Acting Chairman Chuck Brill called the meeting to order at 5:32. There was a quorum of members present

Motion made by Kephart, seconded by McGraw, to approve minutes of October 17, 2002 meeting. Unanimous
approval.
2. Review of Hangar Plans
Joe Dooley presented the architectural and structural plans for his proposed private hangar. Commissioners had the
opportunity to review the architectural and structural drawings of the building. Dooley discussed the features of the
building, including its eventual capability to house small passenger aircraft.
The hangar will be constructed of wood. Dooley indicated the color scheme of the proposed building would be
uniform with newer buildings at the airport. There is a flammable waste trap and tank, with a liquid level monitor,
in the proposed hangar. Dooley relayed his plan to monitor the tank and pump it as necessary. Dooley plans to have
no garbage in the hangar.
Dooley indicated his contractor could begin constructing some of the items needed for the building during the winter
months, provided they could be stored near the proposed hangar site. Commissioners discussed that any items are
left at Dooley's own risk and that snow removal or other activities at the site are solely his responsibility.
Dooley also indicated that water service will come from the Civil Air Patrol building, and sewer will be plumbed to
a manhole just north of the FBO's home and south of the Electrical Distribution Building. Electricity is planned to
come in upstream of the Airport's meters and will be metered separately. Gas will come from a tank set in the
middle of the building on the east side (away from the apron/taxiway).
A motion was made by Doug Kephart, seconded by Chuck Brill, to accept the plans as proposed by Joe Dooley and
allow Mr. Dooley to store some building materials on site at his own risk during the winter months. Unanimous
approval.
3. Review of Private Hangar Lease Agreement
Commissioners reviewed the proposed language of the Private Hangar Lease Agreement. Commissioners received
comments from Dooley and City staff. Based on their discussion, Commissioners modified the following language
Section 1 Lease of airport property: Add sentence reading "The Hangar Lot is described on an Attachment, made
part of this Agreement."
Section 5 (G) Construction of private buildings on leased property: Change language in section G to read as
follows: "Tenants shall ensure aircraft storage facility conform to design standards described.... This replaced
language that indicated the tenant must conform at construction. The Commission, however, wanted to ensure
language kept tenants in compliance with design standards throughout the life of the lease.
4. Other Issues Related to Private Hangar Development
Dooley submitted a letter to Commissioners stating: "In the new hangar that I am proposing to build at the
Hutchinson airport, I will be hangaring at least three or more airplanes, trailer, car or truck, and motorcycles."
Olson reported that he would be contacting the airport engineer, TKDA, to see if it would be possible to add apron
extending from the proposed apron around the old enclosed hangars north to the catch basin just north of the
proposed private hangar site.
5. Maintenance Issues
Commissioner McGraw asked about repairs to door skins. Olson will inspect and arrange for appropriate repairs.
