July 16, 1976
All Commissioners were present; also Ruth Hakel, Ivan Larson,
and "Butch" Wentworth; also Don Swanson of Associated Consul-
tants, Counsel Peterson, and Joe Casey of the Carleton Beh Co.
President Quade called the meeting to order at 9:30 A.M.
Ivan Larson and "Butch" Wentworth presented the results of a
survey conducted among the rural electrical accounts. After
lengthy discussion it was agreed that the survey didn't raise
any serious problems. The Commission also felt that a meeting
be arranged between Mr. Willis Miller and a representative of
Associated Consultants concerning the farm rate.
A discussion was held concerning furnishing the Farmers Elevator
with electrical and gas service. The cost of the gas service
expecially concerns the Commission and Orville Kuiken was instructed
to get a cost estimate.
Mr. Casey of the Carleton Beh Company presneted a report on the
upcoming Bond Issue. After discussion a motion was made by
Commissioner Filk, seconded by Commissioner Tracy, and carried,
that the suggested Maturity Schedule No. 1 of the report be adopted
and instructed the Carleton Beh Company to proceed with the prep-
arations for the Bond Sale.
Mr. Casey suggested that a sale date be set for August 25, 1976,
at 2:00 P.M. The Commission agreed unanimously.
Discussion was held relative to the Hutchinson Utilities contri-
bution to the City of Hutchinson which has been $50,000 per quarter.
Commissioner Tracy was instructed to contact Mr. Fleetham, the
City Administrative Assistant, and convey the message that the
Commission would continue in the year of 1977 with $50,000 contri-
bution per quarter.
There being no further business, the meeting adjourned at 12 noon.

Special Meeting
July 22, 1976
All Commissioners were present; also Thor Bank and Wallace Jensen
of Associated Consultants, and Ivan Larson.
The meeting was called to order by President Quade at 10 A.M.
Thor Bank of Associated Consultants presented specifications
for the construction of a 69KV line and sub- station modifications
for the Municipal Electric Utility.
After discussion a motion wasmmade by Commissioner Filk, seconded
by Commissioner Tracy, and carried, to accept the "Specs" as
presented and to advertise for Bids to be received until 2:00 P.M.
on the 18th day of August.
There being no further business, the meeting adjourned at 12 noon.

Regular Meeting
August 9, 1976
Commissioners Quade and Tracy were present; with Commissioner Filk
absent; also present were Ruth Hakel, Orville Kuiken, and Ivan Larson
of the Utilities, Rufus Alexander, and Ray Zimmerman.
The meeting was called to order by President Quade at 2:00 P.M.
The minutes of the Regular Meeting of July 12, 1976, were read
and approved as read.
The minutes of the Special Meeting of July 16, 1976, were read
and approved as read.
The minutes of the Special Meeting of July 22, 1976, were read
and approved as read.
Mr. Ray Zimmerman of the Farmers Elevator Association appeared with
questions concerning gas service. Mr. Zimmerman was advised to seek
information concerning "drying gas" from Northern Natural Gas
Company and certain Congressmen. The Commission assured him
of their help where possible.
The motion was made by Commissioner Tracy, seconded by Commis-
sioner Quade, and carried, to pay Associated Consultants in the
amount of $13,213.99 for engineering fees through April 1976.
Orville Kuiken appeared with a report on a Data Specification
Committee meeting held August 4 - 5, 1976.
The resolution was made by Commissioner Quade, seconded by
Commissioner Tracy, and carried, to employ Rufus Alexander as
Manager of Hutchinson Utilities Commission, effective September 1,
1976, with a salary of $20,000.00 for one year, plus an additional
$1,000.00 for moving expense. After a period of one year from
September 1, 1976, there will be a salary review; these conditions
having been agreed upon by Mr. Alexander in his acceptance letter
dated July 2.9, 1976.

Special Meeting
August 12, 1976
All Commissioners were present; also Dick Baril of Hutchinson Indus-
trial, also their counsel Neil Jensen and Pat Flynn.
President Quade called the meeting to order at 10 A.M.
Mr. Baril of Hutchinson Industrial appeared with questions con-
cerning gas rates and the time of increase, which was effective
June 1, 1976, for the May billing. Discussion ensued and the
representatives of Hutchinson Industrial were satisfied. The
Commission assured them that we would notify large gas users of
rate changes. Also, that the next contract would substitute the
term rate with schedule for a better clarification.
The date for the Bond Issue sale has been changed from August 2.5,
1976, to August 31, 1976. This information came from the Carleton
Beh Company.
