04-04-1938 HUCMMonthly Meeting April 4, 1938 The regular monthly meeting of Commission was held in the office of 7 P.M. . The minutes of the meetings lst, 1938, were read and approved as Dr. R. I. Sheppard, Dr. A. J. Commissioners, and R. W. Strbhmeier, present. the Light & Power the President, at held. March 7, & April read. Thompson, R. W. Dahl, Superintendent were r.► J That during December of 19 37, with the Municipal Electric Plant in normal operation and carrying prac- tically all of the City load, the peak demand for City use reached 800 KW. .That from the above factasfrom the den ay, ge. general increase in the use of electricity and the known increase of connected load to the Municipal Electric Plant lines, either now actually connected or definitely assured during the present year,.a City peak demand during December of this year of considerably in excess of 900 KW seems definitely assured, with.a possible 1000 KYa or more to be expected, and Since the full load capacity of either two of our present units is 860 KW, and Since it is standard power plant practice and a reasonable safety measure to consider one unit as; -being unavailable at any given time, and Since this Commission is charged with the responsibility of maintaining to the best of their ability satisfactory operation and continuity of service and, Due to the absence of Paul J. Anderson, R. W. Strohmeier acted as Secretary. Commissioner Thompson introduced the following o C W m Resolution and moved its' adoption: m m o RESOLUTION 5 c 0 0 That at the time of preparing plans for the Municipal C Electric Plant the Buell & Winter Engineering Company a o o 0 � checked the peak load conditions as existing during Cn the late fall and early winter of 1935 and found the City CD Z3 o peak demand to be approximately 550 RW. 0 C °o That for the similar season .of 1936 we have no 3 0 complete accurate data, since at that time the cut -over of service from the Northern States Power Company lines CD n. to Municipal Electric Plant lines was in progress and ; the rapidly changing number of customers left no stable N N load conditions on either system. However, with cut- o ;o over an estimated 60 to 650"f complete the Municipal °) 0 Electric Plant experienced a peak demand in December 1936 of 420 KW. Since vdth the present varied use of electricity, continuity of service to the residences and industries of the City is in the nature o£ _a necessity and inter- ruptions of such service must be as__ infrequent and of as short duration as is possible, therefore, We deem it necessary to take immediate steps toward the installation of an additional engine and generating unit to the end that continuity of service during the peak load period of December 1938 may be reasonably assured, therefore, BE IT RESOLVED: that we engage the Buell & Winter Engineering Company of Sioux City, Iowa and Minneapolis, Minnesota to engage in a load study and to prepare complete,. plans, and specifications and' form of contract covering the purchase of such engine and generating unit, said unit to be of not less than 600 KW capacity nor of more than 1200 KIN capacity, and that the Buell & Winter Engineering Company be paid a flat sum of Two Thousand Five Hundred Dollars ($2500.00) for such services and for their assistance in the awarding of contracts, super- vision of installation, and tests and acceptance of the units and BE IT FURTHER RESOLVED, that this Commission take such additional steps as may be necessary from time to time to the end that such an installation will be complete and in an operative condition prior to the expected peak load period of November and December 1938. The motion was seconded by Commissioner Dahl. On roll call President Sheppard voted Aye, Comm- issioner Thompson voted Aye, Commissioner Dahl voted Aye, 'whereupon President Sheppard declared the Resolution duly adopted. M. . Dr. R. I. Sheppard, Dr. A. J. Thompson, R. W. Dahl, Commissioners, and R. W. Strohmeier were present. Commissioner Thompson introduced the following resolution, and moved its adoption: RESOLUTION BE IT RESOLVED, by the Light & Power Commission of the City of Hutchinson, Minnesota, that the plans and specifications for the installation of a fourth unit in the present plant building as prepared by the Buell & Winter. Engineering Company, beand the same hereby are approved and accepted. BE IT FURTHER RESOLVED, that the Buell & Winter Engineering Company, be andtheY hereby are instructed to write each and every bidder who submitted bids on the original plant equipment forthe Light '& Power Plant of the City of Hutchinson, asking each and every one to submit bids on the proposed new addition and equipment. BE IT FURTHER RESOLVED, that Friday May the 6th, at the hour of 10 A.
