Attached are resolutions declaring cost to be assessed and setting public
hearings for the following projects:
Letting No. 2, Project 88 -02 School Road
Letting No. 8, Project 88 -19 Carolina Avenue and Arizona Street
Letting No. 9, Project 88 -18 Westwood Road
88 -22 Texas Avenue
88 -23 Hilltop Drive
88-24 Ludtke Lane
Letting No.10, Project 88 -20 Lakewood Terrace 5th Addition
88 -21 Plaza Heights
The following are noteworthy with respect to the costs. Our Project 88 -02,
the City cost is eligible for state aid funds. The City cost on Project 88 -19
will either be collected from Koosman & Rice from their proposed development
west of School Road, or the items of work will be deleted from the project.
In accordance with the subdivision agreements for Santelman's Additions, much
of the assessable cost must be deferred until development of the property.
The bid price for Project 88 -20 will be reduced, as reflected on the resolution,
by a change order due to an error in estimating the proposal quantities.

WHEREAS, cost has been determined for the improvement of School Road from
7th Avenue N.W. to California Street by the construction of Bituminous
Surfacing, Sewer and Water Services to the Property Line of All Buildings or
Buildable Sites, and Appurtenances; and the bid price for such improvement 1s
$64,171.00, and the expenses incurred or to be incurred in the making of such
improvement amount to $14,117.62, so that the total cost of the improvement
will be $78,288.62.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,
MINNESOTA:
1. The portion of the cost of such improvement to be paid by the City is
hereby declared to be $35,154.11, and the portion of the cost to be assessed
against benefitted property owners is declared to be $43,134.51.
2. The City Administrator, with the assistance of the Director of
• Engineering, shall forthwith calculate the proper amount to be specially
assessed for such improvement against every assessable lot, piece or parcel of
land within the district affected, without regard to cash valuation, as
provided by law, and he shall file a copy of such proposed assessment in his
office for public inspection.
3. The City Administrator shall, upon the completion of such proposed
assessment, notify the Council thereof.

1988, the City Administrator City Clerk was directed to prepare a proposed
assessment of the cost of improving School Road from 7th Avenue N.W. to
California Street by Construction of Bituminous Surfacing, Sewer and Water
Services to the Property Line of All Buildings or Buildable Sites and
Appurtenances;
AND WHEREAS, the City Administrator has notified the Council that such
proposed assessment has been completed and filed in his office for public
inspection;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF HUTCHINSON,
MINNESOTA:
1. A hearing shall be held on the 26th day of April, 1988, in the
Council Chambers at City Hall at 8:00 P.M. to pass upon such proposed

INTRODUCTION
Members of the Hutchinson City Council have
expressed a strong interest in establishing some
suggested disciplinary standards for city employees.
Each council member may have a different degree
of "strength" or "strictness" that the policy should
contain.
The attached chart provides a method to rate the
strength of the policy for the various types of
behavior.
You may want to refer to the hospital policy to
assist you in your decision how to rate the (1) first
offense (2) second offense (3) third offense (4) fourth
• offense.
Based on the overall feedback I receive on each
of these items, we will then consult the city attorney
to ascertain his opinion on whether the standard is
reasonable.
I have also attached the League of Minnesota Cities
comments from their "Model Personnel Handbook" regarding
discipline. Specifically they state:
"This practice (disciplinary standards) has the advantage
of assuring that disciplinary action in a particular case
is justified when there is specific language covering the
particular conduct.... "
It is my opinion that if both the employer and
employee know the standards from the start, the employees
will be increasingly careful. Also, the administrator

will be in a stronger position to cite a standard and
implement the discipline.

At the March 28, 1988 meeting of the Hutchinson City Council a proposal
for the city to extend Linden out to School Road was presented. Some
discussion was held regarding this proposal. Concerns were expressed
regarding if it would limit expansion of the schools. After further
discussion a motion was made, seconded and carried that the Safety
Council support this extension of Linden and that the City Council
be notified of our support.

Dear Mr. Matejka:

Pursuant to our discussions and request at our meeting on March 16th, concerning
a possible new school in the City, we have analyzed the inplace sanitary sewer,
water main, storm sewer, and transportation system in the area for adequacy and
alternatives of service to the potential site of the school. It was assumed that
the school would be located north and somewhat east of the R -1 School, in what
would be described as the South 1/2 of the Northwest 1/4 of the Southwest 1/4 of
Section 1. Utility and street maps are included for your information and use.
Costs were not estimated for work on School District property, which it was
presumed that the School District would administrate.
Sanitary Sewer
Existing sanitary sewer, which was installed in 1987, lies 150 feet south of the
aforedescribed tract. It is of sufficient depth and capacity to serve at the
site shown.
Storm Sewer
Storm sewer was constructed on the Wagner property on the extension of Say
Street in 1970, and in 1987 in conjunction with the sanitary sewer, approximately
165 feet south of the aforedescribed tract. Both pipes are of sufficient size
and depth to serve the property. I assumed that connections would be made to the
latter, since connection to the pipe installed in 1970 would require crossing
the Wagner property.
Water Main
One possible way of serving the site is by connecting to the existing main on
School Road, installing a pipe on School District property toward the east on
alignment parallel with the sanitary sewer and storm sewer constructed in 1987,
and then installing a main toward the north on School District property in the
• area of the new school site and connecting to the inplace water main located on
the south side of the Junior - Senior High School.

An alternative is to make a future connection, as shown, to a water main that
may be installed in the future on the Wagner property. This, 'however, would
require coordination with the development of the property since we are unaware
of such timing, or if the property is undeveloped, assessments would need to be
deferred, which the Council prefers to avoid. The cost of the optional future
connection between Kay Street and the east line of the School District property,
which cost would be the responsibility of the School District, is estimated to
be $7,D00.
Placement of water mains and hydrants on and adjacent to the site is, to some
degree, dependent on whether the building is served with a fire sprinkler
system.
Streets
As I view the situation, there are three alternatives for access to the proposed
s ite.
Alternative 1 — Construction of an access roadway /driveway to the site from
School Road
If in the future, when traffic and /or accident experience
dictates, raised medians are constructed on School Road, access
to the entire School District complex on the east side of School
Road would need to be analyzed in conjunction with access needs
for future developments west of School Road, in an effort to
provide suitable median openings and turn lanes that comply with
spacing requirements. This may require realignment and
reconstruction of a portion of the access road /driveway near
School Road and for some distance back onto School District
property.
Alternative 2 — Construction of a roadway across the Wagner property from Dale
Street to the east line of the School District property.
In addition to providing access to the proposed school site, the
roadway would function as a collector for future streets on the
Wagner property as it developer.
To accommodate bus traffic, the roadway would need to be wider
and thicker than a typical residential street, and it is assumed
that the additional costs incurred therefor, would be the
responsibility of the School District, together with the entire
cost of the roadway between Kay Street and the east line of the
School District property. Those costs are estimated to be:

As part of the school construction, connection would need to be
made to the west terminus of the roadway with a driveway to the
school site, parking area, etc...
Alternative 3 - Through street across Wagner property and School District
property from Dale Street to School Road.
Such a street would cost approximately $155,000 to construct
from School Road to the east line of the School District
property. In addition to providing access to the proposed site
of the new school, the street would function as an east -west
through street, thus augmenting and improving the City's
transportation system. Provisions must be made for east -west
traffic movements to accommodate anticipated future development
west of School Road. Forcing those movements to use Roberts
Road, will reduce the level of service of that facility and will
result in a bottleneck at Dale Street. Similarly, placing too
much of the burden on South Grade Road will result in capacity
problems, which will be evident by undue delay at the Dale Street
and probably more so at the T.H. 15 South intersection.
A through east -west street with a direct connection to inplace
• Linden Avenue at Dale Street could be declared a municipal
state aid route by the Council, making it eligible for
construction funding available through the :iinnesota Department
of Transportation.
Careful consideration must be given to this alternative prior to
the School District developing its property, because planning a
route after development will likely cause more disruption and
additional costs.
