Meeting called to order at 5:30 p.m. There was a quorum of members present.
1. Approve Minutes of September 17, 2009 & October 15, 2009 meetings
Motion made by Neuharth, second by McGraw to approve September minutes. Unanimous approval.

3. Review Updated Hangar Assignments
Olson distributed an updated map, priority list, and list of rental agreement, certificates of insurance, and
registration verification. There is one open hangar available.
4. Operational Issues (Open Proiects)
a) 2009 Airport Improvements — Hangar
Discussion was held regarding change order 42 in the amount of $18,266. The change order
consists of changes in electrical work to reroute wiring to avoid conflict with foundation
walls($5,617). The change order also is for the a single -piece hydraulic door in lieu of a cable -
operated bi -fold door ($12,649).
Discussion was held regarding moving the trench drain in the building approximately 5 to 6 feet
closer to the door so it is about 4 or 5 feet from the door entrance, rather than 10 feet.
Considering the 2009 project costs and budget performance, it may be feasible to consider fuel
pump improvements and /or some preparatory work for the south taxilane ditch improvements.
b) 2010 Agricultural leases (Luthens, Rickeman)
Olson reported that the leases with Skyview Dairy and Scott Rickeman are ending in 2009. Both
leases have an automatic extension provision for the next 3 years. Commissioners intend to renew
leases with both parties. The issue of the 10 acres rented by Rickeman was discussed.
Commissioners directed Olson to keep the south field intact, but speak to the land owner of the
field to the south to determine if that field could be rented by Skyview Dairy and be planted in
alfalfa, which is a better crop around the airport, due to its cleanliness.
5. Future Proiects
Pavement Maintenance — Olson reported that options continue to be considered for pavement maintenance
on the runway to address transverse cracking. Conversations have been held with potential vendors of
injection patching.

South Taxilane Ditch. Proposal to fill south taxilane ditch using some of the fill from the hangar
excavation. Storage to the SE of south hangars off the taxilane. Drainage design to be verified and project
to be designed prior to placing any soils.
6. Other Discussions/ New Business
"Corvettes for a Cause" Cancer benefit. Memorial Day weekend 2010 (Sunday 8:00 am —12:00 am) as
represented by Mr. Ron Cleland, 385 Ottowa Ave SE, Hutchinson (320) 587 -8437. Mr. Cleland presented
before the Commission a plan to hold the benefit, which would include an autocross event on the runway
and taxiway involving approximately 50 vehicles as participants, not including spectators — which would
likely include an additional 25 to 50 cars. Mr. Cleland reported these types of events are held at other
Minnesota airports. Commissioners felt this event, while for a good cause, would not be compatible with
activities at Hutchinson Municipal Aiirport. Of particular concern were Helicopter Emergency Medical
Services (HEMS) operations and holiday General Aviation (GA) traffic. Commissioners provided Mr.
Cleland with some ideas about alternate locations.
At 6:45, a motion to adjourn was made by McGraw, second by Neuharth. Unanimous approval.
