Special Meeting.
A special Meeting of the Hutchinson Utilities Commission was held on
November 6, 1962 at 5:00 P. M. at the office of Dr. R. I. Sheppard.
All-Commissioners were present.
Motion was made by Commissioner Thompson and seconded by Commissioner
Kurth to offer, a portion, or a part of the lot in back of the Service
Building to the City of Hutchinson for a playground and park for an
indefinite period of time. The motion was unanimously carried.
Motion was made by Commissioner Thompson and seconded by Commissioner
Kurth to have Don Comer, Attorney, handle the various angles regarding
union transactions. The motion was unanimously carried.
There being no further business, the meeting was adjourned.

Motion was made by Commissioner Kurth and seconded by Commissioner
Thompson to authorize President Sheppard to sign a letter addressed to
Mr. Richard E. Wanek, Minnesota State Labor Conciliator. (Exact copy
below). The motion was unanimously earried.

Dear Mr. Wanek;
The purpose of this letter is to invite your office under the
provisions of Minnesota Statute 179.52 to conduct an appropriate
election for all employees of the City of Hutchinson which includes
those working in the water, gas and electric utilities and the
streets, parks, and library departments and all other employees
covered under the Public Employees Reirement Act, M.S.A. Chap.353 with th

exception of elected employees and with the exception of John Keefe -
Legal Counsel, Ralph Young - Superintendent of the Utilities Commission
plant, and John Bolten - City Engineer. The reason for this request
is based on an indication of interest which we have received from
the International Union of Operating Engineers, Local #49 to repre-
sent the City employees.
In requesting this election, we wish to inform you that there
are a total of approximately sixty -three (63) employees working for
the City of Hutchinson whom we feel should be considered eligible
to vote in an elction to determine whether they desire union
representation.
We feel that such an election will be in the mutual interest of
our employees as well as in the interest of local government as we
look to the future. Your attention to this request will be
appreciated.
