1. The meeting was called to order at 5:30 p.m. by Mayor Torgerson. Present: Mayor Marlin
Torgerson, Council Members Bill Craig, John Mlinar. Kay Peterson, and Don Erickson.
Also present: City Administrator Gary D. Plotz, Director of Engineering John Rodeberg,

During discussion Council Member Erickson clarified that the waiver of right for
the Quade plat pertained to the proposed joint powers agreement between the
townships, county government and City of Hutchinson to govern zoning and
planning decisions within areas adjacent to the present city limits.
The motion to accept the consent agenda with the exception of item 4 -0) was made
by Council Member Erickson, seconded by Council Member Peterson and
unanimously carried.
Item 4 -0)- -Nancy Klapotz reported that 38 neighbors were opposed to the proposal
for Jon Sprengler's project.
Council Member Craig stated that the City's jurisdiction did not extend beyond the
city limits, and the propem in question is beyond the urban boundary. Therefore.

the township board and County Commissioners would determine the final decision.

(a) PRESENTATION BY CHIEF OF POLICE ON EXCELLENCE PLUS
OBJECTIVES REGARDING CUSTOMER SERVICE IN THE POLICE
DEPARTMENT
Police Chief Steve Madson presented the implementation of three methods for
communication to city residents and the utilization of a survey for input from the
community concerning customer service performed by the Police Department
personnel.

(c) CONSIDERATION OF HEALTH INSURANCE REVISIONS FOR CITY'S
HEALTH INSURANCE PROGRAM (DEFERRED FEBRUARY 13, 1996)
Insurance Consultant Mark Flaten and Insurance Agent Dennis Potter reviewed the
health insurance plan changes which are required to meet State mandates. Effective
March 1, 1996, additional benefits will include mental health, chemical dependency

and chiropractic treatment in- network and will be at the same level as any other
illness. A managed care service for in/out- of- network for mental health and chemical
dependency and in- network for chiropractic treatment will be incorporated into the
City plan.
It was suggested that the City replace its present retail drug vendor with Pharmacy
Gold for a 2.5% savings as well as incorporate a mail order drug program with the
same copayment as the retail vendor program and expand supply from 31 days to 100
days.
Following discussion, Council Member Mlinar moved to approve the revisions,
seconded by Council Member Erickson and unanimously carried.
(a) CONSIDERATION OF ESTABLISHING DATE FOR BOARD OF REVIEW
MEETING
The motion was made by Council Member Mlinar to approve May 1, 1996 at 4:30
p.m. for the Board of Review, seconded by Council Member Peterson and
unanimously carried.
(b) CONSIDERATION OF PURCHASE OF EQUIPMENT FOR WIDE AREA
NETWORK AND ASSOCIATED COMPUTER EQUIPMENT
Larry Huhn, GIS Coordinator, presented the City's wide area network proposal to
connect all the City buildings. The total cost for the network and computer
equipment will be $80,000.
Following discussion, Council Member Craig moved to approve the purchase with
this caveat and that the money not come from money set aside for capital
improvements (not from utilities), seconded by Council Member Mlinar and
unanimously carried.

(a) COMMUNICATIONS CONCERNING AUGUSTA BUILDING CORPORATION
AGREEMENT
City Attorney Anderson reviewed the draft agreement regarding Augusta's failure
to slope the area surrounding the pond according to plans and specifications for its
Century Court development. The agreement would give Augusta until July 1, 1996
to bring the slopes into compliance, and the City will issue the certificate of
occupancy.
Following discussion. Council Member Mlinar moved to approve the amended
agreement, seconded by Council Member Peterson and unanimously carried.

(b) COMMUNICATIONS FROM COUNCIL MEMBER BILL CRAIG
Council Member Craig made reference to the livestock buying station and stated that
the City is not unconcerned about,the taxpayers concern. However, the City is the
wrong governmental body to come to since it has no control over county issues.
(c) COMMUNICATIONS FROM COUNCIL MEMBER JOHN MLINAR
Council Member Mlinar commented on the report from Robert Hantge regarding the
family pledge for summer ice and the dehumidifier recently installed in the Civic
Arena. Council Member Craig noted that Hutchinson Technology, Inc. had donated
the dehumidifier.
(d) COW,1UNICATIONS FROM COUNCIL MEMBER KAY PETERSON
Council Member Peterson mentioned that membership on the Safety Council is open
to anyone who is interested.
(e) COMMUNICATIONS FROM COUNCIL MEMBER DON ERICKSON
Council Member Erickson inquired about the status of the Highway 7 project.
Engineer Rodeberg informed him that a meeting was scheduled with MN/DOT, and
the Police Chief and Mayor would also be in attendance.
After inquiring about the 1996 wage adjustment not being on the agenda, Council
Member Erickson was informed by the City Administrator that the Wade Committee
will be meeting again to finalize a recommendation for the next meeting.
(f) COMMUNICATIONS FROM DIRECTOR OF ENGINEERING
Engineer Rodeberg expressed concerns regarding the Hwy. 22 East by -pass, the
limitations and desigrt issues for Hwy. 7 through town, the need for by- passes around
the City, the speed limit on Hwy. 15 North, and that there was no separated crossing
for the Luce Line Trail.
It was reported that a bike conference will be held next week, and the Finns will be
flying in to participate in it.
(g) COMMUNICATIONS FROM MAYOR MARLIN TORGERSON
Mayor Torgerson informed everyone that the planned joint governmental meeting
date had been canceled since Senator Steve Dille and Representative Bob Ness were
not available. The meeting will probably be rescheduled in April.

This resolution is made and entered into this 12th day of March,
1996 by the Hutchinson City Council.
RECITALS
Pursuant to resolution of the Hutchinson City Council, the law
firm of Arnold, Anderson and Dove, PLLP and G. Barry Anderson
individually provides legal services to the city as its city
attorney.
2. The city of Hutchinson, through the Hutchinson City Council,
established a budget for the handling of prosecution related
services for calendar year 1995 in the annualized amount of
$30,000 prior to making a commitment to hire an assistant city
attorney for the purpose of handling prosecution matters for
the city of Hutchinson.
3. In the absence of an assistant city attorney and recognizing
that the city attorney is willing to assume prosecution
responsibilities at the same contractual level provided in
1995
NOW THEREFORE BE IT RESOLVED that the City Council for the City of
. Hutchinson authorizes the retention of the law firm of Arnold,
Anderson and Dove, PLLP and Hutchinson City Attorney G. Barry
Anderson to provide prosecution services for the city of Hutchinson
at the rate of $30,000.00 per year with a set sum to be prorated
for services beginning on January 29, 1996, and continuing through
December 31, 1996 or as may be otherwise ordered by the Hutchinson
City Council.

RESOLUTION APPROVING PLANS AND SPECIFICATIONS
AND ORDERING ADVERTISEMENT FOR BIDS
LETTING NO. 3/PROJECT NO. 96.04
WHEREAS, the Director of Engineering has prepared plans and specifications for the improvement of Bluff
Street and Adams Street from 4th Avenue NE to Washington Avenue by storm sewer, sanitary sewer and services,
watermain and services, grading, gravel base, concrete curb and gutter, bituminous base, bituminous wear course, bridge
construction and appurtenances.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON,
MINNESOTA:
1. Such plans and specifications, a copy of which is attached hereto and made a part hereof, are hereby
approved
2. The Director of Engineering shall prepare and cause to be inserted in the official newspaper, an advertisement
forbids upon the making of such improvements under such approved plans and specifications. The advertisement shall
be published for three weeks, shall specify the work to be done, shall state that bids will be publicly opened at 10:30 am
on Friday, April 19th, 1996, in the Council Chambers of the Hutchinson City Center by the City Administrator and/or

AN ORDINANCE OF THE CITY OF HUTCHINSON, MINNESOTA, AMENDING
CITY CODE CHAPTER 6 ENTITLED "OTHER BUSINESS REGULATIONS AND
LICENSING" BY ADDING SECTION 6.43 ENTITLED "MASSAGE SERVICES" AND
BY ADOPTING BY REFERENCE, CITY CODE CHAPTER 1 AND SECTION 2.99
WHICH, AMONG OTHER THINGS, CONTAIN PENALTY PROVISIONS.
THE CITY OF HUTCHINSON ORDAINS:
Section 1. Section 6.43 of the City Code, "Massage Services"
is hereby added and shall read as follows:
Section 6.43 Massage Services
Subd. 1. Definitions. "Massage" means the practice of
rubbing, stroking, kneading or rolling the body with the hands or
any instrument for the exclusive purpose of relaxation, physical
fitness or beautification.
Subd. 2. License Required. It is unlawful for any person to
engage in the business of keeping, conducting or operating any
massage facility which is open to the public or for which any
charge or fee is made or any money or thing of value is solicited
or received without a license from the City.
Subd. 3 License Application and Renewals. All initial
applications shall be accompanied by a non refundable investigation
fee in the amount set forth in the fee schedule adopted and amended
by the City Council for the City of Hutchinson from time to time.
Each application shall contain the names and addresses of the
owners, lessees and operators of the proposed massage facility
together with a description and location of the premises. The
application shall include information as to any conviction of any
crime or offense committed by any one listed on the application
together with such other information as the Council may, from time
to time, in its sole discretion, require. All applications by
corporations shall include the names and addresses of all persons
having a beneficial interest in the corporation. Prior to
consideration of the application by the Council, an investigation
shall be made by the building official of all premises to be
licensed and by the police department of all persons listed on the
license application. Each license shall expire on December 31 of
each year. Licenses must be renewed annually. The renewal
application shall be accompanied by an annual fee as set forth in
the fee schedule adopted and amended by the City Council from time
to time. For a license renewal, an applicant must provide any
information that is different from the initial application provided
by the applicant. The building official or the police department
may conduct an investigation prior to any renewal.
Subd. 4. Exceptions. This Section shall not apply to the
following:
Minnesota. A. A healthcare facility licensed by the State of
B. A healthcare facility owned by the State of Minnesota
or any of its agencies.
C. A medical clinic or hospital, so long as massage
services are performed by individuals working under the direction
and supervision of a physician, chiropractor, osteopath, podiatrist
or nurse.
D. A beauty parlor or barber shop, so long as the
massage is performed by a beautician or barber and treatment is
limited to the scalp, face and neck.
D. An athletic facility, so long as the massage is
Performed by a physical therapist or trainer.
Subd. 5 Restrictions and Regulations. A license may be
revoked, suspended or not renewed the City upon a showing of the
licensee, its owners, managers, employees or agents have violated
any of the terms and conditions of the Hutchinson City Code
including but not limited to any of the following restrictions and
regulations:
A. Licenses are granted only for operation upon fixed
premises located in commercial districts of the City as established
by the zoning laws of the City.
B. Licenses are granted only upon a showing of
compliance with sanitation laws and building code regulations.
C. No beer, liquor, narcotic drug or controlled
substances shall be permitted on the license premises.
D. No license will be granted or renewed if granting a
license would be inconsistent with the comprehensive development
plans of the City or would otherwise have a detrimental effect upon
the property or properties in the vicinity of the proposed
location.
E. False, fraudulent or deceptive statements contained
in the application are grounds for denial or revocation of a
license.
F. No applicant or any employee or proposed employee
shall have been convicted or pled guilty within the previous five
(5) years of a violation of this Section or of any law prohibiting
prostitution, pandering, keeping a disorderly house, criminal
sexual conduct, any sex crime under Minn. Stat. Chapter 609 or a
crime involving moral turpitude. The City Council, in its sole
discretion, may consider a conviction of other offenses to be
rounds for the denial or revocation of a license.
G. No applicant or any employee or proposed employee may
be under eighteen (18) years of age.

employees are practicing massage as part of their duties. The
police department shall be advised of any changes in the list.
I. The licensee shall permit and allow the inspection of
the premises during normal business hours by the building official,
police officers and health officials.
J. Upon the request of any police officer, any person
employed in any licensed premises shall provide identification
indicating his or her correct legal name and correct address.
Subd. 6. Resident Manager or Agent. Prior to issuance of a
license under this Section to an individual who is a non resident
of the City, to more than one individual, or to a corporation,
partnership or association, the applicant shall designate in
writing a natural person who is a resident of the City to be
manager and in charge of the business and upon whom service of
process may be made.
Subd. 7 Insurance Required. Each applicant for a license
under this Section shall file with the City a public liability
insurance policy or certificate of insurance from a company
authorized to do business in Minnesota, insuring the applicant
against any and all loss arising out of the use, operation or
maintenance of the massage facility. The policy of insurance shall
be in limits of not less than the statutory limits of liability for
a municipality and failure to keep in full force and effect the
insurance required herein is grounds for revocation.
Section 2. City Code Chapter 1 entitled "General Provisions
and Definitions applicable to the Entire City Code Including
Penalty for Violation" and Section 2.99 entitled "Violation a
Misdemeanor" are hereby adopted in their entirety, by reference, as
though repeated verbatim herein.
Section 3. This ordinance shall take effect upon its adopting
and publication.

I believe the exemptions as currently drafted would eliminate from
coverage all presently operating massage services since they either
operate in conjunction with licensed medical or chiropractic
facilities or providers or are considered to be operating in
conjunction with an athletic trainer or similar facility.
I considered and discarded significantly more detailed regulation,
at least in the absence of a present problem.
I would encourage the Planning Commission and City Council to
carefully consider this ordinance and to make whatever suggestions
are deemed appropriate for changes to this ordinance.

The meeting was called to order by Paul Wright.
The minutes of the November 20th meeting were read and approved. (Kay, Lois)
Old Business:
I. One computer has been repaired with the parts needed by Russ
Erickson. (purchased at K -Mart for about $150.)
2. Due to a move out of state, Dick Nahlovsky has resigned his new position with the
PLS. Discussion followed concerning potential candidates for this volunteer position.
Motion was made (Kay P. ) to make a recommendation to the City Council after Mary
polls the members by phone before the next meeting and the next Council meeting
(March 12). (Motion 2nd, Rich P. ) Motion passed.
3. The new Library budget was approved by the City Council
• New Business:
1. It was agreed that the memorial money given for Ralph Bergstrom ($150) be
designated for a photo-portrait, framed, in honor of his fifty years service on the Library
Board. Mary will contact a family member.
2. Internet Access: Discussion followed about internet access, application for a grant
through the state to provide the wiring to the building, amount needed yearly to
maintain the system(about $3500), the two items being covered would be cataloging
and the internet access.
3. Goals and Projects for 1996
Extended hours and publisizing the library and its services are two main goals we will
strive for. Suggestions included: Information sheet included in a city mailing, our own
Home Page on World Wide Web !, to be a part of the Chamber TV show on Channel.
10,more educational avenues with the County Commissioners, including information
in the information packets of the city, and looking into some radio time and newspaper
coverage.
A. There are lights in the library that are dimming (four fixtures).Jim Marka will be
contacted to give us a recommendation as to who to contact to solve this problem.
B. Sue M. recommended a committee be set up to research and evaluate local funding
for the library. Sue, Mary, and Joyce volunteered with Kay providing city funding
information.
Discussion followed on population increases in the city and county, the percentage
the city budget that goes to the library and where the money comes from for the
. library.
At the next meeting Mary will provide some of this information as requested by Rich P.

Rick Fenske of Maxfield Research Group Inc. will be at the City
Council Meeting on Tuesday, March 12, 1996, to present the
findings of the housing market analysis that was conducted by
Maxfield for the City of Hutchinson.
Per the findings from the analysis, there is an estimated need
for an additional 460 housing units in Hutchinson between 1996
and 2000. There is a estimated need for 170 units of rental
housing with 110 general occupancy units and 60 senior rental
units, including assisted living. An estimated 290 units of
homeownership will be needed with roughly 190 units being single -
family homes, including 40 to 50 entry level homes, 80 -100 move -
up homes and 50 to 80 executive homes.

I would appreciate it if you would provide the Council with a copy
of this correspondence as a "for your information" item in
connection with the scheduled action this evening on the right of
first refusal granted to Simonson's Lumber as well as the site
purchase agreement.
Some background is appropriate.
Last Thursday, John Rodeberg and myself met with representatives of
the State of Minnesota including a review appraiser from the State
of Minnesota in connection with the offer to be made to Simonson's
Lumber.
As you know, city staff has no authority to bind the City of
Hutchinson to any offer and the City Council has not acted to
authorize any specific offer to be made with the acquisition of the
property necessary to complete the Bluff Street bridge project.
The revised original appraisal prepared by Jim Robinson showed an
appraised value of the interests to be acquired of $154,000.00.
The review appraisal, using radically different criteria, came up
with a value of $90,000.00.
Pursuant to the directive of the State of Minnesota for the
procedure by which offers are to be made, the $90,000.00 review
Is appraisal offer was made to Simonson's attorney on Friday and was
rejected.

Subsequently, we discussed this correspondence to serve as a record
of negotiations and to provide a basis for a revised offer to be
made.
In discussing the matter with Simonson's attorney, it is my opinion
that an eminent domain (condemnation) panel would award
substantially more then the amount of the review appraisal.
Further, when the expenses of this proceeding are taken into
account, an additional offer should be made.
I would estimate the condemnation expenses including expert witness
fees to be somewhere in the neighborhood of $15,000.00.
Additionally, the parcel as a whole has been damaged by the
reduction of site available for expansion. This facto, coupled
with the issue of the highest and best use of the property for
purposes other then a lumber yard, which would bring a higher value
then the appraised amount given the river frontage, in my view,
adds at least $30,000.00 to the likely damages in the event of a
condemnation.
Further, it is my understanding that the review appraiser, quite
properly, did not consider relocation expenses which are usually
treated as an administrative cost on top of the review appraisal
amount. We have had the appropriate consultant conduct an
inspection and to provide an estimate of the relocation expenses
but there is also the probability that such expenses would likely
include code improvements and related charges adding at least
$10,000.00 to the cost of the project.
Again, as an administrative expense added to the review appraisal
amount, the City would be obligated to cover the cost of demolition
of the building that is being removed from the site acquired by the
City. It is my understanding that the property owner has also
committed to the demolition of out buildings and reasonable
estimate of the projected cost of the demolition of these
structures is in the reasonable neighborhood of $30,000.00.
It should also be noted that the City is acquiring the fee for the
area in question and as a result of acquiring the fee if the
roadway is ever abandoned the City will also own the adjacent right
of way and this clearly has some value to the City as well although
quantifying it would be difficult.
As we have discussed previously, the City is not conveying any
interest in the triangular shaped piece of land and the only
commitment the City is making to Simonson's is that if an offer is
received on the parcel they will be given an opportunity to
purchase it. As a practical matter, I see no other use for the
property but this does potentially decrease the total amount to be

expended by the City for this project or, from an alternate
standpoint, increases what the City receives.
In summary, from the standpoint of properly handling the
acquisition of the property interests needed to complete the Bluff
Street project it is my opinion that the total cost of the City of
Hutchinson including all damages to be awarded by a condemnation
panel and factoring in all costs to the City including attorney's
fees, expert witness charges and other expenses as well as
including demolition expenses, will exceed $175,000.00. It is my
understanding that City Engineer John Rodeberg agrees with the
recommendation to make an offer to Simonson's in the amount of
$175,000.00 so that this matter can be resolved.

BACKGROUND
The wage committee has held several meeting to come up with the
recommendation to the city council for wage adjustments for 1996.
The discussion focused not only on dollars but also on how the
wages should be presented to the council from the stand point of
understanding and ease of presentation to the public. In the past
we have adjusted the wages by a cost of living percentage focusing
on this total compared to wages paid.
Performance (merit) adjustments were allowed following percentage
guidelines over the years. Wage adjustment for automatic step
increases, beginning wage increases, or other council directives
for wage adjustments were part of the consideration.
FINDINGS
After reviewing, the committee thought all wage adjustments should
be discussed and on the table. Automatic adjustments were part of
the discussion but the committee decided to not include these in
the wage total since they had been previously agreed to.
The recommendation would include wages and the city's matching
social security and PERA cost. All wage costs are annualized
numbers.

Performance adjustment would affect the current year expenditures
from the anniversary date to the end of the current calendar year.
The recommendation however would be an annualized cost.
It was also agreed to use the wage adjustment compared to the wages
of the employees affected plus 250. 25% is roughly the cost of
employee benefit (social security, PERA, and health insurance)
which the committee is using for this discussion.
The amount of dollars approved would then be shown as a percentage
increase against the above described base and represents the
annualized cost for city employees. Dollars approved would then be
given to the city directors to allocate between cost of living and
performance dollars. It was also understood the dollars would
probably vary at time of implementation by some small amount.

An analysis by the committee of the above described action would be
as follows. Assume $113,800 was approved for annual wage and
benefit adjustment. Our annualized wage base is $3,250,000. The
25% for benefits would then total $4,026,500.
In terms of percent, the $113,800 would be 2.8 of the $4,026,500
available for wage and benefit adjustment. A 2% wage adjustment
to all eligible employees would cost $72, 600 (wages paid to
employees = $72,600 less city share of FICA and PERA) leaving the
balance of the $113,800 or $41,200 for performance.
It is estimated 58t of the wages for performance adjustments would
impact this years budget the remaining would be a cost to 1997.
(Actual expenses for 1996 would be $72,600 plus $23,800 for
performance increases paid or a total of $96,400.)
RECOMMMMATION
Based upon the above study it is the committee recommendation to do
the following:
$10,400 will be used by for wage adjustment for automatic
step adjustments and the final step adjustment for wages rate which
had been approved in 1995 and will not be considered part of the

wage adjustment for 1996 by their nature.
$113,500 is recommended for annualized wage and benefit
adjustment for 1996.
At a future meeting the committee will present a formal
outline and membership recommendation for a compensation review
committee. This group would then recommend to the council each
years compensation package under city council adopted guidelines
With city council adoption of the attached resolution the 1996
compensation package will be in place as described above.

1996 COMPENSATION PACKAGE
WHEREAS, a subcommittee was appointed by the Mayor and Council to consider the 1996 total
compensation package of the city;
WHEREAS, the total compensation package is defined to include wages and benefits (ie. wages,
health, insurance, PERA, FICA) paid by the city;
WHEREAS, the total compensation package includes the annual wage adjustment effective January
1, 1996, and any performance increases awarded within 1996.
NOW THEREFORE BE IT RESOLVED, the subcommittee recommends to the city council a "total
compensation package" for all permanent full time and permanent part time not to exceed an

BE IT FURTHER RESOLVED, that the Administration and Directors will decide the distribution

RESOLUTION ADOPTING POSITION CLASSIFICATION
ASSIGNMENT TABLE EFFECTIVE JANUARY 1, 1996
WHEREAS, the City Council has considered the existing classification of
positions for the City of Hutchinson and the current economic conditions,
BE IT RESOLVED, that a Position Classification Plan is hereby adopted. All
positions covered by this Resolution shall be grouped in grades having a definite
range of difficulty and responsibility. For each position there shall be a title;
and there shall be shown examples of work which are illustrative of duties of
positions, as well as requirements as to knowledge, abilities and skills necessary
for performance of the work; and a statement of experience and training desirable
for recruitment into a position.
A. ALLOCATION OF NEW POSITIONS.
When a new position is created for which no appropriate description exists or when
the duties of an existing position are sufficiently changed so that no appropriate
description exists, the City Council after recommendation of the Human Resources
Coordinator shall cause an appropriate job description - specification to be written
for said position.
B. REVIEW OF PLAN.
As often as necessary to assure continued correct classification, the Position
Classification Plan shall be reviewed by the Human Resources Coordinator and
necessary adjustments recommended to the City Council.
C. FILING OF PLAN.
Upon adoption of the Resolution, a copy of the Position Classification Plan approved
by the City Council shall be placed on file with the City Administrator. The plan
so filed and subsequently adjusted by the Council shal} be the Position
Classification Plan of the City.
1. Elements of the Plan. The Compensation Plan shall consist of,
a. A Basic Table of Numbered Pav Grades for All EmDlovees.
Each numbered pay grade in the basic table consists of a minimum (Level 0 -
80%) rate, a maximum (Level 8 - 120%) rate, and a midpoint (Level 4 - 100%)
rate, in addition to intermediate levels, shown on page 4.
b. A Position Classification Assignment Table for Employees.
The assignment table shall assign all of the various positions in the Position
Classification Plan to the appropriate pay grade, shown on page 3.
2. Modification of Plan.
The City Council reserves the right to modify any or all of the pay grades or
position classification assignments as set forth in said plan at any time.

3. Pay Grades.
a. Non - Administrative (Hourly) Employees
Each position is assigned a pay grade. The normal beginning rate for a new
employee will be the minimum rate. After satisfactory completion of twelve
months probation, up to a five percent increase will normally be granted, with
the exception that such increase may be granted midway through the
probationary period (at six months) with the approval of the City
Administrator. Thereafter, consideration for performance increases will be
given annually each individual anniversary date. The City Administrator
reserves the discretion to adjust individual rates within the assigned pay
grades based upon (a) a merit review and recommendation from the department
head, reflecting job performance over the preceding twelve months, and (b)
consideration of equity among departments. Consideration for market
adjustment for all pay grades will be made each January 1.
b. Administrative (Salaried) Employees

C. Police Civil Service Employees
In Police Civil Service positions, the established starting rate for patrol
officers shall be Grade X. Level 2, followed by a probationary period of one
year. After completion of probation, an increase to Level 3 shall be granted.
Likewise, an increase to Level 4 shall be granted after completion of two
years employment, to Level 5 after three years employment and to Level 6 after
four years employment. Thereafter, consideration for performance increases
will be given annually each individual anniversary date, reflecting job
performance according to specific criteria over the preceding 12 months.
Supervisory and investigative police department personnel shall be salaried,
with salary subject to periodic review by the Chief of Police, and any
recommendation for merit adjustment made to the City Administrator. Police
department office, dispatch and school liaison personnel shall be hourly and
under merit plan. Consideration for market adjustment for all pay grades will
be made each January i.

d. Market Adiustments.
Any market adjustment on January 1 of any year shall be separate and apart
from the individual anniversary increases.
4. Other Provisions.
a. Disciplinary Action For employees in any class, an additional
consequence of disciplinary action more severe than level a /oral reprimand, as
defined in the city personnel policy, will be the permanent loss of the
January 1 market adjustment in the calendar year following such disciplinary
action. This will occur unless the director in charge and the city
administrator decide otherwise.
b. Market Conditions Notwithstanding any language to the contrary, the
City Council retains the right to deviate from the pay plan when, in the sole
judgment of the City Council, market conditions or other circumstances dictate
such a decision.
BE IT FURTHER RESOLVED BY THE CITY COUNCIL OF THE CITY OF HUTCHINSON
That the following table is hereby adopted as the City Position Classification
Assignment Table, to be reviewed from time to time, assigning the various positions
in the Position Classification Plan to the appropriate pay grades in the table. Pay
grades for regular part time (PT) positions are assigned according to job
responsibilities at the discretion of the City Administrator and Human Resources

EMPLOYEE SAFETY COMMITTEE
MINUTES OF FEBRUARY 22, 1996
Tom Kloss reported that the Safety Manual Committee has completed approximately two- thirds of
the City Safety Manual. The draft copy should be completed in about a month. The Worthington
safety plan will be scanned into the computer system so that the editing changes can be made.
Discussion followed regarding enforcement of the manual.
The committee viewed the video "Safety Orientation" which portrayed safety practices in the work
place. John Arlt will try to obtain a video on `office ergonomics."
Casey Stotts is working on the fire extinguisher bids. The Fire Marshal needs an inventory list from
the departments. The Fire Department and City will work together on this project.
It was suggested that a shoe representative make available steel -toed shoes for City employees to
purchase. John Arlt's sub - committee will meet on February 27, 10 a.m. in the City Center Library,
to work on the details.

employees.
