Members present: President Dwight Bordson; Vice President Robert Hantge, Secretary
Craig Lenz; Commissioner Donald H. Walser; Commissioner Paul Nordin; Attorney
Marc Sebora; General Manager Michael Kumm
President Bordson called the meeting to order at 3:00 p.m.
GM Kumm presented the 2011 budget. After discussion, a motion was made by Vice
President Hantge, seconded by Secretary Lenz to approve the 2011 budget. Motion
was unanimously carried.
Discussion was held regarding items on the agenda for the HUC /City Joint meeting on
January 26, 2011. City will inform us of items they would like to see on the agenda.
Discussion was held regarding a request from Common Cup to donate to the Food
Outreach Program. By law HUC cannot use tax payers' money for any kind of donations
or fund raisers. It was decided that HUC will not donate any monies to Common Cup for
the Food Outreach Program.
President Bordson stated that the PILOT (Payment In Lieu Of Taxes) message on the
billing statements should be easy to understand, explaining that 2.75% of your bill is
given to City of Hutchinson.
President Bordson inquired if there were any items of new business to discuss.
Commissioner Hantge stated that as part of the discussion on the Utilities budget, he
wished to discuss the performance of the General Manager, Mike Kumm. With Mr.
Kumm's permission the meeting remained open.
Commissioner Robert Hantge commented that he had received comments from other
commissioners regarding Mr. Kumm's performance over the past year. The comments
that Mr. Hantge received from the other commissioners were all very favorable. Each
member of the Commission commended Mr. Kumm on the outstanding job that he is
doing for the Utilities. Among the accomplishments of Mr. Kumm cited by the
Commissioners was the vast improvement in the cash position of Utilities. During Mr.
Kumm's tenure, the cash reserve of the Hutchinson Utilities Commission has increased
from $500,000 to $12 million. A motion was made by Commissioner Hantge and
seconded by Commissioner Walser to award Mr. Kumm a merit increase in pay of
4.8 %.
Commissioner Hantge expressed concern about the ability for Mr. Kumm to earn
performance increases in the future because of the limits placed on salaries for
municipal employees by the Governor's salary cap. It was the consensus of Utilities
Commission to allow Mr. Hantge to explore compensation alternatives for Mr. Kumm
including the possibility of seeking an exception to the Governor's salary cap in
conjunction with our legislators.
There being no further business the meeting was adjourned at 4:19 p.m.
