EXPANSION OF AREA INCLUDED IN
DEVELOPMENT DISTRICT NO. 4
NOTICE IS HEREBY GIVEN that the City Council of the City of
Hutchinson will hold a public hearing on the proposal that the City
Council approve the inclusion of additional property in Development
District No. 4 (the Development District) previously designated by
the City Council, pursuant to Minnesota Statutes, Sections 469.124
and 469.134. The public hearing will be held at 4:30 P.M. on
December 30, 1991, at the Hutchinson City Hall, 37 Washington
Avenue West, Hutchinson, Minnesota.
The additional property proposed to be included in the
Development District is generally described as:
Block 47 and Block 48, N 1/2 of City, including the
entire street right -of -way of First Avenue N.E., Hassan
Street, Washington Avenue, Adams Street, and Jefferson
Street that immediately surround said Block 47 and
Block 48 and all alleys included within said blocks.
• All who wish to be heard as to the inclusion of the additional
property in the Development District will be given an opportunity
to express their views at the time of the public hearing or may
file written comments with the City Administrator prior to the
public hearing.

INTRODUCTION
This Development District Modification has been prepared under the requirements of
the Minnesota Tax Increment Financing Act (the "Act "), Minnesota Statutes, Section
469, as amended. The City herein proposes to expand Development District No. 4 to
provide financing for a commercial development proposed by Erickson's Diversified
Corporation and The Everest Group (the "Developer ") and other undesignated
developers.
SECTION I. MODIFICATION TO TAX INCREMENT FINANCING DISTRICT NO. 4
This modification is intended to provide the City with the jurisdiction to complete
development contracts for the area described in Exhibit A and, If necessary, execute the
early stages of redevelopment.
The City fully anticipates the proposed development to provide for an increase in jobs,
tax base, and the protection of existing tax base in the Central Business District and the
Central Business District fringe area.
The City Council anticipates creating a Redevelopment Tax Increment District in
February or March, 1992 pursuant to Minnesota Statutes, Section 469, as amended, in
conjunction with Development Agreements, land acquisition contracts and other related
project terms and conditions.
This modification Is made a part of Development District No. 4, last modified April 24,
1990.

DATE: December 24, 1991
RE: Youth Center Relocation
With the lease at our present location ending 12/31/91, the Dry
Dock Board requests council action to enter into a six month agreement
with Lowell Wakefield for the property located at 26 Washington Avenue.
The board feels this location will provide adequate space, 1080
square feet for drop in activities. In addition to the drop in facility,
the board recommends providing 9 -12 activities outside the facility
(i.e. dances, D.J., speakers) at other locations within the community
(i.e. Civic Arena, School, Armory) in 1992.
By choosing to relocate to the Washington Avenue site, the 1992
• Budget could be cut by $17,200, which would address the budget shortfall
of the previous two years. Also, by choosing to relocate off of Main
Street, the Youth Board members felt there would be less conflict with
youth that choose to hang out directly on Main Street.
Included in the revised 1992 budget proposal is $500 for temporary
employees to provide support at the off site activities, as well as pro-
viding coverage of the facility when the manager uses vacation. There
is $750 budgeted for repair and maintenance, which will be used to
address modifications to the proposed facility i.e. snack bar, office
and window coverings.
For offsite programming, $1,000 was added to other contractual, which
will allow the board to provide quality entertainment at various locations
around the community. The board feels that by providing quality enter-
tainment, the youth will respond by turning out for the events where
ever they might be located.
Finally, under machinery and equipment, $5,000 is earmarked for
equipment that will include a television, V.C.R., stereo, tables,
chairs and office furnishings. The board feels strongly that the youth
need to be involved in the reorganizing of a new facility, and we feel
confident we can be fully operational by the weekend of Januay 18th.
