MINUTES
Parks, Recreation & Community Education Advisory Board
April 5, 2004
Members Present: Mike Schiesl, Jay Beytien, Bill Arndt, Kirk Kosel, Bernie Miner and Mary
Inglis. Also present were DolfMoon, John McRaith, September Jacobsen and Karen McKay.
The meeting was called to order at 5: 15 pm
A motion made by Bill Arndt and seconded by Mary Inglis approved the minutes dated February
2, 2004. The motion passed unanimously.
ANNUAL REPORT
John McRaith, Recreation Services Coordinator presented a review of2003 goals and program
statistics to board members.
- The middle school age soccer program began with parent volunteers organizing the games and
practices. John attends meetings and offers programming suggestions.
- The Recreation Center courts have been sponsored for the next five years at $500 per court per
year. Bernick's Pepsi is sponsoring the Recreation Center building for $50,000, which provides
funding for a divider curtain and flooring in the facility. The curtain is royal blue; the floor will
be blue and charcoal. The lighting will also be upgraded this year. Kirk told the board that when
playing volleyball, the ball is lost in the overhead lights. That issue will be addressed with bi-
level lighting that provides a glare guard. The new lights will be an energy saving repair.
Repairs/replacements are becoming necessary; the Recreation Center is 18 years old.
-John attends the Hutchinson Junior League Baseball meetings. The registration is taken through
the PRCE Office. John will be writing the schedules and assigning the umpires.
-A sporting goods garage sale is a goal that John believes would be great opportunity for people
to buy and sell used sporting goods. This goal is in the idea stage.
- The Parks, Recreation & Community Education web page provides information, schedules and
a web store, which provides internet users an opportunity to register for some of the PRCE
programs, mainly those without class limits.
- The participant numbers in adult programs reached a high in 1997 and have leveled off in 2002
and '03. The youth participant numbers have remained stable.
Goals for 2004 include:
-Oversee the development of the middle school age United Soccer Association program.
-Develop the on-line web store.
-Renew youth sponsorships for another three-year term in the amount of$ll,OOO.
-Become more efficient with the registration process, all of the PRCE employees have the
capability to take phone in registrations at their computers.
-Develop divisions for girls in sports, past numbers suggest that participation increased with
separate divisions for boys and girls.

- There will be 30 tournaments in the City's facilities including a 14 and under state baseball
tournament. Hutchinson will host the State Amateur Baseball tournament in 2005. Associations
supply staff for tournaments as a fundraiser for their organizations.
Jay Beytien asked about a message board outside the Civic Arena. Dolftold the board that
funding is not available, but a sponsor would be welcome.
September Jacobsen, Receptionist at the Event Center presented a slide show of some of the
major activities that took place at the Event Center including the Twins Caravan, ajob fair, 3M
Craft Fair, Ambassadors Food Fair and a Comedy Show. Other groups have booked marketing
and financial group meetings. Rentals coming up are wedding receptions and dances and an art
show. There are many daily activities for the senior citizens at the Event Center including
fellowship dinners, arts and crafts, cards and games, book club, "Red Hat Society", defensive
driving, and various clinics. Altogether there were 421 activities at the Event Center in 2003.
NEW BUSINESS
Mass Registration is scheduled for Tuesday, May 4th 6:00-8:00 pm. Board members are
encouraged to volunteer to help cashier and distribute registration forms.
BOARD MEMBER ITEMS
Bill asked about the 150th Anniversary celebration. Dolftold the board that the PRCE would be
heavily involved in activities. There will be a kick off event at the Event Center and a four-day
block party.
ADJOURNMENT
The meeting was adjourned at 6:20 pm by a motion made by Bill Arndt, and seconded by Bernie
Miner. The Board unanimously agreed.
