Meeting called to order at 5:30 p.m. There was a quorum of members present.
1. Approve Minutes of May 20, 2010 meeting
Motion made by Freeman, second by McGraw to approve minutes. Unanimous approval.
2. Airport Commission

3. Review Updated Hangar Assignments

4. Operational Issues (Open Projects)
a) 2009 Airport Improvements — Hangar
a. Tibbits Engineering of Glencoe met with staff on Wednesday the 16th. Tibbits will be doing
another snow load calculation and evaluating whether the Life Link III office would be capable of
handling snow loads identified
b. Electrical to the helicopter will be deferred until the location of the office /quarters is known, so
they can have a breaker inside their office /quarters.
c. Staff will be getting quotes on the concrete apron for the helicopter area.
b) Joseph P. Dooley Terminal
a. Terminal lettering, as was described by Robert Hantge at the last meeting has been ordered and
will be installed very soon.
c) Fuel System
a. Fuel system upgrade. The City received a grant for 50% of the credit card reader system
upgrade.
i. Total cost for the credit card reader was at $13,333.33 with the State paying $6,666.67
and the City paying $6,666.66. Work has already been started on this project with
Minnesota Petroleum.
ii. City also authorized work on the Avgas system, including Avgas dispenser, piping and
submersible pump. Cost for this work is expected to be $14,908.50.
5. Future Projects
a) 2010 Airport Improvements —TKDA has submitted a proposed authorization for professional
services.
a. Total costs for engineering, per TKDA, was estimated at $33,400.
b. Authorization of full AIP funding for 2010 has still not taken place.
c. Pending the Airport Commission recommendation, the authorization for professional services
would be submitted at the July 13 City Council meeting and would be contingent upon receiving a
federal grant.
d. We are still looking at the better of two alternatives including mill/reclaim transverse cracks or
spray injection patching.
e. There was some question whether spray injection patching would qualify under Federal
specifications, but according to Mn/DOT, it seems to them it would.
i. Based on this, TKDA has submitted information about the spray injection process to
FAA for review. Their reaction was that as long as the aggregate used meets FAA
specifications, the process would be approved.
ii. While it is very feasible that milling /reclaiming cracks and coordinate with a paving
contractor to make full depth repairs would give us the longest life possible, because of
the cost, we would likely only be able to address the runway. With spray injection
patching, it is more likely that we could address both the runway and taxiway.
b) South Taxilane Ditch. Pricing on dual wall PVC culvert available?
6. Other Discussions/ New Business
At 6:40, a motion to adjourn was made by Freeman, second by McGraw. Unanimous approval.
