Chairman Dave Skaar called the meeting to order at 5:32. There was a quorum of members present.
L. Approve minutes of September 5, 2002
Motion made by Brill, seconded by McGraw, to approve minutes of September 5, 2002 meeting. Unanimous
approval.
2. Conditional Use Permit ADDlication — Area at airport designated for construction of private hangars
Olson reported that at their September 24, 2002 meeting, the City Council approved request for conditional use at
the airport for construction of private hangars on airport property.
The City Council included the following conditions on the conditional use permit
Airport Advisory Commission has control over the appearance of hangars to be constructed.
Hangars must meet building codes.
3 -year limit on property for hangars to be constructed (i.e., we must return for another conditional use
permit in 3 years)
Airport does not have access to City water or sewer at this time and will continue to use the joint septic
system.
The County Environmentalist must submit verification that the septic system is in compliance.
3. Provision of Utilities to Private Hangar
The Commission considered how private hangars would pay for use of airport's well and septic system. At this
time, the Commission felt these charges would be based on the use of the private hangar. If, for example, a tenant
were only storing aircraft in their private hangar and using the toilet facilities and washing aircraft only rarely,
perhaps a nominal monthly or annual fee could be considered. If, however, a tenant were using water regularly, they
could be required to install a water meter.
4. Review of Private Hangar Lease Agreement
The bulk of the evening's discussion surrounded the draft copy of the proposed private hangar lease agreement.
Included in the draft were concerns raised by legal representation of a potential private tenant and staff comments.
Commissioners set a deadline for finishing review of the draft agreement of no later than December 15, 2002.
Meanwhile, Commissioners will review the draft agreement, make their comments, submit them to staff and a new
draft will be prepared by staff prior to the next meeting.
5. Other Issues Related to Private Hangar Development
Commissioners agreed that, if at all possible, the extension of the apron, ramp, and related infrastructure be included
in next year's development project. This extension was planned for in the Airport Layout Plan, and if additional
Federal AIP funding is available next year, this would be the best time to improve the ramp in the area planned for
private hangar development.
Olson reported that the draft agreement included liability limits of $1 million during construction, in accordance
with recommendations from the League of Minnesota Cities Insurance Trust. Olson also reported that, in discussion
with the City Attorney, agreement language will address liability limits during tenancy by stating the insurance
coverage will be satisfactory to the City. The limits must only be reasonable for the City, as well as the tenant
Commissioners agreed that a review of this and other agreements should be done during at least one meeting per
year.
6. Maintenance Issues
Olson requested that Commissioners take a look at the rotating beacon during their next night flight. Maintenance
staff adjusted the pitch of the light by one -half degree, hoping we will get a little better range on the beacon.
Olson also requested that Commissioners look at the PAPI lights to make sure they are reading correctly. There has
been a significant amount of maintenance performed on these lights, including realigning them. Commissioners
were asked to see if there has been any change or problems noticed.
Commissioners requested that Olson check into the possibility of moving the airport mailbox to a location south of
the intersection of TH 15 and the airport driveway. Commissioners requested the parking areas and apron affected
by mud from the recent harvest be swept.
