All Commissioners were present; also Mgr. Wacker, Warren Macemon and
Counsel Peterson.
President Quade called the meeting to order at 1 p.m.
Minutes of the Regular Meeting of July 14, 1975, were read and approved
as read.
Minutes of the Special Meeting of July 25, 1975, were read and approved
as read.
A letter was read from Westinghouse Corporation requesting an ex-
tension of the Bid Time.
A motion was made by Commissioner Filk, seconded by Commissioner Tracy,
and carried, to instruct Associated Consultants to send addendums chang-
ing the bid opening date to October 13, 1975, at 3 p.m. and other speci-
fication-changes as necessary, including power range of 20 to 30 megawatts.
Warren Macemon of H.A.V.T.I. appeared and discussed the existing lease
on the former Gas Warehouse. He requested consideration to continue
the lease as it stands, or terminate June 30, 1976, or terminate by
November 1, 1975.
After discussion a motion was made by Commissioner Filk, seconded by
Commissioner Tracy, that we will not terminate the lease before June 30,
1976, and will review it again at that time. A letter will be sent
to Mr. Macemon of this action.
Mgr. Wacker presented a request by the State Employment Agency to
lease the former Utilities Office for a period of 2 years with an op-
tion to buy at the end of the lease. Counsel Peterson was instructed
to prepare a proposal for the consideration of the State Department.
On a motion by Commissioner Filk, seconded by Commissioner Tracy,
and carried, the following bills were allowed:

After idscussion a motion was made by Commissioner Filk, seconded by
Commissioner Tracy, and unanimously carried to contribute an amount
up to and not to exceed $200,000 to the City of Hutchinson for the
1976 -77 fiscal year.

Special Meeting
August 28, 1975
All Commissioners were present; also Mgr. Wacker and Counsel Peterson.
The meeting was called to order by President Quade at 10 a.m.
Mgr. Wacker presented a proposal agreement with the International
Brotherhood of Electrical Workers, Local 949, to be referred to as the
"Union ". A detailed discussion followed with recommendation made con-
cerning certain articles. Counter agreement will contain the changes.
Agreement attached.
A motion was made by Commissioner Filk, seconded by Commissioner Tracy,
and carried, to present to the "Union" negotiators the proposed agree-
ment with a wage schedule showing a 4% increase. The meeting will be
