion waslunanimously carried.

Mgr. Kadrmas presented painting of unit #9 and associated buildings
specifications. After discussion, a motion was made by Commissioner
Lyke, seconded by Commissioner Cornell to accept the specifications,
advertise
for bids, open the bids on June 22, 1989 and award the
bid on Jun
26, 1989. Motion was unanimously carried.

aggett reviewed the proposed union contract (copy on file).
A motion w
s made by Commissioner Cornell, seconded by Commissioner
Richards to
approve the proposed contract between Hutchinson
Utilities
Commission and International Brotherhood of Electrical
Workers.
Motion was unanimously carried.
A list of
uncollectible accounts was discussed. A motion was
made by Commissioner
Cornell, seconded by Commissioner Richards
authorizing
management to charge -off electric in the amount of
$2,248.25
and gas in the amount of $695.30, totaling $2,943.58,
detailed l
-sting on pages 1470E and 711G of the June general
journal.
Motion was unanimously carried.
The 1989 y
ar -to -date (thru April) financial and budget reports
were reviewed.

Manager's Report:
1. Updated the Commission on Integrated Transmission Agreement.
We have received $5,100,000 from United Power Association.
2. Updated the Commission on power outage at plant #2 on May 18,
1989.
3. In regard to bank accounts and investment collateral, we have
investment collateral of $10,000,000 at Citizens Bank & Trust
and $4,500,000 at Marquette Bank Hutchinson.
4. Discussed administrative director position. The position was
offered to Thomas Diemer. Mr. Diemer declined our offer
because he had accepted a different job. After discussion,
it was decided to leave the position of administrative
director vacant at this time.
5. Reviewed by -laws changes. A final draft of the by -laws will
be presented at the next meeting.
6. Presented the first draft of the employee policy handbook.
Mgr. Kadrmas asked the Commission to review the policy
handbook.
Commissioner Richards and Commissioner Lyke will meet with
Mgr. Kadrmas for a job reviewal.

There being no further business, a motion was made by Commissioner
Cornell, seconded by Commissioner Richards to adjourn the meeting
at 3:10 p.m. Motion was unanimously carried.
