December 10, 1980
All Commissioners were present, also present were Mgr. Alexander,
Counsel Peterson, Orville Kuiken, "Butch" Wentworth and Ivan
Larson.
The meeting was called to order at 9:00 a.m. by President Filk.
President Filk opened the meeting by extending a welcome to a
staff delegation consisting of Orville Kuiken, "Butch" Wentworth
and Ivan Larson. They were representing the Utility staff in
the matter of salary adjustments for the year 1981. President
Filk explained the function and policy of the Commission regarding
this area.
"Butch" Wentworth acting as spokesman for the delegation commented
as follows:
1. Staff is very content with relations with the Utilities in
its entirety.
2. That generally supervisors of the Hutchinson Utilities were
low in salary by comparison with other like utilities.
3. Proposed that staff be granted a 3 1/2% merit increase in
fringe benefits in the form of insurance.
Ivan Larson then outlined the provisions of the suggested insurance
coverage as follows:
1. A $20,000 double indemnity policy - paid up at age 65. This
is a term type insurance with no cash value payable only on
death.
2. A loss of income protection which would cover 60% of wages
with a maximum of $1,500 per month up to 5 years. This would
not apply if worker's compensation was being paid.
3. That staff desired, in addition to the insurance coverage, a
10% cost of living increase with salaries remaining as they
were in 1980.
4. That training programs be utilized to the fullest extent.
Orville Kuiken commented on the fact that supervisors watch very
carefully the amount of overtime put in by employees. That the
responsibilities are increasing as each year goes by.

Extensive discussion took place on all phases of the requests.
It was the consensus of the Commission that three or more bids
on the insurance program should be procured. Mgr. Alexander
was instructed to inform the delegation of the Commission's
wishes. After the bids have been submitted, the Commission will
evaluate and act on the package.
Counsel Peterson asked for clarification on the Union request
for an extra 1/2 day holiday before Christmas and Good Friday.
The Commission felt this should be granted.
Mgr. Alexander discussed his own salary structure. No action
taken.
An increase in salary for Curt Dahl was discussed. No action
taken.
There being no further business, a motion was made by Commissioner
Daggett, seconded by Commissioner Tracy to adjourn at 12:20 p.m.
The motion carried.
