Regular Meeting
September 2, 1997
(August's Meeting)
All Commissioners were present. Also present were Manager Kadrmas and
Counsel G. Barry Anderson.
President Ward called the meeting to order at 3:00 p.m.
Bea Summerfield, representing Augusta Housing (Crow River Apartments on
Century Avenue, Hutchinson) was welcomed to the meeting. She explained their
concern of being charged $15 administration fee because of late payments. They
cut their checks on the 10th and 25"' of the each month and by the time their
personnel sign the checks, and if we receive payment after the due date, their
account is accessed $15 administration fee. Ms. Summerfield asked if the due date
could be changed. Discussion followed regarding the possibility of going on the
`budget payment plan' or the `automatic bank payment plan', as we cannot change
the due date. Mgr. Kadrmas will have Nate Smutka, Electric Metering Supervisor,
contact Mr. Wanders, Manager of Augusta Housing, and discuss the options.
Counsel Barry Anderson arrived at 3:05 p.m.
The minutes of July 28, 1997 regular meeting were reviewed. A motion was made
by Commissioner Ackland, seconded by Commissioner Carls to approve the
minutes as written. Motion was unanimously carried.
The July payables were discussed. A motion was made by Commissioner Ackland,
seconded by Commissioner Gilmer to accept the payables in the amount of
$1,545,646.43 (detailed listing in payables book). Motion was unanimously carried.
The 1997 year -to -date (thru July) financial and budget reports were discussed. A
motion was made by Commissioner Wetterling, seconded by Commissioner Gilmer
to accept the financial and budget reports. Motion was unanimously carried.
Mgr. Kadrmas presented a request for bids for 69KV Conduit System. After
discussion, a motion was made by Commissioner Ackland, seconded by
Commissioner Carls to advertise for bids. Motion was unanimously carried.
Mgr. Kadrmas presented a request for bids for 69KV XLPE Power Cable. After
discussion, a motion was made by Commissioner Ackland, seconded by
Commissioner Carls to advertise for bids. Motion was unanimously carried.

General Manager's Report
• Landscaping is complete on the grounds at the Utility Center.
Mgr. Kadrmas presented two proposals for the paving of two areas behind the
Utilities center (150'x 78' and 150'x 62')
Mid- Minnesota Hot Mix, Inc. $21,700
Wm. Mueller & Sons, Inc. $26,250
After discussion, a motion was made by Commissioner Wetterling, seconded by
Commissioner Gilmer to award the bid to Mid - Minnesota Hot Mix, Inc. Motion was
unanimously carried. Further discussion took place and a motion was made by
Commissioner Carls, seconded by Commissioner Ackland to adjust the budget by
moving $9,000 from Work Order #59702 (add welding & paint booth) to Work Order
#59705 (pave & enlarge storage yard) to cover the cost of paving of the two areas,
and move the 'Add Welding & Paint Booth' to the 1998 budget. Motion was
unanimously carried.
Counsel Anderson reported on the 5 -year annexation plan, particulary the City
policy regarding purchase of existing McLeod Coop Power Association customers.
HUC presently pays 2 % times their gross revenue to acquire existing customers.
For bare ground the City pays $800 per building lot which is then charged back to
the customer. HUC does not charge back to the property owner, any portion of the
cost of acquiring customers. The annexation of existing homes on Jefferson Street
and the southwestern part of town (south of Dale Street and south of South Grade
Road areas) would be a substantial expenditure for Utility rgyenue. Counsel
Anderson asked if the Board wants to alter its polio Pno If A, in vyj�at manner. After
discussion it was decided that Mgr. Kadrmas will chgr,; with Qther cities our size to
see what they are doing on this issue, and will repot 094K to the Commission
Board at the September meeting.
Mgr. Kadrmas presented notification that Indian Oil accepted an offer of $102,000
from Priam Oil Company for the purchase of all right, title and interest of Sonat II
Group in Killebrew Well #1 -220 Sec. 220, Blk 42, H &TC Survey; and Morrison Well
#2 -213 Sec 213, Blk 42, H &TC Survey, in Roberts County, Texas, effective June
1, 1997. A motion was made by Commissioner Gilmer, seconded by Commissioner
Wetterling to authorize President Ward to execute the recommendation and to sell
the wells. Motion was unanimously carried.
Counsel Anderson has not heard from Hap Levander regarding the McLeod Coop
Power Association issue. He was asked to call if he had any questions, but Counsel
Anderson has not heard from him. Counsel Anderson will report at the September
meeting if Mr. Levander has any questions, and will also report on the new Golf
Course.

• Mgr. Kadrmas reported that the working of 4 -10's (four - 10 hour
days) is working out well and the crews like it.
There being no further business, a motion was made by Commissioner Wetterling,
seconded by Commissioner Carls to adjourn the meeting at 4:20 p.m. Motion was
unanimously carried.

September, 1997, and will publicly open and read aloud such Bids on the following work
and equipment:

Proposals shall be properly endorsed and delivered in an envelope marked,
"69KV CONDUIT SYSTEM" and shall be addressed to: Hutchinson Utilities Commission
of the City of Hutchinson, 225 Michigan Street, Hutchinson, Minnesota 55350.
All proposals shall be submitted in duplicate on the Bidder's own letterhead in
facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the Proposal
Form enclosed with the Specifications by typing the official name of the Bidder at the top
of the form.
Each proposal shall be accompanied by a Bid Bond, made payable to the
Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson, Minnesota, in the
amount of five per cent (5 %) of the Bid, as a guarantee that the Bidder will enter into the
proposed Contract and provide a Performance Bond after his Bid shall have been
accepted.
The successful Bidder shall furnish a Performance Bond in an amount equal to one
hundred per cent (100 %) of the Contract price to the Owner prior to the approval of the
Contract.
No Bidder may withdraw his Bid or Proposal for a Period of thirty (30) days after
date of opening of Bids.
At the aforementioned time and place, or at such later time and Place as the Owner
then may fix, the Owner will act upon Proposals received and with its sole discretion may
award Contract(s) for the furnishing of said equipment.
The work shall be started within ten (10) days after award of Contract(s).
Specifications and Plans are available at the Office of the Hutchinson Utilities, 225
Michigan Street, Hutchinson, Minnesota 55350.
