President Bordson called the meeting to order at 3:00 p.m.
The minutes of the May 27, 2009 regular meeting were reviewed. A motion was made
by Commissioner Walser, seconded by Secretary Wetterling to approve the minutes as
written. Motion was unanimously carried.
The May 2009 payables were discussed. A motion was made by Commissioner Lenz,
seconded by Secretary Wetterling to ratify the payment of bills in the amount of
$2,843,621.62 (detailed listing in payables book). Motion was unanimously carried.
GM Kumm presented the May 2009 financial statements /budget year -to -date. After
discussion, a motion was made by Secretary Wetterling, seconded by Vice President
Hantge to approve the May 2009 financial statements /budget year -to -date. Motion was
unanimously carried.
Discussion was held regarding CMMPA baseload agreement. An agreement is being
updated and several alternatives are being taken into consideration. When the pricing is
firm we will have an agreement.
GM Kumm presented changes to policy on disposal of surplus property. This is the on-
going review of policy updates. After discussion a motion was made by Commissioner
Walser, seconded by Commissioner Lenz to approve the changes to policy on disposal
of surplus property. Motion was unanimously carried.
GM Kumm presented changes to policies and requirements booklet, electric sections:
electric meter replacement; sealing of meters; meter testing. This also is the on -going
review of policy updates. After discussion a motion was made by Commissioner Lenz,
seconded by Commissioner Walser to approve the changes to the policies and
requirements booklet. Motion was unanimously carried.
GM Kumm reported on the following:
• We are still analyzing wind generation
• An issue has arisen within the union personnel not wanting to do gas work
outside the city limits of Hutchinson. A meeting will be scheduled with the union
stewards and the business agent to settle this issue.
• Working on territory negotiations
• Working on the funding opportunity for AMI
• Will work with MMUA to try and change legislation at next legislative session
regarding monies left over from the CIP grant program. HUC wants to give
excess funds to Heartland Community Action Agency to help Hutchinson
residential customers who qualify, to pay their utility bills.

• We've been generating quite a lot because of the heat
• Will start phase 2 on the downtown power plant project
Gas — John Webster
• Assisted with reading meters
• Working on natural gas line on Airport Road — then will go to Otter Street —
then Judson Woods
• Installed 57 new services outside city limits — 6 new services within city
limits
• Ohly Americas has contacted us wanting information on transportation of
natural gas, and information on transportation and commodity
• US Energy has contacted us wanting information on transportation rates
Vice President Hantge commended the service crew when carbon monoxide alarms
were going off on his property. They were very knowledgeable, courteous, and
professional when responding to their call.

Policy on Disposal of Surplus Property
DISPOSAL OF EXCESS PROPERTY
DECLARATION OF SURPLUS; SALE AUTHORIZATION.
The General Manager may, from time to time, recommend to the Hutchinson
Utilities Commission that certain personal property (chattels) owned by the
Hutchinson Utilities Commission is no longer needed for utility purpose and
should be sold. By action of the Commission, this property shall be
declared surplus, the value estimated and the General Manager authorized
to dispose of that property in the manner stated herein.
SURPLUS VALUED UNDER $100
The General Manager may sell surplus property with a fair market value of
less than $100 through negotiated sale. Surplus personal computers greater
than three years old may be donated directly to public schools in the city.
SURPLUS VALUED OVER $100
The General Manager shall offer for public sale, to the highest bidder, surplus
property with a fair market value over $100. Notice of the public sale shall be
given stating time and place of sale and generally describing the property to be
sold at least ten days prior to the date of sale by publication once in the official
newspaper. The sale shall be to the person submitting the highest bid.
DISPOSITION OF PROCEEDS
All receipts from sales of surplus property under this policy shall be placed in
the fund from which it was purchased.

PROHIBITED PURCHASES
It is unlawful for any person to be a recipient of property under this policy if
that purchase is prohibited by the terms of this policy.
ELECTRIC METER PLACEMENT
Hutchinson Utilities Commission reserves the right to specify the electric meter location
on all installations.
Electric service lines and meter housing metering facilities are the property of the
home /business owner.
Meters may be relocated to a location agreed upon by HUC. The customer will be
responsible for all costs involved in relocating these facilities.
All meters must be located on an external wall. New construction electric meters must
be located within 10 feet of the natural gas meter if HUC is providing both services.
Electric meters shall be readily accessible at all times for, disconnection, examination,
reading, replacement or necessary maintenance.

need to be moved to a location agreed upon by HUC, at the home /business owner's
expense.
Hutchinson Utilities Commission requires a minimum of a 3 -foot clear zone in front of
the electric meter.
Reasonable care must be taken to protect all metering facilities when remodeling,
roofing, painting, etc. In the event of damage to the electric facilities, the customer shall
be responsible for the cost of repairing or replacing the electric facilities.
Conditions may exist which may require other restrictions or distances (e.g. multiple
meters or commercial /industrial).
Any exceptions require the approval of Hutchinson Utilities Commission prior to
the start of construction. If violations or deviations are determined, the customer
will be responsible for the cost of the correction.
Single Family Dwellings
All residential electric metering facilities shall be located on the side of the home within
six feet of the front building wall and 60" from finished grade. Front building wall is
defined as the wall nearest the street of the resident's living space.
Multi - Family Dwellings /Multiple Business Establishments
All HUC electric meters must be located on the exterior wall of the building. Individual
metering is required for each single - family private residence contained in a multi - family
dwelling and each separately owned and /or operated business. In addition, if required, a
"house meter" shall also be required installed in these establishments
Commercial or Industrial
All commercial and industrial electric meters must be located outside. If remodeling is
done on the premises, which would cause the meter to be located inside, the owner, at
owner's expense, must relocate the meter.
SEALING OF METERS
Electric meters and current transformer housings, which have been sealed by HUC, shall not be
broken or tampered with without the consent of HUC except in emergency cases. HUC shall be
notified immediately after a seal has been broken. If HUC is not notified and HUC personnel
discover a broken seal, a $10 broken seal charge may be assessed to the customer. Meter
readings personnel will inspect all meters and seals as they are reading meters.
Seals will be assigned to each meter /account by color according to the following:
Gray Seal Regular Account
Red Seal Meter Disconnected for Non - Payment
Blue Seal Meter Disconnected by Customer Request
Yellow Seal Life Support Equipment
METER TESTING
HUC will test all meters periodically for accuracy and mechanical condition. All electric
meters must be accurate within 2 %, plus or minus, at full and light load. Upon request of
the customer, HUC will test the accuracy of an electric meter. If the meter is found to be
registering more than 2% fast, there will be no testing charge to the customer. If the
meter is found to be accurate within the 2% limit, a $40 trip charge will be made billed to
the customer. HUC will have has the right, at its option and expen6°, to place special
meters on the premises of a customer for the purpose of special te6ts testing of all or
part of the customer's load at no expense to the customer.
