All Commissioners were present; also Ruth Hakel, Don Swanson,
Frank Fleetham, Howard Madsen, and Counsel Peterson.
President Quade called the meeting to order at 2 p.m.
The minutes of the Regular Meeting of January 12, 1976, were read
and approved as read.
The minutes of the Special Meeting of January 21, 1976, were read
and approved as read.
The minutes of the Special Meeting of January 26, 1976, were read
and approved as read.
Frank Fleetham, the City Administrative Assistant, appeared explain-
ing the proposed fiscal year change from April 1 to January 1.
After discussion the Commission assured Mr. Fleetham that we would
work with the City if our year dates should conform. Mr. Fleetham
also suggested combining the billing of water and utilities, with
the possibility of this being done within the next year or two.
The motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and carried, to allow the following bills:
Peterson & Gilmer December services $252.85
January services 148.49
A motion was made by Commissioner Tracy, seconded by Commissioner
Filk, and carried, to pay Associated Consultants $6,924.69 for
services and expenses.
The motion was made by Commissioner Filk, seconded by Commissioner
Tracy, and carried, to pay Curtiss - Wright Corporation $2,000.00 to
proceed with the piling design as per letter dated February 4, 1976.
Hon Swanson of Associated Consultants presented some information on
a proposed rate increase schedule. Mr. Swanson will come back at a
future date with more detailed information in selected areas.
Commissioner Tracy reported that he had appeared before the City
Council on January 27, 1976, at its regular meeting. The following
resolution was made after his presentation:
WHEREAS, the energy producing segments of our economy have under-
gone unpredictable fluctuations in recent years, and
WHEREAS, the Utilities industry has adopted a more flexible
method of computing costs, and
WHEREAS, The timeliness of passing any cost modifications on to
the consumer can greatly effect the cash flow of any utility, and

WHEREAS, the.Hutchinson Utilities Commission has proven its
excellent management capabilities, and
WHEREAS, the goal of the Hutchinson Utilities Commission
is to provide a gas and electric utility at the lowest possible
price to the consumer.
THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUTCHINSON, MINNESOTA:
That the Utilities Commission is hereby authorized to compute
the fuel cost adjustment on a monthly basis with a quarterly
report being submitted to the City Council for review.
Howard Madsen of Madsen Agency appeared with a tentative figure
on Boiler Insurance. He stated that coverage on the Gas Turbine
Stag Unit would be $2,411.00 per year with an $85,000 deductible
clause, with binder coverage in effect. A company representative
will be out in the near future with a policy.
Richard Peterson of Peterson and Gilmer appeared and reported on
the Supplement Number 2 (to the original Agreement dated October 11,
1965) to the Interchange Service Agreement between Municipal
Utilities Commission of the City of Hutchinson and United Power
Association.
After discussion a motion was made by Commissioner Filk, seconded
by Commissioner Tracy, and carried, to rescind a motion made
November 17, 1975, to accept the Supplement and substitute a new
motion to accept Supplement Number 2 to the original with the
supporting letter dated February 3, 1976.
Don Swanson reported on Manager applications. Detailed discussion
ensued on 14 applicants. Mr. Swanson was instructed to contact
selected persons for further information to assist the Commission
in its final selection.

Special Meeting
February 12, 1976
All Commissioners were present; also Ruth Hakel, Orville
Kuiken, and Beverly Popp.
The meeting was called to order at 1 p.m. by President Quade.
A report was given by Ruth Hak.el on general office conditions.
Advertising for bids to furnish and install Fuel Oil Storage
Capacity will be in the Hutchinson Leader for two consecutive
weeks. Bids are to be in by 2 p.m. March 8, 1976, at the
Hutchinson Utility Office.
