The meeting was called to order at 7:30 P.M. by Mayor Torgerson. Present were: Mayor

The motion to approve the consent agenda, with the exceptions of three applications
under 4 -(d) -1 and 4 -(h) and to defer 4 -(f) until the May 9, 1995 Council
meeting, was made by Council Member Erickson, seconded by Council
Member Mlinar and unanimously carried.
During discussion of 4 (d) -1, it was reported that the Hutch Bowl had withdrawn its
application for on -sale non - intoxicating malt liquor, and the Flyer's/Hi Tops
Bar & Grill had not submitted an application or payment. It was also noted
that a provisional license would be issued to the Gold Coin Chinese
Restaurant for review at the May 23, 1995 Council meeting. The motion to
delete the two applications and approve the provisional license was made by
Council Member Erickson, seconded by Council Member Craig and
unanimously carried.
4- (h)-- During discussion, the City Attorney stated that a change in the law in 1994
prohibited an organization from obtaining a short-term 3.2 beer license for more than
three events within a one year timeframe. Therefore, the date on the Huskies'
• license would need revision. The motion to issue a seven -day license only and to
review the law was made by Council. Member Erickson, seconded by Council
Member Mlinar and unanimously carried.

(a) PRESENTATION BY HOWARD VOELZ AND DAVID NELSON REGARDING
SOUTHWEST MINNESOTA INITIATIVE FUND
Executive Director David Nelson and Howard Voelz, Development, presented a
report on the Southwest Minnesota Initiative Fund and its five focus areas, namely:
business finance, Paul and Alma Schwan Aging Trust Fund, community cultural
alliance, strengthening the family, and innovative grants fund. In 1986 the McKnight
Foundation created six regional foundations in Minnesota, and it continues to support
and match some of the resources for the Southwest Minnesota Initiative Fund.
(b) REQUEST FOR STREET LIGHT ON IVY LANE
Following discussion, the motion to approve the request for street lighting and to
refer it to the Hutchinson Utilities was made by Council Member Mlinar, seconded
by Council Member Erickson and unanimously carried.

(a) CONSIDERATION OF AWARDING BID FOR CIVIC ARENA SYSTEM
RENOVATION PROJECT
Director Dolf Moon reviewed the bids and commented on the construction cost of
the all -masonry structure for the proposed ice equipment room addition. It was the
recommendation of the engineering firm, Bonestroo, Rosene, Anderlik &
Associates, to accept the low bid from Nelson Construction for the base bid of
$473,900.00 and alternate No. I for the concrete ice rink floor in the amount of $43,
900.00.
Following discussion, the motion to award the recommended bid, including alternate
No. 1, to Nelson Construction, with the request that the City Attorney review the
contract, was made by Council Member Craig, seconded by Council Member Mlinar
and unanimously carried.

(b) CONSIDERATION OF TAX INCREMENT FINANCING RECOMMENDATIONS
ON SIMONSON LUMBER FROM HCDC
HCDC Executive Director Dick Lennes reviewed the process to establish a public
hearing date for tax increment financing for the estimated $300,000 project located
on the west edge of Simonson Lumber's property and to bring the site into
compliance with the flood plain regulations.
Following discussion, the motion to adopt Resolution No. 10460 setting a public
hearing date of June 12, 1995 at 6:00 p.m. was made by Council Member John
Mlinar, seconded by Council Member Don Erickson and unanimously carried.
(c) CONSIDERATION OF CHANGING DATE FOR REGULAR CITY COUNCIL
MEETING FROM JUNE 13, 1995 TO JUNE 12, 1995
The motion to approve changing the City Council meeting date to June 12, 1995 was
made by Council Member Mlinar, seconded by Council Member Erickson and
unanimously carried.
(d) REMOVED FROM AGENDA
(e) CONSIDERATION OF ACCEPTING SEALED BIDS FOR SALE OF CIVIC
ARENA USED REFRIGERATION EQUIPMENT
Following discussion, the motion to approve receiving sealed bids on May 25, 1995
at 2:00 p.m. for the used equipment was made by Council Member Craig, seconded
by Council Member Erickson and unanimously carried.
(f) CONSIDERATION OF ENTERING INTO RIGHT -OF -WAY AGREEMENT WITH
DEAN LIMOGES FOR HUTCH HOTEL BUILDING ALONG WASHINGTON
AVENUE WEST AND MAIN STREET SOUTH
City Attorney Anderson reported that a State official was evaluating the right -of -way
situation for the Hutch Hotel building and should provide an answer by the end of
the week. Although Mr. Limoges requested a 8" encroachment, the City would
prefer a 20" encroachment. Attorney Anderson suggested that a franchise would be
least restrictive to cause a problem with the State of Minnesota. If the State would
approve a reverter, it could be changed from a franchise to a reverter at a later time.

Following discussion, the motion to approve a franchise to the developer with the
encroachments as submitted to City staff, subject to approval from the State of
Minnesota, was made by Council Member Mlinar, seconded by Council Member
Erickson and unanimously carried.

Director Kenneth B. Merrill reported that the City Administrator will be meeting
on April 27 with Director Dolf Moon, Mayor Torgerson, Council Member Mlinar and
the Skating Association to discuss the future of the association. He also reminded
the Council of the Board of Review scheduled for 4:30 P.M. on April 26, 1995. It
was reported that the Finnish company Solitra had not made a final decision on its
American location, but Hutchinson had a favorable chance to be selected by their
company.
(d) COMMUNICATIONS FROM DIRECTOR OF ENGINEERING
Engineer Rodeberg requested approval of the revised final change order #4 for
payment of $12,216.20 to CBI Na -Con, Inc. for Letting No. 1, Project No. 93 -01,
South Park Water Storage Tank project.
Following discussion, the motion was made by Council Member Erickson to approve
the revised change order and payment. Motion seconded by Council Member Craig
and unanimously carried.
The City Engineer reported that he will accept the Cooperative Public Service Award
on behalf of the City. It is presented in recognition of outstanding examples of
innovative intergovernmental and civic cooperative efforts. Engineer Rodeberg also
stated the HATS facility groundbreaking will be held on May 12, 1995 at 1:00 P.M.
(e) COMMUNICATIONS FROM MAYOR MARLIN TORGERSON
Mayor Torgerson commented on governmental aid by the Legislature.

Joe Dooley updated Commission on progress to date.

Discussion and appproval of Airport land use as part of City of Hutchin-
son Comprehensive Plan dated January 25, 1995.
New Business:
Review of Airport income and expenses as published in City Council
monthly budget report. John Rodeberg explained various entries and
projections.
Phase II: Propose that drawings for Phase II project should be on
the shelf' duringFY1996. Question was raised regarding expenditure
of HTI funds and it was determined that they were designated for Phase I
if needed (at present they are not).
Hangar rental amounts and updating of same will be discussed at future
meetings. Intent is to bring them in line with rentals at other air-
ports in the area. Rentals received following repayment of State loan
should allow us to build another hangar as part of Phase II.
FBO update:
Tom Parker reported that some aircraft owners are selling gas to
others with city gas card.
He also requested that Commission look into adding Credit Card
charging to aviation fuel facility.

Minutes
The meeting was called to order by Barb Haugen in the absence of Chair Mildred Jensen. The
Board introduced themselves and extended a special welcome to new members Harriet Wixcey
and Roy Johnson.
L. Pishney made a motion to approve the Minutes as read, R. Krueger seconded that motion.
Staff gave an update on the Senior Center renovation project. The Board would be purchasing
the window treatments with future furniture purchases taking place at a later date.
The Building Fund currently has approximately $42,000 in it. The Board requested information
on the status of that account and requested Barb to get information from Ken Merrill.

R. Krueger reported on the Card Recycling Project. Currently s generated monthly.
B. Haugen reported that Firstate Federal would cut their funding support of the Senior
• Newsletter. They would continue to typeset the Senior Newsletter through June and fund both
the printing and mailing through September. Barb reported that approximately 1,500 Senior
Newsletters are mailed out and that it is a "lifeline of communication" to the Senior Center. The
Board discussed the possibility of not mailing out the Senior Newsletter and were unanimous in
their support of continuing this service.
The Board discussed the City's long -range plans which may include the building of a new Senior
Center, Mayor Torgrimson has made a tape discussing the 1/2 cent sales tax. The Board will
view it on Monday, February 27, at 10:30 a.m.
Barb reported that a thorough survey would be sent out through the May Senior Newsletter. The
survey would obtain information to assist staff with programming and service needs, tour ideas,
newsletter support, and more. '=
Staff reported on late Winter /Spring programs and tours. The Tour Committee meets mouldy
with staff and the Activities Committee will start meeting soon. There will be special everts and
programs scheduled in May in observance of "Older Americans Month."

• HUTCHINSON POLICE COMMISSION MEETING
The Hutchinson Police Commission held a meeting on April 5, 1995, at 7:30 a.m. at the
Hutchinson Police Department. Present at the meeting were John Decker, Kathleen
Skarvan, Chief Steve Madson, and Lt. John Gregor. Absent from the meeting was Kevin
Compton. The meeting was called to order at 7:50 a.m.
A motion was made by Kathleen Skarvan, seconded by John Decker, to accept the
minutes of the March 7, 1995 meeting. Motion carried.
Chief Madson then informed the Commission that the test and oral interviews had been
held for the sergeants position. He stated that the interview panel had consisted of
individuals from the Minnesota State Patrol, Austin Police Department and Hopkins Police
Department. The test used was provided by Personnel Decisions based in Minneapolis.
He presented each Commissioner with a copy of the results from the sergeants
examination. After a short discussion a motion was made by Kathleen Skarvan, seconded
by John Decker, to approve the results of the examination list and to certify the top three
candidates. Motion carried.
With there being no further business to discuss a motion was made by John Decker,
. seconded by Kathleen Skarvan, to adjourn the meeting. Motion carried.

ABUTTING THE CITY OF HUTCHINSON PURSUANT TO MINNESOTA STATUTES 414.033,

WHEREAS, Everett Hantge and Maureen Hantge have filed a petition dated February 28, 1995, requesting
that certain land, as legally described below:
That part of the Southwest Quarter of the Northwest Quarter of Section Seven (7) in Township One Hundred
and Sixteen (116) North of Range Twenty -nine (29) West, described as follows, to wit:
Beginning at the Southwest comer of said Southwest Quarter of the Northwest Quarter of said Section 7,
thence East 334.7 feet to a point; thence North parallel with the West line of said Southwest Quarter of the
Northwest Quarter, 200 feet to a point; thence West 334.7 feet to the West line of said Southwest Quarter of

area to be annexed is 60 acres or less, that the property is not included in any area that has already been
designated for orderly annexation pursuant to Minnesota Statutes 414.0325, that the municipality has received
a properly prepared Petition for Annexation from all of the owners of the property, and that the Petition
complies with all of the provisions of Minnesota Statutes 414.033.
SECTION 2. The property is urban in nature or about to become so.
SECTION 3. The corporate limits of the City of Hutchinson are hereby extended to include the Property and
the same is hereby annexed to and included within the City of Hutchinson as if the property had originally
been part thereof.
SECTION 4. The City Administrator is directed to file certified copies of this ordinance with the Minnesota
Municipal Board, Hassan Valley Township, the McLeod County Auditor, and the Minnesota Secretary of
State.
SECTION 5. This ordinance takes effect upon its passage and publication and the filing of the certified copies

Replacement of existing nonconforming accessory buildings and

1. The applicant provides the City with a rear and side yard
utility and drainage easement as required by the City.
2. The garage is 1000 square feet or less and is not closer
than 3' -0" from any interior property line, in which case
the overhangs must be less than 11 -0" from building
exterior. There shall be no recorded easement on the
property in the setback area.
3. A land survey, signed and designed by a Registered Land
Surveyor, is provided and approved representing property
lines, easement locations, drainage, and a site plan with
the proposed building dimensions, finished floor
elevations and setbacks from property lines.

franchise.
5. Applicant shall provide a 6' easement on opposite side
and rear of property prior to issuance of Conditional Use
Permit. The City, at its sole option, may waive the six

Section 3. City Code Section 8.11 entitled 11C -3 Central
Commercial District" is hereby amended as follows:
PURPOSE
The C -3 Central Commercial District is intended to provide an area
for the grouping of general retail sales establishments, offices
and services which serve City residents and the surrounding area.
The C -3 District provisions and boundaries are intended to promote
compatible land use relationships among diverse types of uses and
encourage well planned development or expansion in accord with the
approved Comprehensive Plan. Only those uses which substantially
interfere with the overall function of the general commercial area
will be excluded. On -site parking is not required in this
District.
PERMITTED USES
The following uses are permitted as regulated herein, without
special application requirements or conditions attached. Similar
uses may be allowed upon the determination of the City Council.

FOR TRAFFIC CONTROL DEVICES
WHEREAS, the Director of Engineering and the Police Chief agree that the following areas have
traffic control concerns which warrant traffic control devices, and;
WHEREAS, the Hutchinson City Council has the authority to establish locations as points where
traffic control devices shall be erected, pursuant to Section 7.04, Subdivision 1 of the Hutchinson City
Code;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUTCHINSON:
1. That the Council hereby establishes that a traffic control device known as a "No Parking" sign

I am writing on behalf of the Retail Task Force of the Hutchinson Area Chamber of Commerce and the
Mainstreet- Hutchinson association to request the city's help in hosting a street dance during Crary Days
this year. We would We to have festivities to help bring more people to our city to shop and be
entertained.
To date, our plans are to schedule the dance on the first day of Crazy Days, Friday, July 14th, from 7:00 pm
to 11:00 pm. The event would include a dance featuring a country ana western Dand; food vendors; and
beer sales provided by the Hutchinson Jaycees. We are requesting that the event be located on First
Avenue SE between Main and Hassan Streets (the area in front of the Underground).
We would request the following and will coordinate efforts with everyone involved:
• The use of Library Square Park -- possibly for food vendors, seating and portable bathrooms.
The closing of First Avenue SE between Main and Hassan Streets for the dance, food vendors, beer
sales and seating. We anticipate that the street will need to be closed from approximately 6:00 am until
midnight on Friday, July 14th.
The setting up of a restricted area in which beer sales and consumption are permitted. We are
requesting help from the Street Department in erecting a temporary fence to set off this area.
The use of Park & Recreation Department picnic tables, bleachers and trash cans and their
transportation to and from First Avenue SE. The Task Force and Mainstreet will arrange for cleanup of the
area.
The use of the City's electrical service in this area to power both the band's equipment and food
vendor's appliances.
` The granting of a temporary beer sales permit to the Hutchinson Jaycees. The Jaycees will apply for the
permit.
The assistance of the Hutchinson Police Department in setting up the event to ensure that drinking is
done responsibly and that no underage sales are permitted. Last year Chief Madson held a training
session to advise us on "carding" beer consumers and limiting sales to people who seem intoxicated.

WHEREAS, pursuant to receipt of petition and waiver of hearing the Council has met and reviewed the
proposed assessment for the improvement of Hayden Avenue, Osgood Avenue and Fischer Street and Lake
Street from Roberts Road to 2nd Avenue SW and Lewis Avenue from Lake Street to 1000' East and 5th Avenue
SW from Dale Street to Fischer Street by construction of sanitary sewer and services, watermain and services,
storm sewer, grading, gravel base, concrete curb and gutter, bituminous base and surfacing, and appurtenances.
NOW, THEREFORE, BE IT RESOLVED AY THE CITY COUNCIL OF THE CITY OF
HUTCHINSON, MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby
accepted, and shall constitute the special assessment against the lands named therein, and each tract of land
therein included is hereby found to be benefitted by the proposed improvement in the amount of the assessment
levied against it.
2. Such assessment shall be payable in equal annual installments extending over a period of ten (10)
years, the first of the installments to be payable on or before the first Monday in January, 1996, and shall bear
interest at the rate of _percent per annum as set down by the adoption of this assessment resolution. To the
first installment shall be added interest on the entire assessment from October 1, 1995, until the 31st day of
December, 1996. To each subsequent installment when due, shall be added interest for one year on all unpaid
installments.
3. The owner of any property so assessed may, at any time prior to certification of the assessment to
the County Auditor, pay the whole of the assessment on such property, with interest accrued to the date of
payment, to the City Treasurer, except that no interest shall be charged if the entire assessment is paid by the
31st day of October, 1995; and he may, at any time thereafter, pay to the City Treasurer the entire amount of
the assessment remaining unpaid, with interest accrued to the 31st day of December, of the year in which such
payment is made. Such payment must be made before November 15, or interest will be charged through
December 31, of the next succeeding year.
4. The Administrator shall forthwith transmit a certified duplicate of this assessment to the County
Auditor to be extended on the property tax lists of the County, and such assessment shall be collected and paid
over in the same manner as other municipal taxes.

WHEREAS, pursuant to receipt of petition and waiver of hearing the Council has met and reviewed the
proposed assessment for the improvement of:
Project No. 95 -10: McDonald Drive from Park Island Drive to Barley Street by the construction of storm
sewer, sanitary sewer, sewer services, watermain, water services, grading, gravel base,
concrete curb and gutter, bituminous base, bituminous wear course and appurtenances;
Project No. 95 -11: McDonald Drive from Park Island Drive to Roberts Road and Roberts Road from
McDonald Drive to Otter Lake by construction of storm sewer, street restoration and
appurtenances;
Project No. 95 -12: Roberts Road from McDonald Drive to Harvest Street by construction of grading, gravel
base, concrete curb and gutter, bituminous base, bituminous wear course and
appurtenances;
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUTCHINSON, MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby
accepted, and shall constitute the special assessment against the lands named therein, and each tract of land
therein included is hereby found to be benefitted by the proposed improvement in the amount of the assessment
levied against it.
2. Such assessment shall be payable in equal annual installments extending over a period of ten (10)
years, the first of the installments to be payable on or before the first Monday in January, 1996, and shall bear
interest at the rate of _percent per annum as set down by the adoption of this assessment resolution. To the
first installment shall be added interest on the entire assessment from October 1, 1995, until the 31st day of

Project No. 95-15 Schmidtbauers Fourth Addition - Phase 2 (Orchard Avenue, Sherwood Street and Elk
Drive) by construction of bituminous wear course construction and appurtenances;
and
Project No. 95-19 Hunters Ridge Sidewalk/Pedestrian Path by construction of grading and gravel base
and appurtenances for future pedestrian path along north side of Sth Avenue; and
Project No. 95-20 Sunset Street Adjacent to Century Court from Cleveland Avenue to Century Avenue
by construction of grading, gravel base, concrete curb and gutter, storm sewer and
bituminous base and wear course and appurtenances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
HUTCHNSON, MINNESOTA:
1. Such proposed assessment, a copy of which is attached hereto and made a part hereof, is hereby
accepted, and shall constitute the special assessment against the lands named therein, and each tract of land
therein included is hereby found to be benefitted by the proposed improvement in the amount of the assessment
levied against it.

BE IT RESOLVED, by the City Council of the City of Hutchinson,
Minnesota (the "City "), as follows:
I. Proposed Amendment to Development Progxiarn for Development
District No. 4 and Proposed Tax Incr m=t Finan�jng Plan. The City acting under
and pursuant to Minnesota Statutes, Sections 469.124 to 426.134 has previously
approved Development District No. 4 in the City (the "Development District "), and
approved a Development Program and amendments thereto (as so amended, the
"Program "). It has been proposed that the City consider amendments to the
Development District and Development Program to assist in the development of
property in the Development District. In order to finance the costs to be incurred in
connection with the development of the property, the City will also consider
approving a tax increment financing plan (the "Financing Plan "), which will
establish a tax increment financing district, as defined in Minnesota Statutes, Section
469.174, subdivision (the "District ").
2. Public Hearin . A public hearing is hereby scheduled to be held on
the proposed amendments to the Development District and Program and on the
proposed Financing Plan at 6:00 p.m. on Tuesday, June 27, 1995, in the Council
Chambers in the Hutchinson City Center. The City Administrator is hereby
authorized and directed to cause notice of such public hearing to be published in the
official newspaper of the City not less than 10 days nor more than 30 days prior to
the date of the hearing, to provide the information required by Minnesota Statutes,

Re: Redevelopment Proposal for Hutch Hotel Builling.
BACKGROUND DATA
The Hutch Hotel is located at the intersection of Main Street and Washington Avenue was
constructed in 1913 ca. and consisted of retail space on the first level and a 64 room hotel on the
upper two levels. The structures basement was used for mechanical, storage and retail space with
direct access to South Main Street The building as it exists today is vacant on its upper two
floors and partially vacant on the main level. The remainder of the first floor is leased to retail
and office tenants. This three story building has 22,437 gross sq.ft. and a lull basement with
8,645 gross sq.ft. of area. The two story Koch Jewelry Store Building located at 10 South Main
Street will be demolished as part of the redevelopment plan.
• THE DEVELOPER
Morningside Development Company of Hutchinson (MDCH) is a Minnesota Corporation located at
8 South Main Street in Hutchinson. Mr. Dean Limoges is its President and CEO. MDCH is
currently owns and operates Morningside Estates, a residential condominium development project
in East Hutchinson. Dean may be reached at 587.9577 (fax 587 - 5700).
THE PROPOSAL - Exterior Envelo e
The exterior building elevations will be renovated by using a construction technique called
E.I.F.S. (Exterior Insulation Finish System). All four sides will be renovated and accessible
upon demolition of the Koch Jewelry Store Building. There will be two major entrances on
Washington Avenue, one entrance on South Main Street and one secondary entrance to be located
on the southwest corner of the building. Three of the entrances will service the atrium and upper
two office condominium floors. The fourth entrance will be to the retail anchor space located in
the northeast half of the first floor. All external basement access will be eliminated as well as all
areaways located around the buildings perimeter. The South and West (alley) Elevations will
receive new window openings as well as the new secondary entrance (to provide easy access to
parking areas located west of the alley R.O.W..
The architectural style is best defined as a Neo- Classical Style with a strong tendency towards
Federal Period architecture of the late 1800's. The E.I.F.S. technique of renovation allows us to
work with the existing structure, structural components and fenestration yet provide for an
entirely different architectural style at reasonable costs and effort. (The multiple color scheme
has not been determined to date.)

THE PROPOSAL- Streetscaoe
The existing streetscape will be dramatically transformed by the new facade (E.I.F.S. System)
dominated by five pediments and five pairs of pilasters on column bases. Also, four marquee type
canopies will be placed over the four main entrances. As previously noted, ail four exterior
elevations will receive similar and equal architectural treatment. Sidewalks on both South Main
Street and Washington Avenue will be upgraded complete with new boulevard trees, grating and
architectural period lighting.

be incorporated on Washington Avenue in
conjunction
with a proposed
City parking plan.
It is understood that possible new signage,
lighting, ornamental
fence and
landscaping will be
part of this proposed parking plan. This new
parking is
a vital part of this redevelopment plan
to improve the necessary quantity, quality and
security of
short and long term parking needs.
THE PROPOSAL- Interior Space
This proposal will entail virtually "gutting" the interior of the building of all non- structural
walls and partitions including stair enclosures except for the main stairway which will be
restored. All existing heating, plumbing and electrical will be replaced with new systems and air
conditioning. A new glass- backed hydraulic elevator will be installed in a new three story atrium
space. The horseshoe shaped second and third floors will be partially filled with 2,244sq.ft. of
new office space. The remainder of the horseshoe interior will define the atrium space open to the
• first floor. A new exit stairway to meet building codes will be constructed from the basement to
the third floor in the southwest corner of the building. The first floor will house retail
condominium and public spaces, the second and third floors will house office condominium space
and public rest rooms. Basement areas will be renovated into new mechanical and storage rooms
as well as meeting and potentially banquet facilities to accommodate up to 250 -300 people. The
gross building area will be approx. 24,900sq.ft, with a net retail office condominium space of
approx. 16,900sq.ft.. These figures do not include the basement area of 8,624 gross sq.ft.
(approx. 6,400net sq.ft.).
TIMELINE
MDCH is currently developing marketing materials to pre -sell condominium space. There are
currently eight (8) potential buyers of retail and office space. We anticipate up to 16 -18
potential purchasers. These purchasers need to be located and programmed into the building prior
to construction start-up. The projected construction start -up is August 1, 1995. This date is
subject to change based on condominium presales. A 5 to 6 month construction period is
anticipated for completion of the project. Construction documents are also now in progress.

MISCELLANEOUS PROVISIONS
1. It is our opinion that use of Tax Increment Financing (T.I.F.) for this redevelopment
proposal will not place office /retail condominium purchasers in a financial advantage over
other existing office users and/or retail businesses in the downtown area not using T.I.F..

Request the Motor Pool be authorized to advertise for bids for One (1) New 1995 Dump Truck,
equipped with a Snow Plow, Wing, and a Salt/Sand Spreader. This vehicle is scheduled and

This Unit and Equipment were initially scheduled for replacement in 1991, but was extended for

RE RECOMMENDATIONS FOR CITY PAY PLAN
In January of this year, the City Council appointed the Wage Committee
consisting of Gary Plotz, Hazel Sitz, John Rodeberg, Steve Madson, Kay
Peterson, Bill Craig, and John Doty to review a consultant's recommendations
concerning adjustments and improvements to the city pay plan. After surveying
a number of other cities and reviewing numerous options, the committee
herewith makes its recommendations to the City Council.
1 Incorporate the following changes in the city pay plan by adopting
Resolution No. 10461 - attached
a Grid - Move the entire pay grid up by 30 %; add level 0 and level 8
to allow for a wider range of pay in each grade. (This would not
change individual wages at this time, except for police officers
as noted in "3" below.)
b Police - Change from a 3 year to a 4 year automatic base pay
system, making level 6 the top base pay. Make provision for
police officers' merit pay from level 6 to level 8. (The police
merit system is included as "4" below.)
c All employees - Make provision for disciplinary action withholding
the January general wage increase for any recipient of a written
reprimand or more severe disciplinary action in the previous
calendar year.
2 Adopt Policy 3_09 revising the merit adjustment formula, with this
formula change to apply to all merit recommendations in the calendar
year 1995.

First year merit (1994) cost a total of $7,860 for all funds.
Cost for the general fund was $6,532.
Estimate first year merit new pay plan for 1995 if the

As you are aware, the wage committee recommended a wage program which included
changing the current longevity system for police patrol officers to a merit system after
attaining a pay grade level 6. The recommendation also included a provision which the
police department would recommend the criteria for the merit adjustment. Contained in
the following information is the recommendation for merit for the patrol officers as
suggested by the patrol officers.
The criteria will encompass five rated areas along with the requirement that an
acceptable overall evaluation be attained before the merit is considered. The
evaluation is the current document being utilized by the police department. The five
areas to be objectively rated are as follows:
PHYSICAL FITNESS TEST
The physical fitness test will be given twice yearly (spring and fall). An officer
must attain the following to be considered for merit:

An officer will be required to attend in -service training activities each year which

As part of the expanding community policing efforts, neighborhood meetings will
play an integral part of our plan to educate citizens in crime prevention efforts
within their own neighborhood.

Each year officers will be required to pass an examination prepared and
administered by the department Lieutenants. The test will cover department

ranking.

5. QUALITY IMPROVEMENT IDEAS
Within the police department a quality improvement committee will be
established. One of the responsibilities of the quality improvement committee
will be to review ideas submitted by the patrol officers regarding improvements
that can be made which will improve the service level to the community. The
requirements for the submission of the ideas will be 1) the idea is formally
prepared showing the idea, the value added to the community /department, and
implementation suggestions; 2) idea need not be implemented in order to
receive credit but must be approved by quality improvement committee as
fulfilling the requirements in #1 above.

RESOLUTION ADOPTING POSITION CLASSIFICATION
ASSIGNMENT TABLE EFFECTIVE JULY 1, 1995
WHEREAS, the City Council has considered the existing classification of
positions for the City of Hutchinson and the current economic conditions,
BE IT RESOLVED, that a Position Classification Plan is hereby adopted. All
positions covered by this Resolution shall be grouped in grades having a definite
range of difficulty and responsibility. For each position there shall be a title;
and there shall be shown examples of work which are illustrative of duties of
positions, as well as requirements as to knowledge, abilities and skills necessary
for performance of the work; and a statement of experience and training desirable
for recruitment into a position.
A. ALLOCATION OF NEW POSITIONS.
When a new position is created for which no appropriate description exists or when
the duties of an existing position are sufficiently changed so that no appropriate
description exists, the City Council after recommendation of the Human Resources
Coordinator shall cause an appropriate job description - specification to be written
for said position.
B. REVIEW OF PLAN.
As often as necessary to assure continued correct classification, the Position
Classification Plan shall be reviewed by the Human Resources Coordinator and
necessary adjustments recommended to the City Council.
C. FILING OF PLAN.
Upon adoption of the Resolution, a copy of the Position Classification Plan approved
by the City Council shall be placed on file with the City Administrator. The plan
so filed and subsequently adjusted by the Council shall be the Position
Classification Plan of the City.
1. Elements of the Plan. The Compensation Plan shall consist of,
a. A Basic Table of Numbered Pay Grades for All Emulovees
Each numbered pay grade in the basic table consists of a minimum (Level 0 -
80%) rate, a maximum (Level S - 120%) rate, and a midpoint (Level 4 - 100%)
rate, in addition to intermediate levels, shown on page 4.
b. A Position Classification Assignment Table for Employees
The assignment table shall assign all of the various positions in the Position
Classification Plan to the appropriate pay grade, shown on page 3.
2. Modification of Plan.
is The City Council reserves the right to modify any or all of the pay grades or
position classification assignments as set forth in said plan at any time.

a. Non- Administrative (Hourly) Eavlovees
Each position is assigned a pay grade. The normal beginning rate for a new
employee will be the minimum rate. After satisfactory completion of twelve
months probation, up to a five percent increase will normally be granted, with
the exception that such increase say be granted midway through the
probationary period (at six months) with the approval of the City
Administrator. Thereafter, consideration for performance increases will be
given annually each individual anniversary date. The City Administrator
reserves the discretion to adjust individual rates within the assigned pay
grades based upon (a) a merit review and recommendation from the department
head, reflecting job performance over the preceding twelve months, and (b)
consideration of equity among departments. Consideration for market
adjustment for all pay grades will be made each January 1.
b. Administrative (Salaried) Eavloyees
Each position is assigned a pay grade. The normal beginning rate for a new
employee will be the minimum rate. After satisfactory completion of twelve

In Police Civil Service positions, the established starting rate for patrol
officers shall be Grade X. Level 2, followed by a probationary period of one
year. After completion of probation, an increase to Level 3 shall be granted.
Likewise, an increase to Level 4 shall be granted after completion of two
years employment, to Level 5 after three years employment and to Level 6 after
four years employment. Thereafter, consideration for performance increases
will be given annually each individual anniversary date, reflecting job
performance according to specific criteria over the preceding 12 months.
Supervisory and investigative police department personnel shall be salaried,
with salary subject to periodic review by the Chief of Police, and any
recommendation for merit adjustment made to the City Administrator. Police
department office, dispatch and school liaison personnel shall be hourly and
under merit plan.
Consideration for market adjustment will be made each January 1. Any market
adjustment on January 1 of any year shall be separate and apart from the
individual anniversary increases.

4. Other Provisions.
a. Disciolinary Action: For employees in any class, an additional
consequence of disciplinary action more severe than level a /oral reprimand, as
defined in the city personnel policy, will be the permanent loss of the
January 1 market adjustment in the calendar year following such disciplinary
action. This will occur unless the director in charge and the city
administrator decide otherwise.
b. Market Conditions: Notwithstanding any language to the contrary, the
City Council retains the right to deviate from the pay plan when, in the sole
judgment of the City Council, market conditions or other circumstances dictate
such a decision.
13E IT FURTHER RESOLVED HY THE CITY COUNCIL OF THE CITY OF HUTCHINSCN
That the following table is hereby adopted as the City Position Classification
Assignment Table, to be reviewed from time to time, assigning the various positions
in the Position Classification Plan to the appropriate pay grades in the table. Pay

RE: Sergeant Promotions
The police commission has completed the promotional examination and certification of
the list of candidates for the position of patrol sergeant. To complete the
reorganization process undertaken last year, I respectfully request authority to promote
two (2) officers from the eligibility roster to the position of sergeant effective July 1,
1995.
The promotions will allow the police department to do the following:
1. Have supervision on the street during the evening and early morning
hours.
2. Have supervision without reducing number of officers on street (these are
working positions).
3. Allow Lieutenants to complete administrative assignments more timely.
These positions are budgeted in the 1995 budget and the last adjustment needed to
complete the reorganization. I intend to fill the dispatch supervisor position vacated by
the resignation of Patsy Niska sometime after September 1, 1995.

Attached is a proposal from OSM (the consultant we are working with on the
Bluff Street and Fifth Avenue SE Bridges) regarding providing services for the
Luce Line Trail project. This project requires significant coordination with
Federal and State authorities, which OSM will complete. This project will be
primarily funded with Federal dollars.
This is an extension of the Bluff Street Engineering Services contract nad has
been budgeted for. We therefore recommend approving the contract
extension in the amount of $32,400.

will find other property.

before the Board of Supervisors of Acoma Township at our
monthly meeting on Tuesday, February 4, 1992, seeking
approval of 2 sketch plans in Section 26, Acoma Township.
After some discussion it was moved, seconded and unanimously
carried to approve the sketch plan to plat 5 acres for a
building site with the driveway coming off of 205th Drive,
to approve the-platting of Lot 2, Parcel B (1.88 acres) and
denying the.platting of Lot 1, Parcel A (10.46 acres) due to
the fact it is agriculturally zoned and the low land on the
south side of the parcel.

REGULAR MEETING
Monday, April 3, 1995
• The meeting opened at 8:00 p.m.
The minutes were read and approved.
COMMITTEE'S
Dance - Casey Stotts announced that the dance on 4122 will be the departments 10001 annual.
Any special suggestions are welcome. Setup will be Saturday morning, see Brent Reiner.
Banquet - Craig Almquist received an appreciation of applause for his work on the banquet.
Rural Tanker - Tom Pessek announced that the new spec.'s are written. The committee will get
estimates and go to the Townboards for approval.
Fire Prevention - Casey S. announced that the open house is scheduled for September 16.
There will also be a safety camp sponsored by the Safety Council on June 7.

The annual Sky Warn class is scheduled for April 11, at the Glencoe Fire Station.
NEW BUSINESS
3M has donated 155 gallons of AFFF /ATC fire foam for the department to use. This type is
designed not break down on solvent spills and solvent fires.
The Central Minn. Regional fire school will be held July 22, 1995 at Litchfield. Anyone interested
in attending see Randy R.

• HUTCHINSON FIRE DEPARTMENT MINUTES
OFFICER'S MEETING
Monday, April 17, 1995
The meeting opened at 9:04 p.m.
Jim Popp - talked about looking into buying a valve to allow filling of SCBA bottles
off our present system. Also, traffic control problems and possible
solutions at the entrance to Main Street from 3rd Street.
Jeff Nies - discussed 3M donating six full face rebreathing masks for fighting
grass fires and contacting McLeod County dispatch when we go out
into the country on a rural run. Ex. 2335 to Hutchinson dispatch and
100, 2300 units are 10 -8 to a medical (or fire) at 22350 - 200th St.
Mike Schmidt - requested permission to make some more wooden sprinkler stops.
Gary Henke - asked if a key for the dumpster could be placed somewhere in the
station so, firefighters could empty garbage. Steve Schramm said he
would find a place in the control room to put it.
• Casey Stotts - talked about looking into possible funding for opti - com traffic control
of intersection lights in town. Keys to Simplex Alarm boxes will be
given to all chief officers and captains. The fire department will be
starting an Explorer group in the next couple of months, interested
firefighter should contact Casey if you would be willing to help.
Gary Forcier - would like to remind firefighters that when they back trucks into the
station, to make sure tires are turned straight for next run. Firefighters
need to supervise their children when they bring them down to the
station.
Steve Schramm - would like to remind firefighters that when they fill SCBA bottles, to
remember to record it on the sheet on the wall and also to start
compressor so system is always full. If a firefighter doesn't help at a
fire, or cleaning up after a fire, their name will be taken off of the paid
side, and moved over to the backup side not to be paid for run.
Randy Redman - only two have signed up for the State Fire School at this time.
Brad Emans - ATC Foam has been placed into all city pumpers at this time.
• June 26th there will be a mass casualty drill at the High School.
HUTCHINSON FIRE DEPARTMENT MINUTES
Officer's Meeting •
4/17/95
M.I.M.S. class will try and be scheduled sometime this summer by
Duane Hoeschen.
Need to review Skywam procedures with firefighters now that bad
weather season is once again upon us.
Need to review alcohol policy with firefighters in responding to calls
and also drills.
Brad Paulson's one year leave of absence will be up soon. A letter
will be sent to Brad requiring a letter from his Doctor saying he is
physically fit to return as a firefighter, or he will have to be removed.
This needs to be done because by -laws do not allow for a leave of
absence any longer than one year. Brad will be encouraged to re-
apply in the future if his physical situation changes.
Ray Tersteeg will be sent a letter letting him know that his name will
be removed from the reserve list because of lack of participation. He
will be welcome to retest again in the future if he would like to. •

EMPLOYEE SAFETY COMMITTEE
MEETING MINUTES
4/25/95
Present: Gale Boelter, Tom Moss, Eldon Barkiem, Floyd Groehler, John ArK, Dick Nagy,
Doug Johnson, Ron Carter, Hazel Sitz, Ken Merrill.
The meeting was opened with discussion of employee CPR training. Members of the
committee looking into the training reported that the cost of the training seemed to be
consistent with everybody that they approached. The committee agreed that John Arit
should put a recommendation together and present it to the department directors. It will
recommend that all full time employees take the training, with the directors having the
discretion of excusing certain employees that they deem not needing the training. The
first aid training for employees was put on hold.
John Ar1t presented an script compiled by Hazel Sitz for the employee orientation video.
John also reported that the local cable access channel wanted a substantial amount of
• money to tape the presentation. It was decided that the Citys own equipment and staff
would tape the video. John Artt, Tom Kloss, and Hazel Sitz will prepare the video.
Floyd Groehler reported that he was still awaiting prices for first aid kits. He also handed
out forms asking that the existing kits be inventoried and requests made.
Dick Nagy spoke of a safety workshop that he attended which dealt primarily with OSHA
topics. He suggested that a survey of all departments take place to determine the status
of individual departments safety programs. He also presented literature from the
Minnesota Safety Council and suggested that it would be a good idea to join as it would
be an excellent source of safety regulations and safety information, at a cost of $ 125.00
per year. The committee will check with Berkley to see how much of the same service
they could provide for free.
The next meeting will be Wednesday, May 31, 1995,10:00 a.m. in the City Center main
conference room.

PIONEERLAND LIBRARY SYSTEM BOARD MEETING
April 20. 1995
President Alsop called meetina to order and introduced new board
members. Canfield /Griffin moved approval of minutes of February 17.
1995 meeting. Motion carried.
Finance Committee report was given by Rudningen. Rudningen /Bohm
moved approval of January, February, March 1995 financial reports.
Motion carried. Rudningen reported six staff and one board member
will be attending ALA convention in Chicaao in June.
Rudningen /Sanders moved approval of LSCA Title I grant application.
Motion carried. Copies of 1994 audit were distributed to board
members. After review by the board, audit will be presented for
approval at May 18, 1995 board meeting. Rudningen /Gabrielson moved
to sell library van at Kandiyohi County auction. Motion carried.
Gabriel son/Koteln icki moved new bookkeeping system be purchased
through Banyon Data Systems. Motion carried.
• Joe Egge, representing Economic Development Authority of
Montevideo, presented proposal to renovate "insurance building"
south of Chippewa County Library in Montevideo as headquarters for
combined Pioneerland Library System administration and service
center. Building will be purchased and owned by Montevideo
Industrial Development Corporation with a lease /purchase agreement
to be negotiated with PLS. Economic Development Authority requests
a response from PLS within 180 days.
Personnel Committee report was given by Schoener. Schoener /Canfield
moved recommendation to allow eligible PLS employees to participate
in Municipal Employees Optional Life Insurance Plan offered by
Minnesota Mutual. Motion carried. Schoener /McLain moved
recommendation that December 24, 1995 be a paid holiday for
employees paid an hourly wage and compensatory time for employees
on annual salary. Motion carried.
Schoener presented revised job descriptions and pay ranges for
1996. Nelson moved personnel committee reconsider educational
requirement, attach a grandfather clause for employees currently
holding position, and delay implementation of educational
requirement until new employees are hired for positions. Motion
carried.
Dahl requested board to give System Facilities Committee direction
on merged administrative and Service Center headquarters for
Pioneerland Library System. Willmar and Kandiyohi County will also
be asked to make a presentation to the Pioneerland Library System
board. Board is invited to hold their May 18, 1995 meeting at
Chippewa County Library in Montevideo if a tour of the "insurance •
building" can be arranged.
Matson reported Pioneerland will receive $20,478 grant for
Librarians of Color program. Sanders /Canfield moved to apply for an
additional $14,520 for this program. Motion carried.
Rudningen /Schoener moved to approve 1994 Minnesota Public Library
Annual Report. Motion carried.
Houlahan reviewed status of library legislation and funding.
Next meeting will be Thursday, May 18, 1995, 7:30 p.m. at either
Kandiyohi County Highway Department or Chippewa County Library in
Montevideo.
