Special Meeting.
October 21, 1970.
A S'peciaj Meeting of the Hutchinson. Utilities Commission was
held on October 21, 1970 at the Power Plant.
All Commissioners were present; also H. Steve Wacker, Assistant
Manager, William Eslick,, Electrical Engineer and representatives
from Associated C onsu> tants .
Motion was made, seconded and unanimously carried to accept the
drawings submitted- for the building addition which is to be
erected to house the General Electric unit.
Motion was made, seconded and unanimously carried to advertise
for bids. Advertisement for Bids to be printed in the Oct-28,
1970 Hutchinson Leader. Bids to be opened on the 24th of Nov.,
1970. (Copy of advert is ment for Bid to be attached to the face
of these minutes.)
Motion was made, seconded and unanimously carried to send
representatives to Omahas Nebraska on November 1, 2 and 3rd
for the purpose of attending a meeting with Northern Natural
Gas Company.
There being no further business, motion was made, seconded
and unanimously carried to adjourn the meeting.

To the Hutchinson Utilities Commission:
This letter is written to inform the Commission that at
the present time the Utilities has two wells. A short
time ago the well located at the south side of the tracks
started pumpting stones which resulted in plugged heat
exchangers on the engines.
We have just been informed by General Electric that the
new generating unit will require 1500 gallons of water per
minute.
It is imperative that we have a stand -by well and that one
be drilled immediately.
This new well will have to be drilled before construction
on the new building is started as it will be incorporated
in the f oundation of the building. Therefore, I feel that
the Commission should contract for the drilling as soon as
possible in order to be assured of enough water for the
present plant and also be assured of a well before the
foundation for tt,e building is started. In my opinion we do
not have the time to draw -up specifications and to call for
bids and still be a blP to complete the well with a time limit.
With the present condition, we would be in an impossible
situation if the other well. broke down.

NOTICE TO CONTRACTORS — Sealed
proposals will be received by the
Hutchinson Utilities Commission for
the City of Hutchinson, Minnesota, at
the Hutchinson Utilities Office until
2:00 P. M., November 24, 1970, at which
time the proposals will be publicly
opened and read aloud. The proposals
will provide for furnishing all ma-
terials, equipment, and labor to con-
struct a new generator building.
All work and materials are to be in
accordance with the plans, specifica-
tions and proposed form of contract
now on file at the Municipal Utilities
Office, 22 Main Street North, Hutchin-
son, Minnesota, and by this reference
made a part hereof as though fully
set out and incorporated herein.
All proposals and bids in connection
therewith shall be submitted to the
Superintendent of the Hutchinson
Utility Commission on or before the
time set for opening bids. All proposals
shall be made on official form of �ppro-
posal furnished by the Utilities Com-
mission, and any alterations in the
official form of proposal will entitle
the Utility Commission, at its option,
to reject the proposal involved from
consideration. Each proposal shall be
sealed and plainly identified.
Each proposal shall be accompanied
by a bid bond or by a certified check
in an amount equal to 5% of the
amount of the bid proposal, and made
payable to the Utilities Commission of
Hutchinson, which shall be forfeited
if the successful bidder neglects or re-
fuses to enter into contract and to
furnish bond after his proposal shall
have been accepted.
No bidder may withdraw a proposal
for a period of 30 days after the date
set for opening bids.
The successful contractor will be
required to furnish a performance and
payment bond in an amount of 100%
of the contract.
The Hutchinson Utilities Commis-
sion does hereby reserve the right to
reject any or all bids, and enter into
such contracts as it may deem to be
to the best interests of the munici-
pality.
Work will be awarded to the quali-
fied contractor making the lowest bid.
The plans and specifications may
be Examined at the Municipal Utilities
Office, Hutchinson, Minnesota, or at
the office of Associated Consultants,
420 Sexton Building, Minneapolis, Min-
nesota 55415.
Copies of the plans and specifications
may be obtained from Associated Con-
sultants, 420 Sexton Building, Minne-
apolis, Minnesota, 55415, by making a
payment of Twenty Dollars ($20.00)
which will be refunded to those who
file a bona fide bid in their own name
and return the plans and specifications
in good condition within ten (10) days
after the date of Award of Contract.
A refund of ten dollars ($10.00) will
be made to all others who return the
plans and specifications in good con-
dition within the same time period.
