September 3, 1986
All Commissioners were present; also present were Mgr. Alexander,
Counsel Peterson, Jane Hodgins, Hutchinson Leader staff writer
and Ruth Hakel.
President Daggett called the meeting to order at 7:00 a.m.
President Daggett called upon Counsel Peterson to report on his
evaluation of the three quotes which have been received regarding
fiscal agent services.
Springsted Incorporated $21,970
Juran & Moody, Inc. 16,000
Ehlers and Associates, Inc. 22,425
After discussion, it was the concensus of opinion not to pursue
a negotiated sale.
Motion was made by Commissioner Beatty, seconded by Commissioner
Lyke to accept the quote of Juran & Moody and reconunended that
Briggs & Morgan be designated as Bond Counsel and to use Counsel
Peterson as local counsel for a total of $28,000. Motion was
i-ulanimously carried.

Motion was made by Commissioner Lyke, seconded by Commissioner
Beatty directing Counsel Peterson to negotiate with Mgr. Alexander
for the possibility of early retirement. Motion was unanimously
carried.
Mgr. Alexander stated he and staff were preparing statements in
reference to the recent Hay report. Commissioner Beatty asked
to see the facts at the next regular meeting.
