September 13, 1976
All Commissioners were present; also Mgr. Alexander, Ruth
Hakel, and Counsel Peterson and Gilmer.
The meeting was called to order by President Quade at 2 P.M.
The Minutes of the Regular Meeting of August 9, 1976, were
read and approved as read.
The Minutes of the Special Meeting of August 12, 1976, were
read and approved as read.
The Minutes of the Special Meeting of August 18, 1976, were
read and approved as read.
The Minutes of the Special Meeting of August 26, 1976, were
read and approved as read.
The Minutes of the Special Meeting of September 1, 1976, were
read and approved as read.
The Minutes of the Special Meeting of September 8, 1976, were
read and approved as read.
The motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and carried, to elect all officers by unanimous ballot to
continue in their present elected status.

Counsel Gilmer gave a report on the Worthington Lawsuit. He
reported on progress being made in the U. S. District Court as
of the 10th of September, 1976.
On a motion by Commissioner Filk, seconded by Commissioner
Tracy, and carried, it was decided to pay Paul Lemke and Son
in the amount of $16,815.38 for Estimate #3 and $8,100.00 for
Estimate A. These payments were recommended by Associated
Consultants.
The motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and carried, to pay our legal counsel Peterson and
Gilmer for services rendered in the Worthington Lawsuit in the
amount of $36.00 and $750.00 for a 6 month period retainer fee.
Mgr. Alexander presented a suggestion that our incoming propane
gas and fuel oil be metered. After discussion a motion was made
by Commissioner Filk, seconded by Commissioner Tracy, and carried,
to purchase two (2) liquid meters - one to be used for propane
gas at the peaking installation and one (1) at the 300,000 gallon
fuel oil tank near the Electric Generating Plant.

Staff wages were discussed.
The motion was made by Commissioner Tracy, seconded by
Commissioner Filk, and carried, to set salaries from
July 1 as follows:

There being no further business, the meeting adjourned at 4 P.M.
Special Meeting
September 23, 1976
All Commissioners were present; also Mgr. Alexander, Ruth
Hakel, Ivan Larson, and Counsel Peterson.
The meeting was called to order at 11 A.M. by President Quade.
Mgr. Alexander had several small internal questions that
needed Commission guidance. The next regular meeting was
set for October 12, 1976, because the regular meeting date
falls on a holiday.
Ivan Larson reported on a gas cost survey that he had compiled.
On a motion by Commissioner Tracy, seconded by Commissioner
F'ilk, and carried, it was agreed that the Gas Division raise
the charge for Natural Gas to the Electric Division from $.01
to $.06 per MCF. This is the amount charged over cost.
Counsel Peterson appeared with several documents concerning the
"Bond Sale ". Signatures were required from the Secretary
and President and were given to validate the documents.
