Regular Meeting.
The regular meeting of the Hutchinson Utilities Commission was held
on March 24, 1970 at the home of Commissioner Filk at 2:00 P. M.
All Commissioners were present; also W. E. Reyerson, attorney for the
Hutchinson Utilities Commission.
The minutes of the regular and adjourned meeting were read and
approved as read.
As two commissioners would be out of town on the next regular meeting
date, April 9th 1uas designated as the date.
The Commission was informed that the League of Minnesota Municipalities
will hold a meeting in Minneapolis starting; April 12,1970 and the
American Public Power Association will hold a meeting in Memphis,
Tenn. starting April 26, J_:a70. Autborization was given to the Sec'y
and any Commissioner able to attend these meetings.-

Regular Meeting.
The regular meeting of the Hutchinson Utilities Commission was held

LOOP
The Secretary was instructed to advertise for bids in the Hutchinson
Leaderfor a Van truck. This truck to be used by the Natural Gas
Division. Specifications available in the Billing Office. Bids
to be opened at 2:00 P. M. on April 22nd, 1970.
Certificate of Deposits were purchased from both banks. The
interest .received on the Certificate of Deposits to be the same
or higher than Gov't. Securities. All future investments will be
determined by the interest rate.
Motion was made and seconded to allow the following increases in
salary:
Webb Exum $50.00 per month
Ralph Young $75.00 per month
These increases to be effective March 1, 1970. The increase
allowed to R. E. Young to be added to the amount now deposited
in the Employees Deferred Compensation Fund .
As the present 5,000 KV.A substation will be replaced by a 15,000-
20,000 KVA substation within two or three months, it was decided
to offer the transformer and tower to Wells, Minnesota f or $40,000.00.
The lot immediately adjoining the East property line of the
Hutchinson Utilities Commission was offered to the Utilities for an
amount of $35,000.00 by the owner, Asir. Floyd Hoel. The offer was
given consideration, however, no action was taken.
Attorney W. E. Reyer. son informed the Commission that he had obtained
a corporate seal for the Hutchinson Utilities Commission of the City
of Hutchinson, Hutchinson, Minnesota. Imprint of ;peal is attached
to this page.
Manager R. E. Young informed the Commission that an inquiry had
been made by an agency of the Government as to the possiblility of
obtaining one meter only for a low income housing project. After
discussion, it was decided to obtain more information regarding
the project.
Motion was made., seconded and unanimously carried to adopt a one
meter four -wire rate .recommended by the consulting firm of Pfeifer
and Shultz, Inc. subject to council acceptance.

Availability:
Available to any customer in the Hutchinson service
area for all lighting, heating and power uses.
Character of Service:
Alternating current, 60 Cycle, single and /or three
phase service through one meter at one location at
the secondary voltage available at the location.
Rate :
The net monthly will for service under this rate to be
calculated as follows:

Customer locations served through Multiple meters on
the effective date of this rate schedule will continue
to be served through multiple meters until the customer
makes the wiring changes necessary to accommodate
single meter service. Until the wiring changes are made
and single meter service is possible, the monthly bi7.1-
ings will be calculated under the same rate schedules
and in the same manner in effect prior to the adoption
of this General Service rate.
Fluctuatin g Load Service:
evice to fluctuating and intermittent loads such as
X -ray and transformer welding equipment which cause dis-
turbances on the utility system will be $ubiect to disconnect.

A discussion was held concerning a request from the Department
Housing and Urban Development regarding one electric meter for
apartment tuildings to serve low income families. A decision
made to stay with the regular regulation: KVIH in each step to
be multiplied by the number of apartments.
