1. Tim Ulrich called the meeting to order at 7:00 a.m.
2. Consideration of minutes from February 22, 2002 meeting.
Jim Haugen made a motion to approve the minutes from the February 22, 2002 meeting. Keith
Fischer seconded the motion. Tim Ulrich asked for discussion. The motion passed.
3. Consideration of Financial Statements from February 2002.
Don had a question on the transfer of funds. Christie indicated that Ken would make the transfer
from the downtown loan program to the EDA fund.
Jim Haugen made a motion to approve the financial statements from February 2002. Keith
Fischer seconded the motion. Tim Ulrich asked for discussion. The motion passed.
4. Consideration of one - motion agenda
Bob Windel made the motion to approve the one - motion agenda. Jim Haugen seconded the
motion. Tim Ulrich asked for discussion. The motion passed.
5. Executive Directors Report
Christie Rock gave the Executive Directors Report
■ Community development loan program software is up and running
■ Agri Star isn't interested in moving to Hutchinson at this time
■ County Commissioners are not interested in discussing a countywide EDA until after the
Legislature is finished with its budget process
■ Downtown Newsletter will be coming out soon
■ American Energy Systems open house scheduled for March 22
6. Update on the Downtown Revitalization Master Plan
Christie Rock gave the update on the Downtown Revitalization Master Plan. Christie talked about
the March 7`'' meeting at the Fire Station. Christie also mentioned that the next time the HKGi was
going to be here would be on April 22. The next public open house is scheduled for May 6t''. Keith
Fischer mentioned to Christie that HKGi should try to meet with George Quast to talk about some
plans that George has had for the downtown.
7. Consideration of letter of agreement with Claybaugh Preservation Architecture
The EDA is considering adding an additional $3,000 dollars onto the Master Plan, so Claybaugh
Architecture can take a look at and right up some plans for Park Elementary.
Keith Fischer made a motion to approve an extra $3,000 to Claybaugh Preservation
Architecture, so they can produce some plans for Park Elementary within in a reasonable time
period. Jim Haugen seconded the motion. Tim Ulrich asked for discussion. The motion passed
with one abstention from Bob Windel.
8. Consideration of option agreement for land acquisition for industrial park expansion
Discussion took place regarding the value of getting an option on the Stritesky property when in
reality the land we really want is the Hackbarth property. Tim Ulrich asked Council Members Jim
Haugen and Duane Hoversten to comment on the option agreement. Duane feels that an option
agreement locks us into the Stritesky property. It should not be used as a negotiating tool with
Hackbarth.
Discussion also took place regarding acquiring the Hackbarth property via condemnation. This
would enable the EDA to obtain the property at a fair price. This has never been done before in
Hutchinson, however, this is a good opportunity since the land would be acquired for a public
purpose, to expand the industrial park. Jim and Duane suggested that Christie and Tim attend the
Leadership Team meeting on the following Tuesday to run the idea of condemnation past the other
council members.
A decision was made not pursue an option on the Stritesky property at this time.
9. Consideration of participation in the Minnesota Community Capital Fund
This item was tabled until the April 26 meeting.
10. Chamber of Commerce Report
Mike Cannon gave the Chamber of Commerce Report. Mike gave a medical report on how Vi and
Sue are doing. The next business after hours will be April 11`h at Ridgewater College. The Agri Talk
Show is this weekend. Mike mentioned that on May 15`h the New Ulm Chamber of Commerce will
be visiting Hutchinson. The Events Center Dedication will be on May 10`'

12. Other Business
Next meeting with Hoisington Koegler is scheduled for April 22
The next public open house is scheduled for May 6, from 5:00 to 7:00 p.m. at the City
Center
13. The next meeting is scheduled for April 26 th, 2002
14. Adjournment
A motion was made and seconded to adjourn the meeting. The meeting adjourned at 8:45 a.m.
