September 24, 1979
All Commissioners were present, also present were Mgr.
Alexander, Counsel Peterson, Don Swanson of Associated
Consultants and Tony Rude of United Power Association.
The meeting was called to order at 10:00 a.m. by President
Quade.
The meeting was opened by Mr. Rude concerning unit ,#9
being inoperative and the effect that it places on
U.P.A.
Mgr. Alexander briefly explained the reasons for the
long downtime.
Mr. Rude answered with the thought that U.P.A. was
not receiving anything for the monies they were investing.
He pointed out they had been paying the agreed amount
during the time the unit was down.
General discussion took place with all parties participating.
President Quade asked Mr. Rude if U.P.A. could continue
their payment for another month until after our October 5th
meeting with Curtiss-Wright and Rolls Royce. He also said
that if our problems were not resolved we would have to
make adjustments in the monthly payment.
Mr. Rude agreed that they would go along with us until
October 31, 1979 and if we were not producing with
unit #9, U.P.A. would cease payments until such time
that the unit may be back in operation.
The Commission agreed with this plan and requested a letter of
intent be furnished to U.P.A.
A general discussion then took place concerning energy
costs, availability, transmission of power, benefits of
Agency participation and /or going it alone.
A motion was made by Commissioner Filk, seconded by
Commissioner Tracy that approximately $200,000 would be
contributed to the City of Hutchinson for the year 1980
to be paid in quarterly payments. After discussion, the
motion carried unanimously.

There being no further business, the meeting adjourned at
12:00 noon.
