Special Meeting
November 21, 1983
Commissioners of both entities were present, also present
were Manager Alexander, Orville Kuiken, Ivan Larson and
Craig Rapp, Circle Pines City Administrator.
President Filk called the meeting to order at 12:15 p.m.
Mr. Gibas was called upon to give a brief background
history on how the Circle -Hutch Board was organized.
The primary subject of discussion was ADQ Billing -
Additional Demand Quantities (see attached correspondence
from Northern Natural Gas Company dated March 30, 1983).
The additional monthly ADQ charge to Circle Pines is $9,200.00
per year. Circle Pine; has been in contact with Charles Wheatly,
Washington Attorney, regarding the additional ADQ billing.
After considerable discussion, the following was proposed:
1. Manager Alexander schedule a meeting with
Northern Natural Gas Company to inquire if
the additional ADQ billing that Circle
Pines is paying could be eliminated.
2. If #1 is rejected, Circle -Hutch Board would
contact Charles Wheatly to file with FERC
for reduction in additional ADQ payment for
Circle Pines.
Circle Pines demand growth for the 1983 -84 heating season was
also discussed. Manager Alexander stated that the Hutchinson
Gas Division had available additional gas for the 1983 -84
heating season and with peak shaving capabilities, the
Hutchinson Utilities Commission could possibly help with any
needed volume.
The function of the Peak Shaving Plant was explained. The
question was raised regarding ownership of the Plant. It
was the concensus of opinion that it was entirely owned by
Hutchinson Utilities Commission.
The meeting was adjourned at 2:20 p.m.
