was voted to adjourn the meeting to June 21, 1962 at 1 PM.

Adjourned Special Meeting
June 21, 1962.
Pursuant to notice of adjournment, the meeting was called to
order by the Presidents Dr. R. I. Sheppard, with Commissioners
Dr. A. J. Thompson and W. W. Kurth also present . Supt. R. E•
Young and Attorney W. E. Reyerson were also present.
Certain discrepancies between the specifications and the proposal
by bidders were discussed, and upon motion duly made, seconded
and unanimously carried it was voted to change section 20 of
the specifications to read as follows;
Sec. 20 Time of Completion
The time of completion of the building is of the essence
of the contract, and if through fault or avoidable cause this
contractor should fail to complete by December 1, 1962, then
the Commission may retain from moneys due the Contractor the
sum of Fifty Dollars (50.00) per day, for each day the con-
struction is delayed beyond the specified time, as liquidated
damages and not as a penalty.
It was further voted that no completion date be specified in the
proposal by bidder; and further that any bid received after the
hour set in the Notice to Bidders would be returned by the
Commission unopened to the person submitting the same.
W. W. Kurth moved, and Dr. A. J. Thompson seconded the motion,
that bids be received for the construction of the electric service
building on June 272 1962 at 5 PM at the billing office, 13
Washington Ave. West, Hutchinson, Minnesota, and that notice be
given to the eight bidders who had called for specifications.
There being no further business,the meeting was adjourned.
