Meeting called to order at 5:30 p.m. There was a quorum of members present.
1. Approve Minutes of November 19, 2009 meeting
Motion made by Neuharth, second by McGraw to approve minutes. Unanimous approval.
2. Airport Commission
Joel Schwarze (to 09/10, first full-term) Chuck Brill (to 09/11, second full -term)
Dick Freeman (to 09/12, first full-term) Juli Neuharth (to 09/13, first full-term)

3. Review Updated Hangar Assignments
An updated map and updated priority list were provided indicating hangar tenants. Currently there are no
hangars available. All hangars are currently rented.
McGraw requested information about Skyview Dairy hangar 404 -06. McGraw also requested information
regarding the potential rental of the Public Works hangar. Currently that hangar is required for storage of
airport and City equipment.
4. Operational Issues (Open Proiects)
a) 2009 Airport Improvements — Hangar
Lyle Kratzke, TKDA and Olson presented information about the hangar project -to -date, including information
received from the City Building Official regarding potential building code issues identified, including issues related
to firewall and snow load. No decisions will be made regarding hangar construction until a written clarification is
received from the Building Official identifying specific issues.
b) 2010 Agricultural leases (Luthens, Rickeman)
Olson recommend following: Considering the excerpt from lease document: Term. The term of this Lease is for 3 crop
years commencing on the 1st day of February 2007 and terminating on the last day of November 2009. By mutual agreement, an
additional tern may be granted., recommend an additional term for Skyview Dairy, using existing acreage calculations
and also recommend additional term Rickeman to maintain integrity of the southern field.
c) Hangar sale
Olson reported that the Luthens private hangar is being sold to Tom Parker. The lease document states:
"Transferring, subletting, selling: The tenant shall not transfer, sublet or sell any interest in this agreement or in the
improvements located on the property without first obtaining the written consent of the City, which consent shall not be unreasonably
withheld provided the proposed assignee, subtenant or purchaser can demonstrate the ability and sufficient business record that it
can carry out the terms of this agreement and has not been in any situation or condition that the City finds objectionable. Failure to
obtain written consent shall be sufficient grounds for terminating this agreement without obligation of the City to the tenant."
A motion was made by Neuharth, second by McGraw to provide written consent to Brandon Luthens for sale of
private hangar to Thomas Parker. Unanimous approval.
5. Future Proiects
Pavement Maintenance — Olson reported on research being done to address transverse cracking. One of the options
besides spray injection patching would be to mill out 3 feet at each transverse crack and replace the asphalt. Early
estimates place material/labor costs for the runway around $70,000.
South Taxilane Ditch. Olson reported that City Engineering staff is working on a design to fill south taxilane ditch
using fill from hangar excavation. Drainage design is being verified this winter and City project should be ready in
time for spring construction.
