President Walser called the meeting to order at 3:00 pm.
After discussion Commissioner Hantge made a motion to approve the minutes of the
June 27, 2007 Regular Meeting with changes to the fourth paragraph, first sentence:
“Vice President Wetterling made a motion to move into closed session to discuss union
negotiations at 3:30 p.m.” Commissioner Bordson seconded the motion and it passed
unanimously.
After discussion Commissioner Bordson made a motion to ratify the payment of bills in
the amount of $3,469,448.85 (detailed listing in payable book). Vice President
Wetterling seconded the motion and it passed unanimously.
After discussion Vice President Wetterling made a motion to approve the financial
statements/budget year to date. Commissioner Bordson seconded the motion and it
passed unanimously.
After discussion Commissioner Hantge made a motion to approve the changes to the
residential deposits section of the policies and requirements booklet subject to two
requested changes. Vice President Wetterling seconded the motion and it passed
unanimously.
After discussion Commissioner Hantge made a motion to approve the changes to the
commercial/industrial deposit section of the policies and requirements booklet subject to
the same two requested changes as mentioned in the residential section. Commissioner
Bordson seconded the motion and it passed unanimously.
Vice President Wetterling made a motion to approve the changes to the powerstat
payment billing system of the policies and requirements booklet. Commissioner
Bordson seconded the motion and it passed unanimously.
A change to portions of the electric services section of the policies and requirements
booklet was presented for approval. The Minnesota Department of Labor has
implemented on-line forms for electrical inspections. In keeping within the requirements
of electrical inspections, a change in wording only was made to our policies and
requirements booklet; we still require a copy of the certificate on file before making the
final connection. Commissioner Hantge made a motion to approve changes to portions
of the electric services section of the policies and requirements booklet. Vice President
Wetterling seconded the motion and it passed unanimously.
Steve Lancaster presented the bid tab for approval. This is a spare transformer to be in
inventory. There are a few businesses that require this size of transformer, and because
of the lead time, having a spare one in inventory would benefit the customer if one this
size needs to be replaced. Vice President Wetterling made a motion to award the bid
tab for 3750 KVA Transformer to Border States Electric. Commissioner Bordson
seconded the motion and it passed unanimously.
Steve Lancaster presented requisition #002658 for approval. These transformers are for
inventory for future projects. After discussion Commissioner Bordson made a motion to
approve requisition #002658 for transformers from RESCO. Vice President Wetterling
seconded the motion and it passed unanimously.
General Manager Kumm presented requisition #002676 for approval. This is pipe that is
needed for the North High Drive/Highway 15 North roundabout. John Webster explained
that MNDOT needs our facilities relocated so they can proceed with the roundabout
project. The call for bids is for the installation and retirement of our old natural gas
distribution line so MNDOT can proceed with the roundabout project.
Commissioner Hantge made a motion to approve requisition #002676 for black steel
pipe from Redman Pipe and Supply Company. Commissioner Bordson seconded the
motion and it passed unanimously. Vice President Wetterling made a motion to approve
the call for bids for installation and retirement of natural gas distribution lines for the
North High Drive/Highway 15 roundabout. Commissioner Bordson seconded the motion
and it passed unanimously.

RESIDENTIAL DEPOSITS
New Residential Customers:
An application for service shall be filled out within 30 days of receiving service. The
application for service shall be accompanied with identification, preferably photo
identification. In addition, a deposit is required for all new residential customers, prior to
the utilities being placed in their name.
A deposit will only be waived if the customer provides information regarding their
payment history from their current or previous supplier, and the payment history
indicates the customer paid all of their bills on time with no late payment fees attached,
and no dishonored checks. The customer is responsible for supplying a satisfactory
credit reference to HUC. The payment history will look at the previous twelve months.
An internal credit check is performed for all customers moving into HUC service
territory. If the results of the credit check indicate the customer owes HUC due to
previously provided services, then the outstanding balance shall be paid plus a deposit,
prior to the customer receiving service.

Existing Residential Customers Moving Within Service Territory:
A deposit will be waived if the customer has a twelve month payment history with HUC
indicating the customer has not been disconnected or issued any dishonored checks.
A deposit for existing residential customers moving within HUC service territory will be
required prior to customer having utilities placed in their name for the following reasons:
1. If the customer has been disconnected or issued any dishonored checks
in the previous twelve months.
2. Subsequent credit information indicates the initial application for service
was falsified.
3. The customer has the ability to pay for the utility service, but during the
cold weather rule months, had an arrears amount incurred during that
period that was sixty days or more past due.
If a deposit is required of a customer and;
1. If customer has no deposit with HUC, the customer will pay the deposit
amount for the customer's new address.
2. If customer already has a deposit with HUC and this deposit amount is
greater than the new deposit required for customer's new address, HUC
will transfer the deposit from the customer's previous address to the
customer's new address. The balance of the deposit at the customer's
previous address will be applied to the customer's final bill for the
customer's previous address.
3. If customer already has a deposit with HUC and this deposit amount is
less than the new deposit required for customer's new address, HUC will
transfer the deposit from the customer's previous address to the
customer's new address. The customer will pay the balance of the deposit
amount for the customer's new address, prior to the utilities being placed
in their name.
If a deposit is required of a customer, and the customer would like a written explanation
as to why they need to make a deposit, then one will be provided.
Amount of Deposit:
If a deposit is required, it shall be equal to two times the average monthly bill, based on
HUC rates.
In the event of a new house, mobile home, or apartment building with no billing history,
then similar construction will be used to establish the average monthly bill, based on
HUC rates.
Refusal or disconnection of service:
Residential service may be refused or disconnected for failure to pay a deposit request.
Interest:
Interest earned on deposits is applied to the account as a credit on the anniversary date
of when the deposit was paid.
When customer moves out of our services, the account is finaled out with interest
applied to the account as credit, and the deposit amount is refunded to customer.
The rate of interest is determined by the Minnesota Department of Commerce and HUC
obtains that information annually.
Refund:
The utility shall refund the deposit of a residential customer after twelve consecutive
months of prompt payment (no late payment fees).
If a customer is late in making payment, then the deposit will be retained, until such time
as the customer makes twelve consecutive monthly on -time payments (no late payment
fees).
If the customer provides a payment history from their previous supplier, and the
payment history indicates no late payment fees and no dishonored checks, then HUC
will refund the deposit. HUC must receive this information from the customer within
three months of customer moving into our services.
Method of Refund:
Any deposit or portion thereof refunded to a residential customer shall be refunded by
check. Any interest earned will be applied to customer's account as a credit.
Refund at termination of service:
On termination of residential service, and if the customer has a deposit with the utilities,
the utility shall credit the deposit, with accrued interest, to the customer's final bill and
return the balance within thirty days of issuing the final bill.

POWERSTAT PAYMENT BILLING SYSTEM
A Powerstat payment billing system will be installed for any customer who has
exceeded the date of notice of pending disconnection (See explanation of billing
procedure section) two or more times in a 12 -month period. Also at this time, any
deposits previously made may be applied to their account as a credit at the sole
discretion of Hutchinson Utilities Commission. With this arrangement, the customer
pays for electricity, natural gas services and any previous amount owed - budgeted over
a 12 -month period. Affected customers will participate in this payment system for a
minimum length of 12 months.
HUC continues to read customer meters and bills are mailed for your monthly record
keeping. When customer buys a powerstat card, a percentage of the payment amount
is loaded onto the card for electricity. (An example of how the percentage is calculated
will be distributed at the time of the powerstat placement.) The entire payment amount
is applied to the customer's account to pay for electric, natural gas or money owed from
previous services.
If a card is purchased via check that is dishonored, HUC will request all future
purchases to be paid by cash for a period of twelve months. After that, checks will once
again be accepted. The dishonored check amount must be paid in cash before card is
issued.
If the card is lost or stolen, an additional card will be given with a $5 fee charged to
customers account for each additional card that is needed.
If a customer moves from the HUC service territory, a final reading will be taken. The
customer is responsible for any /all balance owing or, if a credit balance exists, a check
will be issued by HUC and mailed to the forwarding address supplied by the customer.
Powerstats will be installed on residential accounts only; powerstats will not be installed
on commercial /industrial accounts.
Customers may purchase cards at the business office (225 Michigan St. SE) 24 hours a
day.
The powerstat system is the property of Hutchinson Utilities Commission. If the
powerstat has been removed and the customer does not return the display and the
powerstat card, a $150 fee will be assessed to their account.
The customer is also responsible to use reasonable care to avoid damage to the unit.
An damage amage will result in charges to the customer.

contact our customer service representatives during office hours at 320 - 587 -4746.
ELECTRIC SERVICE REQUIREMENTS AND CHARGES:
Installation of Any Electric Services — November 1 Through March 31
The final determination on installation of these services will be made by the HUC.
New Single Family Dwelling:
200 amperes of service size
(4/0- 2/0 -4/0 URD): $300.00 Installation Charge up to 100 ft.; $2.00 /ft. in excess of 100
ft.
Single - family dwelling customers will be 240/120 volt single -phase service; normal
service not to exceed 200 amperes.
HUC shall furnish and install the underground conductors to serve the single - family
home with a one -year warranty after installation date. The homeowner will provide the
location of the electric service entrance to HUC Electric Division. This is done through
the building permit process issued by the Planning Department of the City of
Hutchinson. The underground service is the property of the homeowner at date of
installation.
HUC will install and own the electric meter. (See meter requirement/placement section)
HUC will require a 24 hour notice, a copy of the State Board of Electricity Certificate of
Inspection, and an established account prior to installing a meter and making the final
connection.
New Multi - family dwelling, Commercial, or Industrial:
The customer will be responsible for installing the service to the utility transformer or
pedestal location. For any three -phase services, the customer shall furnish the
transformer pad and ground grid. The transformer location shall be determined by HUC.
HUC will provide the following voltages:
120/208 volts three phase, not to exceed 3,000 amperes without prior approval.
277/480 volts three phase, not to exceed 3,000 amperes without prior approval.
7,970/13,800 volts three phase, with prior arrangements with HUC.
HUC will be responsible to make all secondary connections in the transformer.
Transformer secondary connections will be limited to a maximum of four conductors per
phase with a maximum size of 750 MCM per conductor. If additional conductors are
required per phase, the owner or contractor must provide an approved secondary
transition cabinet. HUC Electric Division may be contacted for further details.
On services greater than 200 amperes at 240 /120volts, current transformer metering is
required. HUC shall furnish the current transformers, meter socket and meter. The
customer or their contractor shall provide the current transformer housing and facilities,
install the current transformers, mount the meter socket and provide an empty 1 1/4"
conduit to the meter socket. HUC shall install the meter wiring and meter. No current
transformer metering will be allowed in the power transformer secondary compartment.
Any service greater than 240 volts, shall require current transformer metering.

HUC shall bill the customer or their contractor for all related expenses.
ELECTRIC METER REQUIREMENTS
HUC does not allow the sub metering or reselling of electricity. If a service is provided to
tenants due to joint occupancy, it must be furnished without specific charge or pricing,
which varies with the quantity of energy used. In case of any violation of these rules or
regulations, HUC shall have the right to refuse electric service to any such property and
shall have the right to terminate electric service to the offending property. HUC will not
furnish electric service to such property until violations have ceased or have been
corrected.

ELECTRIC METER PLACEMENT
Hutchinson Utilities Commission reserves the right to specify the electric meter location
on all installations.
All meters must be located on an external wall. New construction electric meters must
be located within 10 feet of the natural gas meter if HUC is providing both services.
Electric meters shall be readily accessible for examination, reading, replacement or
necessary maintenance. Decks may not be constructed over an electric meter.
Hutchinson Utilities Commission does not allow electric meters to be enclosed in a
fenced in area.
Electric service lines /metering facilities may be relocated to a location agreed upon by
HUC. The customer will be responsible for all costs involved in relocating these
facilities.
Hutchinson Utilities Commission requires a minimum of a 3 -foot clear zone in front of
the electric meter.
Reasonable care must be taken to protect all metering facilities when remodeling,
roofing, painting, etc. In the event of damage to the electric facilities, the customer shall
be responsible for the cost of repairing or replacing the electric facilities.
Conditions may exist which may require other restrictions or distances (e.g. multiple
meters or commercial /industrial).
Any exceptions require the approval of Hutchinson Utilities Commission prior to
the start of construction. If violations or deviations are determined, the customer
will be responsible for the cost of the correction.
Single Family Dwellings
All residential electric metering facilities shall be located on the side of the home within
six feet of the front building wall and 60" from finished grade. Front building wall is
defined as the wall nearest the street of the resident's living space.
Multi - Family Dwellings /Multiple Business Establishments
All HUC electric meters must be located on the exterior wall of the building. Individual
metering is required for each single - family private residence contained in a multi - family
dwelling and each separately owned and /or operated business. In addition, if required,
a "house meter" shall also be required in these establishments.

Commercial or Industrial
All commercial and industrial electric meters must be located outside. If remodeling is
done to the premises, which would cause the meter to be located inside, the owner, at
owner's expense, must relocate the meter.
SEALING OF METERS
Electric meters and current transformer housings, which have been sealed by HUC,
shall not be broken or tampered with without the consent of HUC except in emergency
cases. HUC shall be notified immediately after a seal has been broken. If HUC is not
notified and HUC personnel discover a broken seal, a $10 broken seal charge may be
assessed to the customer. Meter readings personnel will inspect all meters and seals
as they are reading meters.
Seals will be assigned to each meter /account by color according to the following:
Gray Seal Regular Account
Red Seal Meter Disconnected for Non - Payment
Blue Seal Meter Disconnected by Customer Request
Yellow Seal Life Support Equipment
METER TESTING
HUC will test all meters periodically for accuracy and mechanical condition. All electric
meters must be accurate within 2 %, plus or minus, at full and light load. Upon request of
the customer, HUC will test the accuracy of an electric meter. If the meter is found to be
registering more than 2% fast, there will be no testing charge to the customer. If the
meter is found to be accurate within the 2% limit, a charge will be made to the customer.
HUC will have the right, at its option and expense, to place special meters on the
premises of a customer for the purpose of special tests of all or part of the customer's
load.
TERMINATING ELECTRIC SERVICE BY CUSTOMER
When electric service is discontinued due to the customer's request, the meter will be
removed. The meter socket will have a blue seal placed on it. At the time a customer
requests the service be turned on, HUC personnel will install the electric meter.
A customer may request a temporary suspension for a specified period of time due to
illness, vacation, and seasonal use. Please contact the HUC Customer Service
Department for further information.
A. Termination For Renters
Electric meters will be read, service will be shut off and the final bill will be
calculated and sent out with the next billing cycle when a renter informs us
they no longer wish to be served.
B. Termination For Owners
Electric service will be discontinued when the property owner informs us to do
so. For continuous service, we recommend that the property owner not give
us a date if selling because service will be discontinued on that date. We
suggest the customer inform the new owner to notify HUC and request the
electric service be put into their name, that way the services will not be shut
off.
HUC requires a 24 -hour notice for all disconnects unless it is an emergency situation.
Requests from homeowners to have service disconnected to do any electrical work
requires, by order of the State Electrical Inspector, to deliver to the HUC office, a copy
of the State Board of Electricity Certificate of Inspection before service is disconnected.
Service will not be reconnected until the State Electrical Inspector has notified HUC that
the job has been inspected.
RIGHT -OF -WAY CLEARING
HUC shall maintain right -of -way clearance on all overhead and underground facilities.
TREE REMOVAL
Tree removal is the responsibility of the property owner. Please notify HUC for
clarification of assistance.
Any damage to the HUC electrical distribution system caused by tree trimming or
removal, will be charged to the property owner.
LOCATING CUSTOMER'S UNDERGROUND UTILITIES
HUC shall locate and mark underground electrical distribution facilities at no charge to
the customer.

Notice is hereby given that the Hutchinson Utilities Commission of the City of
Hutchinson, Hutchinson, Minnesota, hereinafter referred to as the Owner, will receive
sealed Bids at the Hutchinson Utilities office until 10:00 a.m. on the 24th day of August,
2007, and will publicly open and read aloud such Bids on the following work:
"Installation and Retirement of Natural Gas Distribution Lines"
Proposals shall be properly endorsed and delivered in an envelope marked,
"Installation and Retirement of Natural Gas Distribution Lines " and shall be
addressed to: Hutchinson Utilities Commission of the City of Hutchinson, 225 Michigan
Street SE, Hutchinson, Minnesota 55350.
All proposals shall be submitted in duplicate on the Bidder's own letterhead, in
facsimile of the Proposal Form enclosed in the Specifications, or by utilizing the
Proposal Form enclosed with the Specifications by typing the official name of the Bidder
at the top of the form.
Each proposal should be accompanied by a Bid Bond, made payable to the
Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson, Minnesota, in
the amount of five per cent (5 %) of the Bid, as a guarantee that the Bidder will enter
into the proposed Contract and provide a Performance Bond after his Bid shall have
been accepted.
The successful Bidder shall furnish a Performance Bond in an amount equal to
one hundred per cent (100 %) of the Contract price to the Owner prior to the approval of
the Contract.
No Bidder may withdraw his Bid or Proposal for a Period of thirty (30) days after
date of opening of Bids.
Specifications and Plans are available at the Office of the Hutchinson Utilities,
225 Michigan Street, Hutchinson, Minnesota 55350.
The Hutchinson Utilities Commission of the City of Hutchinson, Hutchinson,
Minnesota reserves the right to reject any and all bids, or bid irregularities.
