10-15-2009 APM+HUTCHINSON AIRPORT COMMISSION October 15, 2009 5:30 p.m. Airport Arrival/Departure Building Minutes Members present: Chuck Brill, Doug McGraw, Dick Freeman, Joel Schwarze; Mayor Cook Members absent: Juli Neuharth Others Present: John Olson, City of Hutchinson; Tom Parker, Hutchinson Aviation; Janet Scharmer, Life Link III; Dave Crown, Crown Industries; Todd Walters and Shane Luthens, Tenants Meeting called to order at 5:30 p.m. There was a quorum of members present. 1. Airport Commission Doug McGraw (to 09/09, first full -term) Joel Schwarze (to 09/10, first full -term) Chuck Brill (to 09/11, second full -term) Dick Freeman (to 09/12, first full -term) Juli Neubarth (to 09/13, first full -term) Steve Cook (Council representative) Mayor Cook indicated that Mr. McGraw is still on the board, even though his term ended, in accordance with City policy. Mr. Cook indicated that Mr. McGraw's reappointment will be on an upcoming Council agenda. 2. Review Updated Hangar Assignments Updated map — see attached Updated priority list Hangar activity: One open hangar available. Olson mentioned the need for a few tenants to update their rental agreements and other to provide certificates of insurance. There is one aircraft that is being worked on with regard to his registration verification. City staff will be working directly with tenants to resolve any issues. 3. Operational Issues (Open Proiects) 2009 Airport Improvements — Hangar Hangar Door. Dave Crown, of Crown Industries, Inc. presented before the Airport Commission, answering many questions regarding the options for hangar doors. After significant discussion among staff, the Airport Commission, Life Link III representatives, and the vendor, the Airport Commission chose the single -piece hydraulic door for: Long -term Viability. The single -piece door offers greater tail clearance and wing clearance than a bi -fold door, which would open up the building in the future to more aircraft. Reduced Door Maintenance. Based on historical use by Life Link III, we anticipate enough door operations to require cable replacement at least once per year, with the high likelihood of twice each year. The hydraulic door would only require an annual inspection. Energy Savings. The door operations are much faster than a cable bi -fold. Reflective R -14 insulation is available, which will save on heating costs. The upper limit for the door opening can be adjusted to keep as much heat in the building as possible while providing safe overhead clearance for the aircraft. Safe 1y. Safety features inherent in a single -piece hydraulic door were greater than the bi -fold door. Based on what was discussed at the meeting, we could expect the following options: $ 700 = 4 ea. Ramp lights @ $175 $1,800 = Installation $2,444 = Insulation (R -14 reflective) - - -- Ad iust for originally included door insulation $ 800 = 2 ea. Windows @ $400 $ 700 = Momentary up /down switch $3,166 = Base bid addition $9,610 =Total - -- Ad iusted for originally included door insulation, if applicable 4. Future Proiects Pavement Maintenance — Concern for next year is pavement maintenance on the runway to address transverse cracking. City staff is working with a variety of contractors to address cracking at a low cost and with products that do not impede future, more intensive maintenance procedures. 4. Other Discussions/ New Business South Taxilane Ditch. Proposal to fill south taxilane ditch using some of the fill from the hangar excavation. Storage to the SE of south hangars off the taxilane. Drainage design to be verified and project to be designed prior to placing any soils. At 7:17, a motion to adjourn was made by Schwarze, second by McGraw. Unanimous approval.
