Special Meeting
May 21, 1986
All Commissioners were present; also present were Mgr. Alexander,
Counsel Peterson, Jane Hodgins, Hutchinson Leader staff writer and
Ruth Hakel.
President Daggett called the meeting to order at 6:30 p.m.
President Daggett stated Phase I of the Hay Management Consultants
had been completed, and inquired if the Commission desired to
continue with the study. A motion was made by Commissioner Lyke,
seconded by Commissioner Beatty to proceed as outlined in the Hay
proposal. Motion was unanimously carried.
President Daggett welcomed Earl Sciidub aiiu Ai Jaiui, represen-LdLives
of the IBM Corporation.
A presentation was given regarding hardware and software for a

Daggett stated the Commission had considerable data to think
about in order to snake a c eci_sion. He suq,-iubLed he Coimd6siori

to attend another meeting or perhaps make a decision at that
meeting.
President Daggett reviewed with Mgr. Alexander a number of
performance warnings. (Outline of deficiencies to be ready for
the May 27 meeting.)
Commissioner Lyke stated it had been brought to his attention that
a member of the Commission was being discredited and really felt
it was not possible to effectively manage a business and sow
seeds of dissension in a community - there should be an honest
relationship between Commision and management. If this practice
should continue, proper action would have to be taken.
Commissioner Beatty agreed there had been inaccurate information
in hiring and that the gas budget was somewhat out of line. He
felt the Commission should outline requirements to correct
deficiencies and set performance standards.
Motion was made by Commissioner Leatty, seconded by Commissioner
Lyke to issue Mgr. Alexander a warning on performance deficiencies
with a trial period of 90 days. Motion was unanimously carried.

There being no further business, a motion was made by Commissioner
Lyke, seconded by Commissioner Beatty to adjourn the meeting at
8:05 p.m.
